•Ranking & Evaluation Criteria:
–Business Plan/Executive Summary
–Safety and Security Plan
–Patient and Benefits Education
–Local Enterprise Preference
–Qualifications of Principals (operators)
–Community Benefits
•Applicant needs to receive 85 points to move forward, if there
are more applicants than licenses available, then a lottery will
be conducted after the ranking round.

MCB Pilot Process Overview
Operator Requirements
•Compliant with State MAUCRSA regulations
•Odor control, advertising and marketing restrictions
•Contact person/community liaison
•Operating Hours:
–Medical Cannabis Delivery: 9AM to 9 PM, seven days a week
–Cannabis Testing Laboratories: 7AM to 6PM, seven days a week
–Medical Cannabis Infused Product Manufacturing: 7AM to 6PM,
evenings available as a condition of permit, seven days a week
•License valid for 12 months from date of issuance and may be
renewed annually.
•License is non-transferable.
