RECOMMENDATION
It is recommended that the City Council interview the following applicants and appoint two
applicants to fill two four-year terms on the Planning Commission, with terms to expire the end of
June 2022:

BACKGROUND
At the meeting of April 16, 2018, the City Council called for applications to fill two four-year terms
on the Planning Commission to the end of June 2022 due to the expiration of term s of Sarah
Loughran and Larry Paul. Nine applications were received in the City Clerk’s Office by the deadline
of Tuesday, May 8, 2018.
Due to the high volume of applications received, a subcommittee of the City Council carried out an
initial review of the nine applicants and selected six to be interviewed by the full City Council.
COMMUNITY OUTREACH
The call for applications was advertised in Snapshot (the City Manager’s e-newsletter), the City
website, NextDoor and Facebook social media platforms.
RECOMMENDED ACTION
Interview applicants and make appointments.

Why are you interested in serving on a board or commission?
San Rafael is a thriving community of people from many different cultures with a wide range of
backgrounds, education, goals, plans, interests, fears, and dreams. It has a bounty of assets from one of
the original California missions and other historic buildings, to beautiful open space and a canal leading to
the San Francisco Bay, to a thriving economy of small to large size businesses. Set within the beauty,
physical boundaries, and legal requirements of Marin County and the State of California, there are many
tradeoffs that must be made to ensure that the City of San Rafael makes the best possible decisions on
behalf of these diverse constituencies. Change and growth will happen, the challenge will be to grow in a
way that best serves the community in both the short and longer-terms. I have lived in San Rafael for 17
years and am very interested in continuing to serve on the Planning Commission for several reasons: • I
have found serving as a Planning Commissioner to be both challenging and fulfilling. The Commission
contemplates and returns decisions on many very important, and sometimes competing, aspects of life in
San Rafael: livability, traffic/transportation, affordable housing, jobs, public health, recreation,
environmental stewardship, and economic vitality. The Planning Division of the Community Development
Department is top-notch and provides timely and thorough expert support to the Planning Commission. • I
value the opportunity to hear from the community with many different perspectives as to what matters to
them and why. Public hearings are a key component of the Planning Commission’s role. • I will be of
service to San Rafael and its residents: o With degrees in Economics and Business Administration and a
successful career in business, I have considerable experience working with people with different interests
and objectives. o Having served on the Planning Commission for 1 ½ years, I am familiar with important
decisions made in the past and with General Plan 2020 and San Rafael zoning. o I bring
environmental/sustainability knowledge to the Commission. I am well-versed on sustainability
opportunities and challenges specific to San Rafael as I am serving on the current Climate Action Plan
(CAP) Update group which is updating San Rafael’s CAP for City Council approval in Fall 2018. o I have a
track record of working closely with others on difficult issues to arrive at conclusions and continue forward
momentum. It would be both a pleasure and an honor to continue to serve San Rafael and my community

Yes, I am very active in my San Rafael community and the larger Marin County community as well. I
currently serve on the Board of Directors for 10,000 Degrees a San Rafael based college access nonprofit
for low-income students in Marin, Sonoma, and East Bay. I also serve on the Executive Committee for
Marin Kids, a nonprofit dedicated to ensuring that all of Marin's kids are safely housed, fed, and educated.
I am also active with a group called Marin Latino Leaders, an unincorporated group of individuals
connecting Latino leaders in Marin County.

Why are you interested in serving on a board or commission?
I have been a lifelong member of San Rafael. This city is the only place I have ever truly called home. My
roots are set here and I hope to one day raise a family in the community that I grew up in. Serving on the
planning commission will allow me to translate my lived experiences into shaping the future of San Rafael.
I am huge policy wonk, and zoning and planning issues are incredibly exciting to me. The future of San
Rafael is an incredibly exciting period and I would like to be part of the team to make San Rafael a safe,
sustainable, and equitable home for its residents and the future generations to come. San Rafael is about
to embark in a robust process to move the San Rafael Transit Center and it is about kick off its General
Plan Update, these two topics profoundly interest me. One, because I grew up depending on our public
transportation system and know firsthand the impact of its changes. And two, the general plan update
needs to take into account the feedback from young residents who hope to raise a family here. Serving on
a commission will also allow me to bridge my Latino community to this topic area that they are often
unfamiliar or are unaware how it impacts their lives. As the City of San Rafael aims to increase its Latino
representation on boards and commissions, I firmly believe it is my duty to lead by example. All my life I
have spent defying the odds: I am first generation Latino college graduate and an openly gay man. I've
had to work twice as hard as some of my peers and prove myself at the tables that I sit on. I have never
been restful, but rather energized at the opportunities to learn and participate. You should know this: I am
a huge nerd. I read and read and read. Whether it is Joan Didion's latest nonfiction book or Marin's recent
LCP Amendments, I make sure I become an expert. As a planning commissioner, I am interested in
bridging this division experienced by many and to add my opinion to city wide policy that will benefit all.
Perhaps what makes me unique is that even though I proudly embody the life and experiences of a San
Rafael Latino man, I look forward to serving all of San Rafael's residents not just those who look like me. I
have always been a team player and I look forward to embodying this trait on the planning commission.

Do you participate in any civic activities?
I currently participate in the Latino Civic Leadership Initiative (LCLI). LCLI’s purpose is to develop and
support diverse candidates, focusing on the Latino community, for San Rafael’s boards and commissions.
I have worked with Council Member Kate Collins on the creation and implementation of the LCLI and its
expansion in Marin County. I am a member of the Elks Lodge 1108 in San Rafael. As a member of the
Elks we have worked to help our community through charitable works for youth, veterans, special needs,
and other areas. My civic engagement started in high school. I was a member of the Kiwanis club and
volunteered in high school. In college I worked with local student groups in promoting civil justice and on
campus. In law school I was SBA vice-president my second year and elected as SBA president my third
year. During my career I have made time to work with my community, be it helping families through
foreclosures in the HOME Clinics during the great recession or serving on the Historic Landmarks Board
for the City of Sausalito. I am proud to have been selected to the Sausalito Legislative Regulations
Committee where I worked with the Mayor, Planning Director, City Attorney and members of the Planning
Commission on amending and updating the City of Sausalito’s Planning Code.

Why are you interested in serving on a board or commission?
I am interested in serving on the planning commission because I want to use my land use and real estate
skills to help my community and the city San Rafael. I feel a sense of commitment and want to give back
to this community that has so warmly welcomed me and my family. For almost 15 years I have worked on
land use and property development issues as a real estate attorney and real estate broker. I have been
involved in hundreds of land use and development projects and gained a skill set that I believe is well
suited for the planning commission. As such, I want to use these skills to serve the interest of my San
Rafael community by assisting in ensuring that projects are consistent with our community’s long range
plan and in compliance with applicable local and state laws. I also believe that City Hall should represent
its broad-based community. As an original member of the LCLI I realize that civic engagement is one of
the most important avenues to assist your community and there is a need for diversity on all boards and
commissions. As a first-generation Latino I can provide insight from my diverse background that will
enhance the Commission’s ability to serve its community. Moreover, I have a passion for real estate and
enjoy project review. I appreciate the importance of the Planning Commission and providing applicants
their due process and the community an opportunity to be heard and participate in the completion of
projects. As a deputy county counsel for Sonoma County who specializes in real estate and land use, I

As a new resident of San Rafael, I am very interested in being of service to the local community. I was
particularly moved by the report of the Resilient by Design Challenge about the impacts of sea level rise.
There are many challenges facing the city in terms of long term planning for sea level rise, social and
economic equity, transit, housing and more. The planning commission can help encourage smart growth
and opportunity for the city. I want to provide my knowledge, skills and care to help San Rafael as it
begins to revise its general plan. I'm interested in efficient, accountable governance, and being on a
commission will help me acquire in depth knowledge of city operations and issues. I look forward to being
of service, and interfacing as necessary with various city agencies and officials. Thank you for your
