2007 - 2017
August 2007 - Village at LLM granted land use and
subdivision approvals
•Condition of Approval required formation of a
Community Facilities District (Mello-Roos) for long
term maintenance
July 2010 – Council officially formed the Community
Facilities District thru Resolution 13014
•Special Tax Assessment was voted on by “eligible
land owners” and approved
July 2017 - Special Tax first levied based on
assumption that subdivision improvements would be
completed in FY 2017-18 and begin to incur
maintenance costs

FY 2017-18
Most improvements are completed but at the end of FY
2017-18…
•One roadway not finalized
•BCDC approvals required to finalize improvements
to the park and to the connector to the breakwater
•Other “punchlist” items mostly related to the park
need to be completed
Since all improvements are not complete:
•The public improvements have not yet been
accepted by the City
•No maintenance costs were incurred by the City

Next Steps
Public Works is preparing to solicit for maintenance
services for LLM. Award in August
The balance of funds available in 2017/18 and the
assessment in 2018/19 will be used to pay for these
services
Resolution prepared for FY2018/19 Special Tax
Recommended Council Action:
Adopt the attached Resolution setting the Mello-
Roos Special Tax for City of San Rafael Community
Facilities District 2 for Fiscal Year 2018/19
