City of San Rafael Marin Superior Court Case No. CIV 1404542 OPEN TIME FOR PUBLIC EXPRESSION - 7:00 PM The public is welcome to address the City Council at this time on matters not on the agenda that are within its jurisdiction. Please be advised that pursuant to Government Code Section 54954.2, the City Council is not permitted to discuss or take action on any matter not on the agenda unless it determines that an emergency exists, or that there is a need to take immediate action which arose following posting of the agenda. Comments may be no longer than two minutes and should be respectful to the community. CONSENT CALENDAR: The opportunity for public comment on consent calendar items will occur prior to the City Council’s vote on the Consent Calendar. The City Council may approve the entire consent calendar with one action. In the alternative, items on the Consent Calendar may be removed by any City Council or staff member, for separate discussion and vote. 3. Consent Calendar Items: a. Resolution to Waive Formal Bidding and to Authorize the City Clerk to Enter into a Sole-Source Agreement with Granicus, Inc. for a Streaming Media Solution and Related Services (MS) Recommended Action – Adopt Resolution b. Resolution Authorizing the Police Chief or her Designee to Execute an MOU with the County of Marin Accepting State Homeland Security Grant Funds in the Amount of $25,000.00, and the Use of Those Funds Toward the Purchase of a Mobile Automated License Plate Reader System (PD) Recommended Action – Adopt Resolution c. Resolution Authorizing the Director of Public Works to Proceed with Plans to Demolish the Buildings at 1309 Fifth Avenue and for the Use of That Site as a Temporary Parking Lot (PW) Recommended Action – Adopt Resolution d. Resolution Accepting a Proposal from Siegel Environmental to Prepare a Conceptual Enhancement Alternatives Development Study for the Spinnaker Point East Lagoon and Authorizing the Public Works Director to Enter into a Professional Services Agreement with Siegel Environmental in an Amount Not to Exceed $35,485 (PW) Recommended Action – Adopt Resolution e. Resolution Authorizing the Public Works Director to Accept the Relinquishment of Three Properties From the State of California Along East and West Francisco Boulevard (PW) Recommended Action – Adopt Resolution f. Resolution Authorizing the Public Works Director to Execute the Purchase of 48 Vehicles for Various City Departments in Accordance with the Guidelines Set Forth in San Rafael’s Fleet Management Policies and Procedures, Issued September 6, 2012 (PW) Recommended Action – Adopt Resolution PUBLIC HEARING: 4.
