CLOSED SESSION – THIRD FLOOR CONFERENCE ROOM - 6:10 PM 2.Closed Session: a.Conference with Legal Counsel—Anticipated Litigation Significant exposure to litigation pursuant to Government Code section 54956.9 (d) (2): (One case) SPECIAL PRESENTATION – 7:00 PM a.Special Presentation: Presentation by Keene Simonds, LAFCO, regarding Public Water Services OPEN TIME FOR PUBLIC EXPRESSION – 7:00 PM The public is welcome to address the City Council at this time on matters not on the agenda that are within its jurisdiction. Please be advised that pursuant to Government Code Section 54954.2, the City Council is not permitted to discuss or take action on any matter not on the agenda unless it determines that an emergency exists, or that there is a need to take immediate action which arose following posting of the agenda. Comments may be no longer than two minutes and should be respectful to the community. CONSENT CALENDAR: The opportunity for public comment on consent calendar items will occur prior to the City Council’s vote on the Consent Calendar. The City Council may approve the entire consent calendar with one action. Consent Calendar Items: a.Approval of Minutes of City Council / Successor Agency Meetings of September 8 and September 21, 2015 (CC) Recommended Action – Approve as submitted b.Call for Applications to Fill Three Four-Year Terms on the Bicycle and Pedestrian Advisory Committee to the End of November 2019, Due to Expiration of Terms of Jim Geraghty, Don Magdanz and Lindsay McKenzie (CC) Recommended Action – Approve staff recommendation c.Resolution of Appreciation for the San Rafael Pacifics (CM) Recommended Action – Adopt Resolution d.Resolution of Appreciation for People of Hispanic Descent in San Rafael and Designation of September 15 – October 15, 2015 as Hispanic Heritage Month (ED) Recommended Action – Adopt Resolution e.Resolution Approving the Allocation of an Amount Not to Exceed Two Hundred and Fifty Thousand Dollars ($250,000) to Fund a Loan to Marin Housing for the Purchase of a Below Market Rate Housing Unit with City in Lieu Housing Funds (APN 180-520-07) (ED) Recommended Action – Adopt Resolution f.Resolution Authorizing a Temporary Street Closure for the Annual Parade of Lights and Winter Wonderland on A Street from Third Street to Fifth Avenue and Fourth Street from Lootens Place to B Street, on November 27 and 28, 2015 (ED) Recommended Action – Adopt Resolution g.Resolution Supporting Domestic Violence Awareness Month (PD) Recommended Action – Adopt Resolution h.Resolution Waiving Competitive Bidding Requirements and Authorizing the Director of Public Works to Enter into an Agreement with Pump Repair Service Company to Replace and/or Repair Six Storm Water Pumps, in an Amount not to Exceed $250,000 from the Storm Water Fund (PW) Recommended Action – Adopt Resolution SPECIAL PRESENTATIONS: 4.
