Please be advised that pursuant to Government Code Section 54954.2, the City Council is not permitted to discuss or take action on any matter not on the agenda unless it determines that an emergency exists, or that there is a need to take immediate action which arose following posting of the agenda. Comments may be no longer than two minutes and should be respectful to the community. CONSENT CALENDAR: The opportunity for public comment on consent calendar items will occur prior to the City Council’s vote on the Consent Calendar. The City Council may approve the entire consent calendar with one action. In the alternative, items on the Consent Calendar may be removed by any City Council or staff member, for separate discussion and vote. 3. Consent Calendar Items: a.Approval of Minutes of City Council / Successor Agency Meeting of October 5, 2015 Recommended Action – Approve as submitted b.Resolution Authorizing the City Manager to Execute a Professional Services Agreement with th Placeworks for Environmental Consulting Services for the Public Safety Center (5 Avenue Between C & D Streets), Phase 1 of the Essential Facilities Strategic Plan (CD) Recommended Action – Adopt Resolution c.Resolution Accepting the Annual Report of the Downtown San Rafael Business Improvement District, Declaring the Council’s Intention to Levy an Annual Assessment for the Downtown San Rafael Business Improvement District, and Setting the Public Hearing for November 2, 2015 (ED) Recommended Action – Adopt Resolution PUBLIC HEARING: 4. Public Hearing: a.755 Lindaro Street and 788 Lincoln Avenue (BioMarin at San Rafael Corporate Center – SRCC) Request for Planned Development (PD) Rezoning, Master Use Permit Amendment and Environmental and Design Review Permit for the Construction of a New 54-foot Tall, 4- Story, 72,396 Square Foot Office Building on Parcel 1 of the SRCC and a Phase 11, 6-Story Expansion of the Recently Approved 6-Story Parking Structure at 788 Lincoln Avenue to Accommodate Parking Spaces Required for Total Buildout of the Project Site at 3.3/1000 Square Feet Ratio (CD) Recommended Action – 1) Adopt Resolution Approving Mitigated Negative Declaration 2) Pass Ordinance to Print 3) Adopt Resolution Approving the SRCC BioMarin Project Master Use Permit Amendment and Design Review Entitlements OTHER AGENDA ITEMS; 5. Other Agenda Items: a.Resolution Awarding a Contract for the Regional Transportation System Enhancements Rebid, City Project No. 11237, to Ghilotti Bros., Inc., in the Amount of $2,748,357.00 (PW) Recommended Action – Adopt Resolution CITY MANAGER’S REPORT: 6. Consent Calendar: - None ADJOURNMENT Any records relating to an agenda item, received by a majority or more of the Council less than 72 hours before the meeting, shall be available for inspection in the City Clerk’s Office, Room 209, 1400 Fifth Avenue, and placed with other agenda-related materials on the table in front of the Council Chamber prior to the meeting.
