HomeMy WebLinkAboutPW Bicycle and Pedestrian Master Plan AmendmentCity of San Rafael ♦ California Amendment to Agreement for Update of San Rafael's Bicycle and Pedestrian Master Plan This Amendment to Agreement for Update of San Rafael's Bicycle and Pedestrian Master Plan is made and entered into this 13 day of A%A% Ii 2018, by and between the CITY OF SAN RAFAEL ("City") and ALTA PLANNING + DESIGN, INC. (hereinafter called "Contractor"). RECITALS WHEREAS, the parties entered into an Agreement for Update of San Rafael's Bicycle and Pedestrian Master Plan, dated November 21, 2016 ("Agreement", Attachment A), under which Contractor assumed the obligation to complete the Bicycle and Pedestrian Master Plan Update ("Plan"); and WHEREAS, based on requests from the Bicycle and Pedestrian Advisory Committee (BPAC) and discussions between the City and Contractor, the parties agree that an amendment to the original contract is needed to complete the online component of the Plan, in addition to the initial scope of work which was outlined in the proposal (dated October 13, 2016 and attached hereto as Attachment B); AMENDMENT TO AGREEMENT NOW THEREFORE, the parties agree as follows: Section 2 (DUTIES OF CONTRACTOR) of the Agreement is amended to read: The Contractor hereby agrees to furnish all of the materials, equipment, and labor necessary to complete the online component for the project entitled "Update of San Rafael's Bicycle and Pedestrian Master Plan," all in accordance with the scope of work and requirements outlined in the Proposal dated October 16, 2016 attached hereto as Attachment B as amended in the ALTA PLANNING + DESIGN document `Addendum " attached hereto as Attachment C, and both incorporated herein by reference. 2. Section 4 (COMPENSATION) of the Agreement is amended to include additional compensation for the services as described in Attachment C to this Amendment, in an additional amount not to exceed $3,784. All other terms and conditions of the Agreement shall remain unchanged and in full fo�ce and effect for the term of this Agreement as amended. (hereinafter "CONTRACTOR"). RECITALS WHEREAS, San Rafael's current Bicycle and Pedestrian Master Plan was adopted by Council in 2011; and WHEREAS, Caltrans Active Transportation Program guidelines call for the update of Bicycle and Pedestrian Master plan's on a five year cycle; and WHEREAS, the services of a transportation consulting firm are needed to assist with the update process. AGREEMENT NOW, THEREFORE, the parties hereby agree as follows: PROJECT COORDINATION. A. CITY'S Project Manager. The Director of Public Works is hereby designated the PROJECT MANAGER for the CITY, and said PROJECT MANAGER shall supervise all aspects of the progress and execution of this Agreement. B. CONTRACTOR's Project Director. CONTRACTOR shall assign a single PROJECT DIRECTOR to have overall responsibility for the progress and execution of this Agreement for CONTRACTOR. Michael Jones is hereby designated as the PROJECT DIRECTOR for CONTRACTOR. Should circumstances or conditions subsequent to the execution of this Agreement require a substitute PROJECT DIRECTOR, for any reason, the CONTRACTOR shall notify the CITY within ten (10) business days of the substitution. 2. DUTIES OF CONTRACTOR. CONTRACTOR shall perform the duties and services as described in Exhibit A. 3. DUTIES OF CITY. CITY shall pay the compensation as provided in Paragraph 4, and perform the duties in accordance with the Attached Exhibit A. Attachment A 4. COMPENSATION. For the full performance of the services described herein by CONTRACTOR, CITY shall pay CONTRACTOR an amount not to exceed $60,000.00. Payment will be made monthly upon receipt by PROJECT MANAGER of itemized invoices submitted by CONTRACTOR. 5. TERM OF AGREEMENT. The term of this Agreement shall be for one (1) year commencing on the date first hereinabove written. Upon mutual agreement of the parties, and subject to the written approval of the City Manager, the term of this Agreement may be extended for an additional period of up to one (1) year. 6. TERMINATION. A. Discretionary. Either party may terminate this Agreement without cause upon thirty (30) days written notice mailed or personally delivered to the other party. B. Cause. Either party may terminate this Agreement for cause upon fifteen (15) days written notice mailed or personally delivered to the other party, and the notified party's failure to cure or correct the cause of the termination, to the reasonable satisfaction of the party giving such notice, within such fifteen (15) day time period. C. Effect of Termination. Upon receipt of notice of termination, neither party shall incur additional obligations under any provision of this Agreement without the prior written consent of the other. D. Return of Documents. Upon termination, any and all CITY documents or materials provided to CONTRACTOR and any and all of CONTRACTOR's documents and materials prepared for or relating to the performance of its duties under this Agreement, shall be delivered to CITY as soon as possible, but not later than thirty (30) days after termination. 7. OWNERSHIP OF DOCUMENTS. The written documents and materials prepared by the CONTRACTOR in connection with the performance of its duties wider this Agreement and by compensation thereafter , shall be the sole property of the CITY. CITY may use said property for any purpose, including projects not contemplated by this Agreement, at the CITY's sole risk. CONTRACTOR reserves the right of use of materials for limited marketing and advertising purposes. 8. INSPECTION AND AUDIT. Upon reasonable notice, CONTRACTOR shall make available to CITY, or its agent, for inspection and audit, all documents and materials maintained by CONTRACTOR in connection Attachment A with its performance of its duties under this Agreement. CONTRACTOR shall fully cooperate with CITY or its agent in any such audit or inspection. 9. ASSIGNABILITY. The parties agree that they shall not assign or transfer any interest in this Agreement nor the performance of any of their respective obligations hereunder, without the prior written consent of the other party, and any attempt to so assign this Agreement or any rights, duties or obligations arising hereunder shall be void and of no effect. 10. INSURANCE. A. Scope of Coverage. During the term of this Agreement, CONTRACTOR shall maintain, at no expense to CITY, the following insurance policies: 1. A commercial general liability insurance policy in the minimum amount of one million dollars ($1,000,000) per occurrence/two million dollars ($2,000,000) aggregate, for death, bodily injury, personal injury, or property damage. 2. An automobile liability (owned, non -owned, and hired vehicles) insurance policy in the minimum amount of one million dollars ($1,000,000) dollars per occurrence. 3. If any licensed professional performs any of the services required to be performed under this Agreement, a professional liability insurance policy in the minimum amount of two million dollars ($2,000,000) per occurrence/four million dollars ($4,000,000) aggregate, to cover any claims arising out of the CONTRACTOR's performance of services under this Agreement. Where CONTRACTOR is a professional not required to have a professional license, CITY reserves the right to require CONTRACTOR to provide professional liability insurance pursuant to this section. 4. If it employs any person, CONTRACTOR shall maintain worker's compensation and employer's liability insurance, as required by the State Labor Code and other applicable laws and regulations, and as necessary to protect both CONTRACTOR and CITY against all liability for injuries to CONTRACTOR's officers and employees. CONTRACTOR'S worker's compensation insurance shall be specifically endorsed to waive any right of subrogation against CITY. B. Other Insurance Requirements. The insurance coverage required of the CONTRACTOR in subparagraph A of this section above shall also meet the following requirements: 1. Except for professional liability insurance, the insurance policies shall be specifically endorsed to include the CITY, its officers, agents, employees, and volunteers, as additionally named insureds (for both ongoing and completed operations) under the policies. 2. The additional insured coverage under CONTRACTOR's insurance Attachment A policies shall be primary with respect to any insurance or coverage maintained by CITY and shall not call upon CITY's insurance or self-insurance coverage for any contribution. The "primary and noncontributory" coverage in CONTRACTOR's policies shall be at least as broad as ISO form CG20 0104 13. 3. Except for professional liability insurance, the insurance policies shall include, in their text or by endorsement, coverage for contractual liability and personal injury. 4. if CONTRACTOR receives notice that any required insurance policy is being terminated, CONTRACTOR shall immediately notify CITY in writing of such termination action and provide reasonable written assurance to CITY that CONTRACTOR has obtained a substitute insurance policy satisfying the regireiments of this Agreement. 5. If the insurance is written on a Claims Made Form, then, following termination of this Agreement, said insurance coverage shall survive for a period of not less than five years. 6. The insurance policies shall provide for a retroactive date of placement coinciding with the effective date of this Agreement. 7. The limits of insurance required in this Agreement may be satisfied by a combination of primary and umbrella or excess insurance. Any umbrella or excess insurance shall contain or be endorsed to contain a provision that such coverage shall also apply on a primary and noncontributory basis for the benefit of CITY (if agreed to in a written contract or agreement) before CITY's own insurance or self-insurance shall be called upon to protect it as a named insured. 8. It shall be a requirement under this Agreement that any available insurance proceeds broader than or in excess of the specified minimum insurance coverage requirements and/or limits shall be available to CITY or any other additional insured party. Furthermore, the requirements for coverage and limits shall be: (1) the minimum coverage and limits specified in this Agreement; or (2) the broader coverage and maximum limits of coverage of any insurance policy or proceeds available to the named insured; whichever is greater. C. Deductibles and SIR's. Any deductibles or self-insured retentions in CONTRACTOR's insurance policies must be declared to and approved by the PROJECT MANAGER and City Attorney, and shall not reduce the limits of liability. Policies containing any self-insured retention (SIR) provision shall provide or be endorsed to provide that the SIR may be satisfied by either the named insured or CITY or other additional insured party. At CITY's option, the deductibles or self-insured retentions with respect to CITY shall be reduced or eliminated to CITY's satisfaction, or CONTRACTOR shall procure a bond guaranteeing payment of losses and related investigations, claims administration, attorney's fees and defense expenses. D. Proof of Insurance. CONTRACTOR shall provide to the PROJECT MANAGER or CITY's City Attorney all of the following: (1) Certificates of Insurance evidencing the insurance coverage required in this Agreement; (2) a copy of the policy declaration page and/or endorsement page listing all policy endorsements for the commercial Attachment A general liability policy, and (3) excerpts of Policy language or specific endorsements evidencing the other insurance requirements set forth in this Agreement. CITY reserves the right to obtain a full certified copy of any insurance policy and endorsements from CONTRACTOR. Failure to exercise this right shall not constitute a waiver of the right to exercise it later. The insurance shall be approved as to form and sufficiency by PROJECT MANAGER and the City Attorney. 11. INDEMNIFICATION. A. Except as otherwise provided in Paragraph B., CONTRACTOR shall, to the fullest extent permitted by law, indemnify, release, defend with counsel approved by CITY, and hold harmless CITY, its officers, agents, employees and volunteers (collectively, the "City Indemnitees"), from and against any claim, demand, suit, judgment, loss, liability or expense of any kind, including but not limited to attorney's fees, expert fees and all other costs and fees of litigation, (collectively "CLAIMS"), arising out of CONTRACTOR's performance of its obligations or conduct of its operations under this Agreement. The CONTRACTOR's obligations apply regardless of whether or not a liability is caused or contributed to by the active or passive negligence of the City Indemnitees. However, to the extent that liability is caused by the active negligence or willful misconduct of the City Indemnitees, the CONTRACTOR's indemnification obligation shall be reduced in proportion to the City Indemnitees' share of liability for the active negligence or willful misconduct. In addition, the acceptance or approval of the CONTRACTOR's work or work product by the CITY or any of its directors, officers or employees shall not relieve or reduce the CONTRACTOR's indemnification obligations. In the event the City Indemnitees are made a party to any action, lawsuit, or other adversarial proceeding arising from CONTRACTOR's performance of or operations under this Agreement, CONTRACTOR shall provide a defense to the City Indemnitees or at CITY's option reimburse the City Indemnitees their costs of defense, including reasonable attorneys' fees, incurred in defense of such claims. B. Where the services to be provided by CONTRACTOR under this Agreement are design professional services to be performed by a design professional as that term is defined under Civil Code Section 2782.8, CONTRACTOR shall, to the fullest extent permitted by law, indemnify, release, defend and hold harmless the City Indemnitees from and against any CLAIMS that arise out of, pertain to, or relate to the negligence, recklessness, or willful misconduct of CONTRACTOR in the performance of its duties and obligations under this Agreement or its failure to comply with any of its obligations contained in this Agreement, except such CLAIM which is caused by the sole negligence or willful misconduct of CITY. C. The defense and indemnification obligations of this Agreement are undertaken in addition to, and shall not in any way be limited by, the insurance obligations contained in this Agreement, and shall survive the termination or completion of this Agreement for the full period of time allowed by law. 12. NONDISCRIMINATION. CONTRACTOR shall not discriminate, in any way, against any person on the basis of age, Attachment A sex, race, color, religion, ancestry, national origin or disability in connection with or related to the performance of its duties and obligations under tlus Agreement. 13. COMPLIANCE WITH ALL LAWS. CONTRACTOR shall observe and comply with all applicable federal, state and local laws, ordinances, codes and regulations, in the performance of its duties and obligations under this Agreement. CONTRACTOR shall perform all services wider this Agreement in accordance with these laws, ordinances, codes and regulations. CONTRACTOR shall release, defend, indemnify and hold harmless CITY, its officers, agents and employees from any and all damages, liabilities, penalties, fines and all other consequences from any noncompliance or violation of any laws, ordinances, codes or regulations. 14. NO THIRD PARTY BENEFICIARIES. CITY and CONTRACTOR do not intend, by any provision of this Agreement, to create in any third party, any benefit or right owed by one party, under the terns and conditions of this Agreement, to the other party. 15. NOTICES. All notices and other communications required or permitted to be given under this Agreement, including any notice of change of address, shall be in writing and given by personal delivery, or deposited with the United States Postal Service, postage prepaid, addressed to the parties intended to be notified. Notice shall be deemed given as of the date of personal delivery, or il' mailed, upon the date of deposit with the United States Postal Service. Box 151560 San Rafael, CA 94915-1560 TO CONTRACTOR's Project Director: Michael Jones Alta Planning 4, Design, Inc. 1410 Third Street San Rafael, CA 94901 16. INDEPENDENT CONTRACTOR. For the purposes, and for the duration, of this Agreement, CONTRACTOR, its officers, agents and employees shall act in the capacity of an Independent Contractor, and not as employees of the CITY. CONTRACTOR and CITY expressly intend and agree that the status of CONTRACTOR, its officers, agents and employees be that of an Independent Contractor and not Attachment A that of an employee of CITY. 17. ENTIRE AGREEMENT -- AMENDMENTS. A. The teens and conditions of this Agreement, all exhibits attached, and all documents expressly incorporated by reference, represent the entire Agreement of the parties with respect to the subject matter of this Agreement. B. This written Agreement shall supersede any and all prior agreements, oral or written, regarding the subject matter between the CONTRACTOR and the CITY. C. No other agreement, promise or statement, written or oral, relating to the subject matter of this Agreement, shall be valid or binding, except by way of a written amendment to this Agreement. D. The terns and conditions of this Agreement shall not be altered or modified except by a written amendment to this Agreement signed by the CONTRACTOR and the CITY. E. If any conflicts arise between the terms and conditions of this Agreement, and the terms and conditions of the attached exhibits or the documents expressly incorporated by reference, the terms and conditions of this Agreement shall control. 18. SET-OFF AGAINST DEBTS. CONTRACTOR agrees that CITY may deduct from any payment due to CONTRACTOR under this Agreement, any monies which CONTRACTOR owes CITY under any ordinance, agreement, contract or resolution for any unpaid taxes, fees, licenses, assessments, unpaid checks or other amounts. 19. WAIVERS. The waiver by either party of any breach or violation of any term, covenant or condition of this Agreement, or of any ordinance, law or regulation, shall not be deemed to be a waiver of any other term, covenant, condition, ordinance, law or regulation, or of any subsequent breach or violation of the same or other term, covenant, condition, ordinance, law or regulation. The subsequent acceptance by either party of any fee, performance, or other consideration which may become due or owing under this Agreement, shall not be deemed to be a waiver of any preceding breach or violation by the other party of any term, condition, covenant of this Agreement or any applicable law, ordinance or regulation. 20. COSTS AND ATTORNEY'S FEES. The prevailing party in any action brought to enforce the terms and conditions of this Agreement, or arising out of the performance of this Agreement, may recover its reasonable costs (including claims administration) and attorney's fees expended in connection with such action. Attachment A 21. CITY BUSINESS LICENSE / OTHER TAXES. CONTRACTOR shall obtain and maintain during the duration of this Agreement, a CITY business license as required by the San Rafael Municipal Code CONTRACTOR shall pay any and all state and federal taxes and any other applicable taxes. CITY shall not be required to pay for any work performed under this Agreement, until CONTRACTOR has provided CITY with a completed Internal Revenue Service Form W-9 (Request for Taxpayer Identification Number and Certification). 22. Initiation and Management Alta believes in strong coordination with our clients. For the San Rafael Bicycle and Pedestrian Plan Update project, strong collaboration with the City's Bicycle and Pedestrian Advisory Committee (BPAC) will help deliver the product on schedule, on budget, and with a high-level of community support. Pre Kick-off Meeting. The project pre kick-off meeting provides an opportunity for the project team to develop a shared vision for how to engage San Rafael residents and workers on bicyclist and pedestrian issues, and define the high- level goals of the plan. Alta will conduct an introductory telephone or videoconference interview with City staff to discuss project objectives and craft the agenda for the project kick-off meeting. The pre kick-off meeting agenda will include: • Introductions. • Review of project schedule and milestones. • Facilitated discussion of project objectives. • Definition of action items throughout the project. • Agreement on project meeting schedule. • Discussion of the desired format for the Plan document. The City will secure a meeting room, identify meeting attendees, and confirm attendance. Ongoing Project Management. Throughout the project, there will be ongoing coordination between Alta's project manager and the City of San Rafael project manager — including email, phone and written communication to keep the City up-to-date on Plan development. Upon project initiation, Alla will work with City staff to finalize the work scope and budget. Alta will prepare and maintain a project schedule throughout the life of the project. Alta will oversee the budget expenditures of the consultant team, including subcontractors. Invoicing on the project will occur monthly with a status report provided identifying potential delays and proposed corrective actions. Alta will employ a three-tier quality control program including a detailed review of deliverables by the project manager, principal, and a copy editor prior to sending to the City. Deliverables: • Project pre kick-off meeting, facilitated by up to two (2) members of the Alta team, with a meeting agenda and memo summary. • Finalized scope of work and project schedule. • Monthly progress reports, including work completed, upcoming deliverables, action items with identified responsibilities, and identified issues or problems. Task 2. Engagement and Outreach Project Website. Using our in-house graphic and web design expertise, Alta will design and host a project website, with the web address to be confirmed with City staff. The webpage will provide the public and interested stakeholders updated project information (such as meeting dates or the availability of draft documents) and contact information Our online presence will enable our team and members of the BPAC to crowdsource project ideas via one (1) interactive web map. Website visitors will be able to identify specific locations or routes and provide comments about each. We will use these suggestions when developing recommendations in the draft plan. BPAC Targeted Outreach. The BPAC will conduct targeted outreach, collecting feedback on proposed projects and prioritization. At the kick-off meeting, the project team will discuss potential targeted outreach opportunities. Alta will provide the BPAC with recommendations for facilitating mini -workshops with interested stakeholder groups and outreach at transit hubs, festivals, and other select locations, including how to meaningfully engage people in a Attachment A City of San Rafael Bicycle and Pedestrian Master Plan Update Alta Planning + Design discussion about bicycle and pedestrian issues in San Rafael. If the project team is interested in pursuing pop-up events as part of this Plan, Alta will: • Work with City staff and the BPAC to identify a list of pop-up event opportunities. • Help define the format of the event(s) • Identify data collection opportunities (e.g , written surveys, map exercises, etc.). • Provide electronic copies of previously developed public outreach collateral. The BPAC will staff and facilitate targeted outreach activities. The City will consolidate and share any public feedback gained through targeted outreach events with Alla. Alta Targeted Outreach. Alta will facilitate up to two (2) informal, pop-up outreach events at locations with heavy foot or bicycle traffic (i.e., Starbucks, farmer's market, cafes, etc.). These events will allow the team to collect information from residents that may not otherwise engage in the planning process by meeting them where they work, shop, or recreate. BPAC Meetings. Alla will lead up to four (4) BPAC meetings, including a kick-off meeting, public workshop, and two additional BPAC meetings, described below. At the first BPAC meeting, Alta will facilitate a project kick-off that will include a discussion about the scope and schedule of the project, a walk-through of the project website, a mini workshop on conducting community outreach using the project website, and a discussion about potential outreach locations. At the second BPAC meeting, Alta will co -lead a Public Workshop with the City and BPAC, designed to reach a large swath of San Rafael residents and workers. The purpose of the Public Workshop will be to solicit community feedback on bicycle and pedestrian issues, including issues related to infrastructure, programs, and policies The format of the Public Workshop will be broken into several stations for community members to provide feedback. Alta will help facilitate an interactive activity targeted at kids ten years old and younger, allowing attendees to bring their entire families. Depending on attendance and the flow of people to the workshop, Alta will facilitate a brief wrap-up discussion about the biggest takeaways of the workshop. Alta will develop the agenda, presentation materials, maps, methods to gather input, and summary notes. The City will secure a meeting room, notify Alta of the meeting room layout and availability of outlets and monitors, advertise the meeting to the public, and provide snacks for the meeting. At the third BPAC meeting, Alta will present the consolidated findings from the online engagement efforts and the Public Workshop, followed by an initial list of proposed projects, programs, and policies. The BPAC will have an opportunity to identify any missing projects programs, and policies, and Alta will use the updated draft list to facilitate a walking workshop of a select priority projects and a discussion on a method to prioritize the projects. Alla will conduct a prioritization exercise with the BPAC and the City to develop a draft list of project priorities. Before closing the meeting, Alta will empower the BPAC to take this list of project priorities back to the engaged constituencies and to solicit feedback through the project website, identifying their top five (5) projects for implementation over the next five (5) years. At the fourth and final BPAC meeting, Alta will facilitate a discussion about the draft plan and work with the City and the BPAC to identify edits, as well as solidify the project priority list. The City will secure meeting rooms, advertise the meetings to the BPAC, and confirm attendance. Community Presentations. Alta will present the draft plan with a focus on the proposed project list to up to four (4) community groups, agencies, or organizations selected by the City. Each presentation will be organized so that the audience will be able to offer input on the project list and suggest connections to recent, ongoing, and planned project work within the region that may impact the proposed project list. One (1) community presentation will be reserved to present the Draft Plan to the San Rafael City Council. The City will be responsible for subsequent City Council presentations or any other presentations of the Final Plan. Attachment A City of San Rafael Bicycle and Pedestrian Master Plan Update Alta Planning + Design Online Survey. San Rafael residents will also be able to complete an online survey that includes Alta's "Four Types of Bicyclists" visual survey and a pedestrian component. The "Four Types of Bicyclists" survey builds on Roger Geller's pioneering work to provide the City with a baseline of resident perceptions of bicycle infrastructure quality by sorting residents into one of four categories: Strong and Fearless, Enthused and Confident, Interested but Concerned, and No Way No How. Alta will use its existing database of similar survey responses conducted in other cities to show how San Rafael resident's preferences compare to these cities and to assess the latent demand for bicycling in the city. In addition, Alta will prepare and administer a pedestrian component to the survey, asking respondents questions on their trip purpose, trip length, frequency, and origin, and destination. We will also ask pedestrians for their input on the type of improvements they'd like to see, and their major areas of concern, and ideas for improvements. Deliverables: • Project website, updated at key project milestones, including an online version of the project's background information, one (1) online interactive map tool for the needs analysis, survey, proposed policies and recommendations, and draft and final plan documents. • Up to four (4) BPAC meetings facilitated by up to two (2) members of the Alta team, including a project kick- off meeting, public workshop, and project prioritization meeting with walking workshop • Up to four (4) community presentations, including a presentation of the draft plan to City Council • Administer one (1) online survey Task 3. Collect and Review Existing Data/Conditions Data Collection. Alta will provide the City with a Data Request Memo, outlining the data needed to make the plan update compliant with Caltrans' Active Transportation Program (ATP) requirements. Project and Expenditure Review. Documenting successful projects completed between the 2011 plan update and the 2016 plan update can go a long way in inspiring enthusiasm among stakeholders. Alta will summarize annual bicycle and pedestrian expenditures in San Rafael and will illustrate recently completed projects per ATP requirements. Plan and Policy Review. Alta will review related plans, policies, and recent legislation. The review will help identify opportunities to incorporate bicycle and pedestrian infrastructure into transportation and larger planning efforts. This review will include the following: • MTC Regional Bicycle Plan for the San Francisco Bay Area • Marin County Bicycle and Pedestrian Plan • Novato, San Anselmo, and Larkspur Bicycle Plans • San Rafael Circulation Element • Transit Center Relocation Plan • Richmond Bridge Bikeway Plan • San Rafael Civic Center Station Area Plan • North San Rafael Vision Promenade Conceptual Plan The City will also describe the extent of existing bicycle programs in the City, including recreational programs and events run by the City. Existing Conditions. Alta will illustrate and document existing bicycle and pedestrian conditions in San Rafael in compliance with ATP requirements. Using City provided data, Alta will map existing bicycle facilities, support facilities (bicycle parking, showers, etc.), and pedestrian facilities (including facilities at major transit hubs). In addition, Alta will summarize bicycle and pedestrian wayfinding and signage standards in Marin County, existing bicycle -and pedestrian programs (such as Safe Routes to Schools), and existing efforts to document and evaluate the success of bicycle and pedestrian projects. Deliverables: Data request memo. Task 4. Needs Assessment Identifying needs is a critical step in any bicycle and pedestrian master plan process. Alta will examine both bicycle and pedestrian needs, paying specific attention to active transportation needs for groups that are active transportation/transit dependent, for seniors, and for the disabled. Needs refer to both deficiencies in the existing networks or infrastructure and to opportunities to improve those networks to increase walking and bicycling in San Rafael. Needs will be identified through a combination of public outreach, a review of land use and sociodemographic patterns, existing and forecasted demand, and a safety analysis of existing and potential safety concerns. Land Use Analysis. Alta will analyze existing and planned land use patterns to identify the most important corridors for future bicycle and pedestrian infrastructure. Demand, Equity, and Economic Benefits Analysis. Alta will conduct interrelated analyses to identify the potential for increased bicycling and walking in San Rafael, the location of Communities of Concern in San Rafael (per MTC guidelines), and existing economic benefits of current rates of bicycling and walking. Safety Analysis. Alta will perform a detailed analysis of Statewide Integrated Traffic Records System (SWITRS) data for the past 10 years to identify and map individual streets and intersections experiencing high numbers of collisions involving bicyclists and pedestrians. Additionally, we will work with City staff and local stakeholders to identify high-risk intersections, difficult grades, and areas with high stress for bicycling and walking, such as high-volume or high-speed roadways Alla will prepare graphics to illustrate the locations of collisions and high -street roadways. Information derived from the collision analysis will be used to identify specific locations for further review and proposed improvements. Community -Identified Issues. Using data received from the project website, BPAC meetings, and Public Workshop, Alla will organize and summarize the problem areas for bicycling and walking in San Rafael, including gaps in infrastructure, policy, and programs. Deliverables: • Maps illustrating land use patterns, MTC's Communities of Concern within San Rafael, and bicycle- and pedestrian -involved collisions resulting in injuries or fatalities over the last ten years of available data. • Technical memorandum summarizing the method and results of the needs analysis. Task 5. Recommended Network, Implementation, and Funding Strategies The core of the plan will be an identification of recommended projects and programs for future implementation. This task will provide San Rafael with a list of projects, a method to prioritize projects, and identification of funding sources to support future projects. This Task will synthesize the information collected in Tasks 2, 3, and 4 to develop infrastructural and programmatic recommendations and a clear path forward for prioritization and implementation for the City to provide the most benefit to the most residents following plan adoption Alta will work collaboratively with the City and BPAC to develop a recommended network that includes: • Bikeway, pedestrian and trail network improvements • Spot improvements • Future studies (signal timing, over/under crossings, trails, or other projects that will require further study) • Future projects (suggested routes to school maps, streetscape corridor plans, etc.) Attachment A City of San Rafael Bicycle and Pedestrian Master Plan Update Alta Planning + Design Recommended programs that address education, encouragement, enforcement and evaluation Project Identification. The projects will be gathered from the analysis of existing conditions, the community survey, and any additional input gathered through the process. The projects will be organized by Plan goals and objectives and will include information to support prioritization, including: • Demonstrated need (collisions, demand, community identified priorities) • Roadway type (arterial, collector, local) • Connectivity (connection to key activity centers) • Overcomes barriers Project Evaluation and Prioritization. The proposed projects will be evaluated using a qualitative process developed by the consultant team, with input from the BPAC and the public. Typical project evaluation criteria include: • Public Support The public meetings and BPAC will be designed to best understand public priorities for investments in active transportation in San Rafael. • Safety The project addresses safety concerns such as reported collisions. • Community Identified Improvement: The project is at a community identified challenge area. • Connectivity, The project Improves or provides a connection to a key destination. • Transit Coordination: The project improves connections to transit. • Feasibility/Cost Effectiveness: The project can be implemented within a one -to -five year time frame. Projects that require outside agency approval or significant funding will receive lower scores. Recommended Network. Based on our evaluation and public and stakeholder input, Alta will develop a recommended network that includes both bicycle and pedestrian facilities. We will make sure that the network includes top community priorities, while providing a connected network. Alta will also identify supporting infrastructure needed for a comprehensive bikeways network and inviting pedestrian ways, including wayfinding signage, end of trip facilities (such as bicycle racks, storage and lockers), and similar infrastructure. Funding. As a mid-sized City, San Rafael's ability to fund projects depends greatly on its ability to leverage regional, state, and federal funds. Alta has significant experience helping cities throughout California apply for and receive Caltrans Active Transportation Program (ATP) grant funds and we have significant success helping agencies apply for Federal TIGER grant funds for active transportation projects. Alta will identify possible funding sources, including County and regional funds, Caltrans ATP grants, California Strategic Growth Council grants, and others. For the priority projects identified for project sheets and/or conceptual design, Alta will review eligibility for these funding sources and identify time -frames for grant development and application. Optional: Priority Project Sheets. Alta will provide up to two priority project sheets that include the conceptual design information required for grant applications. These sheets provide a tool to help San Rafael quickly implement projects by readying the City to apply for state and federal grants. Alta will use high quality photos and design guideline graphics to describe and articulate project intent. This task will take place after projects have been prioritized through the planning process but before completion of the final plan. The City will advertise the Draft Plan to the public and will organize a BPAC meeting to review the Draft Plan as part of Task 2. Alta completed a bikeway network inventory to update the City's bikeway maps using the Alameda CTC bikeway sub -classifications scheme. We worked with a survey subconsultant to conduct a representative acrd statistically valid survey of residents. Recommendations will include bicycling goals, policies and rnetrics, ordinance language, programs, infrastructure projects, and a bikeway design guide. Implementation guidelines, a prioritization evaluation, and a phasing plan for the recom- mendations will provide the City with next steps for implementation. The format of the Pr.rblic Workshop will be broken into several stations for community members to provide feedback. As an optional task, San Rafael residents will also be able to complete Alta's "Four Types of Bicyclists" visual survey that builds on Roger Geller's pioneering work to provide the City with a baseline of resident percep- tions of bicycle infrastructure quality by sorting resi- dents into one of four categories: Strong and Fearless. Enthused and Confident, Interested but Concerned. and No Way No How. Alta will customize the survey to reflect conditions familiar to San Rafael residents through the use of photos from around Marin County. Additionally, Alta will use its existing database of similar survey responses conducted in other cities to show how San Rafael resident's preferences compare to these cities and to assess the latent demand for bicycling in the city. Deliverables: • Project website, updated at key project milestones, including an online version of the project's back- ground information, interactive mapping tool, needs analysis, survey, proposed policies and recommen- dations, and draft and final plan documents. • One (1) public workshop facilitated by up to two (2) members of the Alta team and workshop summary. • Two (2) additional BPAC meetings facilitated by one member of the Alta Team, including agendas and meeting summaries Task 3. Collect and Review Existing Data/Conditions Data Collection. Alta will provide the City with a Data Request Memo, outlining the data needed to make the plan update compliant with Caltrans' Active Transportation Program (ATP) requirements. Project and Expenditure Review. Documenting successful projects completed between the 2011 plan update and the 2016 plan update can go a long way in inspiring enthusiasm arnong stakeholders. Alta will summarize annual bicycle and pedestrian expenditures in San Rafael and will illustrate recently completed projects per ATP requirements. Plan and Policy Review. Alta will review related plans, policies, and recent legislation. The review will help identify opportunities to incorporate bicycle and pedestrian infrastructure into transportation and larger planning efforts. This review will include the following: ■ MTC Regional Bicycle Plan for the San Francisco Bay Area • Marin County Bicycle and Pedestrian Plan • Novato, San Anselino, and Larkspur Bicycle Plans • San Rafael Civic Center Station Area Plan North San Rafael Vision Promenade Conceptual Plan The City will also describe the extent of existing bicycle programs in the City, including recreational programs and events run by the City. Existing Conditions. Alta will illustrate and docll- ment existing bicycle and pedestrian conditions in San Rafael in compliance with Al P requirements. Using City provided data, Alta will map existing b cycle facilities, support facilities (bicycle parking, showers, etc.), and Attachment A pedestrian facilities (including facilities at major transit hubs). In addition, Alta will summarize bicycle and pedestrian wayfinding and signage standards in Marin County, existing bicycle -and pedestrian programs (such as Safe Routes to Schools), and existing efforts to document and evaluate the success of bicycle and pedestrian projects. Deliverables: • Data request memo. • Up to four (4) maps of existing bicycle and pedes- trian facilities. ■ Technical memorandum summarizing relevant find- ings of up to 10 plans or other documents provided by the City, bicycle and pedestrian expenditures between 2011 and 2016, and existing bicycle and pedestrian conditions in San Rafael. Task 4. Needs Assessment Identifying needs is a critical step in any bicycle and pedestrian master plan process. Alta will examine both bicycle and pedestrian needs, paying specific atten- tion to active transportation needs for groups that are active transportation/transit dependent, for seniors, and for the disabled. Needs refer to both deficien- cies in the existing networks or infrastructure and to opportunities to improve those networks to increase walking and bicycling in San Rafael. Needs will be identified through a combination of public outreach, a review of land use and sociodemo- graphic patterns, existing and forecasted demand, and a safety analysis of existing and potential safety concerns. Land Use Analysis. Alta will analyze existing and planned land use patterns to identify the most irnpor- tant corridors for future bicycle and pedestrian infrastructure. Demand, Equity, and Economic Benefits Analysis. Alta %vill conduct interrelated analyses to identify the potential for increased bicycling and walking in San Rafael, the location of Communities of Concern in San Rafael (per MTC guidelines), and existing economic benefits of current rates of bicycling and walking. Safety Analysis. Alta will perform a detailed anal- ysis of Statewide Integrated Traffic Records System (SWITRS) data for the past 10 years to identify and map individual streets and intersections experiencing 19 Su rablliry Analysh N., Alta'- analysis tools will evaluate current and futur(I walking i d b king demand - high numbers of collisions involving bicyclists and pedestrians. Additionally, we will work with City staff and local stakeholders to identify high-risk intersec- tions, difficult grades, and areas with high stress for bicycling and walking, such as high-volume or high- speed roadways. Alta will prepare graphics to illustrate the locations of collisions and high -street roadways. Information derived from the collision analysis will be used to iden- tify specific locations for further review and proposed improvements. Community -Identified Issues. Using data received from the project website, BPAC meetings, and Public Workshop, Alta will organize and summarize the problem areas for bicycling and walking in San Rafael, including gaps in infrastructure, policy, and programs, 20 Attachment A Deliverables: • Maps illustrating land use patterns. Recommended Network, Implementation, and Funding Strategies The core of the plan will be an identification of recom- mended projects and programs for future implemen- tation_ This task will provide San Rafael with a list of projects, a method to prioritize projects, and identifi- cation of funding sources to support future projects. This Task will synthesize the information collected in Tasks 2, 3, and 4 to develop infrastructural and programmatic recommendations and a clear path forward for prioritization and implementation for the City to provide the most benefit to the most residents following plan adoption. Alta will work collaboratively with the City and BPAC to develop a recommended network that includes: • Bikeway, pedestrian and trail network improvements ■ Spot improvements ■ Future studies (signal timing, over/under cross- ings, trails, or other projects that will require further study) • Future projects (suggested routes to school maps, streetscape corridor plans, etc.) • Recommended programs that address education, encouragement, enforcement and evaluation Project Identification. The projects will be gathered from the analysis of existing conditions, the commu- nity survey, and any additional input gathered through the process. The projects will be organized by Plan goals and objectives, and will include information to support prioritization, including: ■ Demonstrated need (collisions, demand, commu- nity identified priorities) • Roadway type (arterial, collector, local) • Connectivity (connection to key activity centers) ■ Overcomes barriers Project Evaluation and Prioritization. The proposed projects will be evaluated using a qualitative process developed by the consultant Learn, with input from the BPAC and the public - Typical project evaluation criteria include: • Public Support: The public meetings and BPAC will be designed to best understand public priorities for investments in active transportation in San Rafael. • Safety: The project addresses safety concerns such as reported collisions. • Community Identified Improvement: The project is at a community identified challenge area. • Connectivity: The project improves or provides a connection to a key destination. • Transit Coordination: The project improves connec- tions to transit. • Feasibility/Cost Effectiveness: The project can be implemented within a one -to -five year time frame. Alta will rnap recommended bicycle and pedestrian facilities. Attachment A Projects that require outside agency approval or significant funding will receive lover scores. Recommended Network. Based on our evaluation and public and stakeholder input, Alta will develop a recommended network that includes both bicycle and pedestrian facilities. We will make sure that the network includes top community priorities. while providing a connected network. Alta will also identify supporting infrastructure needed for a comprehensive bikeways network and inviting pedestrian ways, including wayfinding signage, end of trip facilities (such as bicycle racks, storage and lockers), and similar infrastructure. Funding. As a mid-sized City, San Rafael's ability to fund projects depends greatly on its ability to leverage regional, state, and federal funds. Alta has signifi- cant experience helping cities throughout California apply for and receive Caltrans Active Transportation Program (ATP) grant funds and we have significant r fj F ! w .. The City will advertise the Draft Plan to the public and will organize a BPAC meeting to review the Draft Plan as part of Task 2. Initiation and Management Alta believes in strong coordination with our clients. For the San Rafael Bicycle and Pedestrian Plan Update project, strong collaboration with the City's Bicycle and Pedestrian Advisory Committee (BPAC) will help deliver the product on schedule, on budget, and with a high-level of community support. Pre Kick-off Meeting. The project pre kick-off meeting provides an opportunity for the project team to develop a shared vision for how to engage San Rafael residents and workers on bicyclist and pedestrian issues. and define the high- level goals of the plan. Alta will conduct an introductory telephone or videoconference interview with City staff to discuss project objectives and craft the agenda for the project kick-off meeting. The pre kick-off meeting agenda will include: • Introductions. • Review of project schedule and milestones. • Facilitated discussion of project objectives. • Definition of action items throughout the project. • Agreement on project meeting schedule. • Discussion of the desired format for the Plan document. The City will secure a meeting room, identify meeting attendees, and confirm attendance. Ongoing Project Management. Throughout the project, there will be ongoing coordination between Alta's project manager and the City of San Rafael project manager — including email, phone and written communication to keep the City up-to-date on Plan development. Upon project initiation, Alta will work with City staff to finalize the work scope and budget. Alta will prepare and maintain a project schedule throughout the life of the project. Alta will oversee the budget expenditures of the consultant team, including subcontractors. Invoicing on the project will occur monthly with a status report provided identifying potential delays and proposed corrective actions. Alta will employ a three-tier quality control program including a detailed review of deliverables by the project manager, principal, and a copy editor prior to sending to the City. Deliverables: • Project pre kick-off meeting, facilitated by up to two (2) members of the Alta team, with a meeting agenda and memo summary. • Finalized scope of work and project schedule. • Monthly progress reports, including work completed, upcoming deliverables, action items with identified responsibilities, and identified issues or problems. Task 2. Engagement and Outreach Project Website. Using our in-house graphic and web design expertise, Alta will design and host a project website, with the web address to be confirmed with City staff. The webpage will provide the public and interested stakeholders updated project information (such as meeting dates or the availability of draft documents) and contact information Our online presence will enable our team and members of the BPAC to crowdsource project ideas via one (1) interactive web map. Website visitors will be able to identify specific locations or routes and provide comments about each. We will use these suggestions when developing recommendations in the draft plan. BPAC Targeted Outreach. The BPAC will conduct targeted outreach, collecting feedback on proposed projects and prioritization. At the kick-off meeting, the project team will discuss potential targeted outreach opportunities. Alta will provide the BPAC with recommendations for facilitating mini -workshops with interested stakeholder groups and outreach at transit hubs, festivals, and other select locations, including how to meaningfully engage people in a Attachment B City of San Rafael Bicycle and Pedestrian Master Plan Update Alta Planning + Design discussion about bicycle and pedestrian issues in San Rafael. If the project team is interested in pursuing pop-up events as part of this Plan, Alta will: • Work with City staff and the BPAC to identify a list of pop-up event opportunities. • Help define the format of the event(s) • Identify data collection opportunities (e g., written surveys, map exercises, etc.). • Provide electronic copies of previously developed public outreach collateral. The BPAC will staff and facilitate targeted outreach activities. The City will consolidate and share any public feedback gained through targeted outreach events with Alta. Alta Targeted Outreach. Alta will facilitate up to two (2) informal, pop-up outreach events at locations with heavy foot or bicycle traffic (i.e., Starbucks, farmer's market, cafes, etc.). These events will allow the team to collect information from residents that may not otherwise engage in the planning process by meeting them where they work, shop, or recreate. BPAC Meetings. Alta will lead up to four (4) BPAC meetings, including a kick-off meeting, public workshop, and two additional BPAC meetings, described below. At the first BPAC meeting, Alta will facilitate a project kick-off that will include a discussion about the scope and schedule of the project, a walk-through of the project website, a mini workshop on conducting community outreach using the project website, and a discussion about potential outreach locations. At the second BPAC meeting, Alta will co -lead a Public Workshop with the City and BPAC, designed to reach a large swath of San Rafael residents and workers. The purpose of the Public Workshop will be to solicit community feedback on bicycle and pedestrian issues, including issues related to infrastructure, programs, and policies The formal of the Public Workshop will be broken into several stations for community members to provide feedback. Alta will help facilitate an interactive activity targeted at kids ten years old and younger, allowing attendees to bring their entire families. Depending on attendance and the flow of people to the workshop, Alta will facilitate a brief wrap-up discussion about the biggest takeaways of the workshop. Alta will develop the agenda, presentation materials, maps, methods to gather input, and summary notes. The City will secure a meeting room, notify Alta of the meeting room layout and availability of outlets and monitors, advertise the meeting to the public, and provide snacks for the meeting. At the third BPAC meeting, Alta will present the consolidated findings from the online engagement efforts and the Public Workshop, followed by an initial list of proposed projects, programs, and policies. The BPAC will have an opportunity to identify any missing projects, programs, and policies, and Alta will use the updated draft list to facilitate a walking workshop of a select priority projects and a discussion on a method to prioritize the projects. Alla wi!I conduct a prioritization exercise with the BPAC and the City to develop a draft list of project priorities. Before closing the meeting, Alta will empower the BPAC to take this list of project priorities back to the engaged constituencies and to solicit feedback through the project website, identifying their top five (5) projects for implementation over the next five (5) years. At the fourth and final BPAC meeting, Alta will facilitate a discussion about the draft plan and work with the City and the BPAC to identify edits, as well as solidify the project priority list. The City will secure meeting rooms, advertise the meetings to the BPAC, and confirm attendance. Community Presentations Alta will present the draft plan with a focus on the proposed project list to up to four (4) community groups, agencies, or organizations selected by the City. Each presentation will be organized so that the audience will be able to offer input on the project list and suggest connections to recent, ongoing, and planned project work within the region that may impact the proposed project list. One (1) community presentation will be reserved to present the Draft Plan to the San Rafael City Council. The City will be responsible for subsequent City Council presentations or any other presentations of the Final Plan. Attachment B City of San Rafael Bicycle and Pedestrian Master Plan Update Alta Planning + Design Online Survey. San Rafael residents will also be able to complete an online survey that includes Alta's "Four Types of Bicyclists" visual survey and a pedestrian component. The "Four Types of Bicyclists" survey builds on Roger Geller's pioneering work to provide the City with a baseline of resident perceptions of bicycle infrastructure quality by sorting residents into one of four categories: Strong and Fearless, Enthused and Confident, Interested but Concerned, and No Way No How. Alta will use its existing database of similar survey responses conducted in other cities to show how San Rafael resident's preferences compare to these cities and to assess the latent demand for bicycling in the city. In addition, Alta will prepare and administer a pedestrian component to the survey, asking respondents questions on their trip purpose, trip length, frequency, and origin, and destination We will also ask pedestrians for their input on the type of improvements they'd like to see, and their major areas of concern, and ideas for improvements. Deliverables: Project website, updated at key project milestones, including an online version of the project's background information, one (1) online interactive map tool for the needs analysis, survey, proposed policies and recommendations, and draft and final plan documents. Up to four (4) BPAC meetings facilitated by up to two (2) members of the Alta team, including a project kick- off meeting, public workshop, and project prioritization meeting with walking workshop • Up to four (4) community presentations, including a presentation of the draft plan to City Council • Administer one (1) online survey Task 3. Collect and Review Existing Data/Conditions Data Collection. Alta will provide the City with a Data Request Memo, outlining the data needed to make the plan update compliant with Caltrans' Active Transportation Program (ATP) requirements. Project and Expenditure Review. Documenting successful projects completed between the 2011 plan update and the 2016 plan update can go a long way in inspiring enthusiasm among stakeholders. Alta will summarize annual bicycle and pedestrian expenditures in San Rafael and will illustrate recently completed projects per ATP requirements. Plan and Policy Review. Alta will review related plans, policies, and recent legislation. The review will help identify opportunities to incorporate bicycle and pedestrian infrastructure into transportation and larger planning efforts. This review will include the following: • MTC Regional Bicycle Plan for the San Francisco Bay Area • Marin County Bicycle and Pedestrian Plan • Novato, San Anselmo, and Larkspur Bicycle Plans • San Rafael Circulation Element • Transit Center Relocation Plan • Richmond Bridge Bikeway Plan • San Rafael Civic Center Station Area Plan • North San Rafael Vision Promenade Conceptual Plan The City will also describe the extent of existing bicycle programs in the City, including recreational programs and events run by the City. Existing Conditions. Alta will illustrate and document existing bicycle and pedestrian conditions in San Rafael in compliance with ATP requirements. Using City provided data, Alta will map existing bicycle facilities, support facilities (bicycle parking, showers, etc.), and pedestrian facilities (including facilities at major transit hubs). In addition, Alta will summarize bicycle and pedestrian wayfinding and signage standards in Marin County, existing bicycle -and pedestrian programs (such as Safe Routes to Schools), and existing efforts to document and evaluate the success of bicycle and pedestrian projects. Deliverables: Data request memo. Attachment B City of San Rafael Bicycle and Pedestrian Master Plan Update Alta Planning + Design • Up to four (4) maps of existing bicycle and pedestrian facilities • Technical memorandum summarizing relevant findings of up to 10 plans or other documents provided by the City, bicycle and pedestrian expenditures between 2011 and 2016, and existing bicycle and pedestrian conditions in San Rafael. Task 4. Needs Assessment Identifying needs is a critical step in any bicycle and pedestrian master plan process. Alla will examine both bicycle and pedestrian needs, paying specific attention to active transportation needs for groups that are active transportation/transit dependent, for seniors, and for the disabled. Needs refer to both deficiencies in the existing networks or infrastructure and to opportunities to improve those networks to increase walking and bicycling in San Rafael. Needs will be identified through a combination of public outreach, a review of land use and sociodemographic patterns, existing and forecasted demand, and a safety analysis of existing and potential safety concerns. Land Use Analysis. Alta will analyze existing and planned land use patterns to identify the most important corridors for future bicycle and pedestrian infrastructure. Demand, Equity, and Economic Benefits Analysis. Alta will conduct interrelated analyses to identify the potential for increased bicycling and walking in San Rafael. the location of Communities of Concern in San Rafael (per MTC guidelines), and existing economic benefits of current rates of bicycling and walking. Safety Analysis. Alta will perform a detailed analysis of Statewide Integrated Traffic Records System (SWITRS) data for the past 10 years to identify and map individual streets and intersections experiencing high numbers of collisions involving bicyclists and pedestrians. Additionally, we will work with City staff and local stakeholders to identify high-risk intersections, difficult grades, and areas with high stress for bicycling and walking, such as high-volume or high-speed roadways Alta will prepare graphics to illustrate the locations of collisions and high -street roadways. Information derived from the collision analysis will be used to identify specific locations for further review and proposed improvements. Community -Identified Issues. Using data received from the project website, BPAC meetings, and Public Workshop, Alta will organize and summarize the problem areas for bicycling and walking in San Rafael, including gaps in infrastructure, policy, and programs. Deliverables: • Maps illustrating land use patterns, MTC's Communities of Concern within San Rafael, and bicycle- and pedestrian -involved collisions resulting in injuries or fatalities over the last ten years of available data • Technical memorandum summarizing the method and results of the needs analysis. Task 5. Recommended Network, Implementation, and Funding Strategies The core of the plan will be an identification of recommended projects and programs for future implementation. This task will provide San Rafael with a list of projects, a method to prioritize projects, and identification of funding sources to support future projects. This Task will synthesize the information collected in Tasks 2, 3, and 4 to develop infrastructural and programmatic recommendations and a clear path forward for prioritization and implementation for the City to provide the most benefit to the most residents following plan adoption Alta will work collaboratively with the City and BPAC to develop a recommended network that includes: • Bikeway, pedestrian and trail network improvements • Spot improvements • Future studies (signal timing, over/under crossings, trails, or other projects that will require further study) • Future projects (suggested routes to school maps, streetscape corridor plans, etc.) Attachment B City of San Rafael Bicycle and Pedestrian Master Plan Update Alta Planning + Design Recommended programs that address education, encouragement, enforcement and evaluation Project Identification. The projects will be gathered from the analysis of existing conditions, the community survey, and any additional input gathered through the process. The projects will be organized by Plan goals and objectives, and will include information to support prioritization, including: • Demonstrated need (collisions, demand, community identified priorities) • Roadway type (arterial, collector, local) • Connectivity (connection to key activity centers) • Overcomes barriers Project Evaluation and Prioritization. The proposed projects will be evaluated using a qualitative process developed by the consultant team, with input from the BPAC and the public. Typical project evaluation criteria include: • Public Support: The public meetings and BPAC will be designed to best understand public priorities for investments in active transportation in San Rafael. • Safety: The project addresses safety concerns such as reported collisions. • Community Identified Improvement: The project is at a community identified challenge area. • Connectivity: The project improves or provides a connection to a key destination. • Transit Coordination: The project improves connections to transit. • Feasibility/Cost Effectiveness: The project can be implemented within a one -to -five year time frame. Projects that require outside agency approval or significant funding will receive lower scores. Recommended Network. Based on our evaluation and public and stakeholder input, Alta will develop a recommended network that includes both bicycle and pedestrian facilities. We will make sure that the network includes top community priorities, while providing a connected network. Alta will also identify supporting infrastructure needed for a comprehensive bikeways network and inviting pedestrian ways, including wayfinding signage, end of trip facilities (such as bicycle racks, storage and lockers), and similar infrastructure. Funding. As a mid-sized City, San Rafael's ability to fund projects depends greatly on its ability to leverage regional, state, and federal funds. Alta has significant experience helping cities throughout California apply for and receive Caltrans Active Transportation Program (ATP) grant funds and we have significant success helping agencies apply for Federal TIGER grant funds for active transportation projects. Alta will identify possible funding sources, including County and regional funds, Caltrans ATP grants, California Strategic Growth Council grants, and others. For the priority projects identified for project sheets and/or conceptual design, Alta will review eligibility for these funding sources and identify time -frames for grant development and application. Optional: Priority Project Sheets. Alta will provide up to two priority project sheets that include the conceptual design information required for grant applications. These sheets provide a tool to help San Rafael quickly implement projects by readying the City to apply for state and federal grants. Alta will use high quality photos and design guideline graphics to describe and articulate project intent. This task will take place after projects have been prioritized through the planning process but before completion of the final plan. Working with TAM staff and an ad hoc advisory group over a 9 -month process, Alta used Census data, local knowledge, and a proprietary bike share demand model based on existing U.S, systems to define a potential 300 -bicycle phased system with customized elements for Marin's unique environment. We worked with a survey subconsultant to conduct a representative and statistically valid survey of residents. Recommendations will include bicycling goals, policies and metrics, ordinance language, programs, infrastructure projects, and a bikeway design guide. Implementation guidelines, a prioritization evaluation, and a phasing plan for the recom- mendations will provide the City with next steps for irnplernentation. This Plan has a strong emphasis on public engagement: the first workshop attracted 150 attendees and outreach efforts have been widely praised by local organizations. Tasks included developing a detailed plan for a network of low -stress, on -street bicycle facilities: identifying bikeway connec- tions and amenities such as bicycle parking that promote bicycle travel to community centers, schools, employment centers and adjacent Communities; and establishing goals and performance measures to track the progress of the plan in the years to come. $3.5 million has been programmed into the City's capital improvement planning process to improve the bicycle and pedestrian environment. Attachment B MONTEREY ROAD COMPLETE STREETS DEMONSTRATION, MORGAN HILL Alta led a Complete Streets demonstration project for a six-month pilot of roadway and public space improvements on Monterey Road in the City of Morgan Hill. Meetings were held with City staff, stakeholders, and residents to determine the top two alternatives which were temporarily built in a three-day pop-up event. During the demonstration, Alta staff engaged members of the public and collected feedback through online and paper surveys and real-time feedback. Alta created an evaluation report on the demonstration and provided design and monitoring services for the next phase of semi-permanent implementation. The project team explored removing existing speed cushions, implementing concurrent pedestrian signal phasing, and coordinating wayfinding signage to direct through motor vehicle traffic to parallel facilities. The project tearn evalu- ated the impacts of the re -configuration at three and six months after installation to help determine the appropriate long-term solution. The format of the Public Workshop will be broken into several stations for community members to provide feedback. Alta will help facilitate an interactive activity targeted at kids ten years old and younger, allowing attendees to bring their entire families. Depending on attendance and the flow of people to the workshop, Alta will facilitate a brief wrap-up discussion about the biggest takeaways of the workshop. Collect and Review Existing Data/Conditions Data Collection. Alta will provide the City with a Data Request Memo, outlining the data needed to make the plan update compliant with Caltrans' Active Transportation Program (ATP) requirements. Project and Expenditure Review. Documenting successful projects completed between the 2011 plan update and the 2016 plan update can go a long way in inspiring enthusiasm among stakeholders. Alta will summarize annual bicycle and pedestrian expenditures in San Rafael and will illustrate recently completed projects per ATP requirements. Plan and Policy Review. Alta will review related plans, policies, and recent legislation. The review will help identify opportunities to incorporate bicycle and pedestrian infrastructure into transportation and target- planning argerplanning efforts. This review will include the following: ■ MTC Regional Bicycle Plan for the San Francisco Bay Area • Marin County Bicycle and Pedestrian Plan • Novato, San Anselino, and Larkspur Bicycle Plans • San Rafael Civic Center Station Area Plan • North San Rafael Vision Promenade Conceptual Plan The City will also describe the extent of existing bicycle programs in the City, including recreational programs and events run by the City. Existing Conditions. Alta will illustrate and docll- ment existing bicycle and pedestrian conditions in San Rafael in compliance with ATP requirements. Using City provided data. Alta will map existing bicycle facilities. support facilities (bicycle parking, shovers, etc.), and Attachment B pedestrian facilities (including facilities at major transit hubs). In addition, Alta will summarize bicycle and pedestrian wayfinding and signage standards in Marin County, existing bicycle -and pedestrian programs (such as Safe Routes to Schools), and existing efforts to document and evaluate the success of bicycle and pedestrian projects. Task 4. Needs Assessment Identifying needs is a critical step in any bicycle and pedestrian master plan process. Alta will examine both bicycle and pedestrian needs, paying specific atten- tion to active transportation needs for groups that are active transportation/transit dependent, for seniors, and for the disabled. Needs refer to both deficien- cies in the existing networks or infrastructure and to opportunities to improve those networks to increase walking and bicycling in San Rafael. Needs will be identified through a combination of public outreach, a review of land use and socioderno- graphic patterns, existing and forecasted demand, and a safety analysis of existing and potential safety concerns. Land Use Analysis. Alta will analyze existing and planned land use patterns to identify the most impor- tant corridors for future bicycle and pedestrian infrastructure. Demand, Equity, and Economic Benefits Analysis. Alta will conduct interrelated analyses to identify the potential for increased bicycling and walking in San Rafael, the location of Communities of Concern in San Rafael (per MTC guidelines), aril existing economic benefits of current rates of bicycling and walking. Safety Analysis. This Task will synthesize the information collected in Tasks 2, 3, and 4 to develop infrastructural and programmatic recommendations and a clear path forward for prioritization and implementation for the City to provide the most benefit to the most residents following plan adoption. Alta will work collaboratively with the City and BPAC to develop a recommended network that includes: • Bikeway, pedestrian and trail network improvements • Spot improvements • Future studies (signal timing, over/under cross- ings, trails, or other projects that will require further study) • Future projects (suggested routes to school maps. streetscape corridor plans, etc.) • Recommended programs that address education, encouragement, enforcement and evaluation Project Identification. The projects will be gathered from the analysis of existing conditions. the commu- nity survey, and any additional input gathered through the process. The Vision Plan is being coordinated with neighboring cities, the Santa Clara Valley Transportation Authority, and the Metropolitan Transportation Commission. Ultimately. the Vision Plan and the process of developing it will foster inter -agency support of a connected bicycle commuter, network that serves the northern part of Silicon Valley. Lola has done extensive fieldwork, including collecting measurements and laking photo- graphs to ensure the plan is as accurate as possible.
