Resolution of Appreciation
Presented to the
Human Resources Department
Sylvia Gonzalez-Shelton, Rhonda Castellucci, Jennifer Alcantara
WHEREAS, Combined, Sylvia Gonzalez-Shelton, Rhonda Castellucci, and Jennifer Alcantara have a
combined 18 years of service with the City of San Rafael; and
WHEREAS, The HR team has dealt professionally and admirably with the vacancy at the Director
position and has done a fantastic job accomplishing tasks and keeping everything
moving forward. They always maintain a positive and can-do attitude and are a
pleasure to partner with to get things done; and
WHEREAS, The HR team is quick and efficient with assisting departments in the hiring processes.
Their positive and responsive nature helps the City hire quality people; and
WHEREAS, In October 2018, the team organized a successful Employee Wellness Fair resulting in
educating over 200 employee attendees on wellness and protecting approximately 60
employees from potential flu (flu shots); and
WHEREAS, Sylvia Gonzalez Shelton, in the absence of an HR Director, calmly and coolly performs
additional duties and tasks outside the scope of her usual work, including becoming a
member of the CJPRMA Board and presenting Human Resources matters to the City
Council; and
WHEREAS, Rhonda Castelluci is always prompt to respond to inquiries and is helpful and
communicative with the public and employees. For example, while going through the
recruitment process she never bats an eye when the recruiting directors asks multiple
questions or makes requests. Rhonda is incredibly caring, thoughtful and kind and
always takes a genuine interest in making sure we get the best possible outcomes ; and
WHEREAS, Jennifer Alcantara is a welcome friendly face in the Human Resources office, always
helpful, attentive to detail and an exceptional issue spotter; and
WHEREAS, The City is fortunate to have such a cohesive Human Resources team.
NOW, THEREFORE LET IT BE RESOLVED, that the Mayor and City Council of San Rafael do hereby extend
their congratulations and appreciation to the Human Resources Department including Sylvia Gonzalez-Shelton,
Rhonda Castellucci, and Jennifer Alcantara as Department of the Quarter for the 4th Quarter of 2018.
