HomeMy WebLinkAboutCC Resolution 4204REQ: L'r'i 1':ri NC7. 4204 RES"L:;T 110:; 0; T IiEE_ C i iY OF S,\N KPIF EL' S NIENT 7U OBLIGATE I f S I;PP0RT I U12"1E NT OF CALIFORNIA'S FEDERAL TOPICS FUNDS WHEREAS, the Congress of the United States has in the f=ederal -Aid Highway Act of 1.568 declared it to be in the national interest for Federal Funds to be expended for a "TOPICS" program which consists of making traffic operations improvements on a systematic basis in accordance with an areawide plan over a network of arterial and other major streets within urban areas; end WHEREAS, the Legislature of the State of California has enacted_ Chapter 1141 of the Statutes of 1969, by which the federal funds authorized may be made available for use on county highways, city streets, and state highways to reduce traffic congestion and to facilitate the flow of traffic in urban areas in accordance with the intent of the federal act; and WHEREAS, there exists a compelling need for traffic operation improvements on existing streets within the boundaries of the City of San Rafael; and WHEREAS, the City of San Rafael and the State of California therefore desire to make use of such TOPICS funds as may be made available within the jurisdictional boundaries of said City of San Rafael; and WHEREAS, before Federal -aid will be made available for a TOPICS program, the City of San Rafael and the State of California are required to enter into an agreement with respect to the preparation of an area -wide TOPICS plan and with respect to the construction, maintenance and evaluation of such TOPICS improvements projects as may be financed in part with federal TOPICS funds; and WHEREAS, the City of San Rafael and the State of California entered into said agreement on April 19, 1971; and WHEREAS, the City of San Rafael must, within sixty days, provide the State of California, Department of Public Works with a resolution of intent to obligate its apportionment of California's federal TOPICS funds.
