RESOLUTION ESTABLISHING INTERIM CRITERIA FOR DETERMINING
WHEN ENVIRONMENTAL IMPACT REPORTS (ETR) WILL NOT BE REQUIRED
The City Council of the City of San Rafael does hereby adopt
interim criteria for determining those situations wherein an environmental
impact report is not required.
These criteria are set forth in Exhibit "A" attached hereto
and incorporated herein by reference.
I, MARION A. GRADY, City Clerk of the City of San Rafael, hereby
certify that the foregoing resolution was duly and regularly introduced
and adopted at a special meeting of the City Council of said City held on
Thursday, October 5, 1972, by the following vote, to wit:

WHEN ENVIRONMENTAL IMPACT REPORTS (EIR) WILL NOT BE REQUIRED
1. All developments appruvcd by appropriate City aye;rcie:s and Departments for which a
bull ding_permit has been issued and development has begun.
2. All devLlopments approved by appropriate City a9;.•ncies and Departments for which a

shall be rcne�red unless exempted by other provision; of this listing.)
3. All developments approved by appropriate City agencies and Departments up to, but
not including buildinq_permits if financial comwitments/obligations have been
made/incurred equal to 100% of the valuation project, as computed by the Building
Inspector for fee purposes, further provided that such financial obligations were
incurred on or before October 5, 1972.
4. All applications which have been submitted or may be submitted which involve
upgrading ofexisting developments and wherein no physical enlargement of the
structures is included. -
5. Alterations and repairs to existing buildings which do not require Planning Commission
action.
6. Exterior re aintincj within the established earth-tone/woodtone color ranges as set
forth under the authority of Chapter 14.11 of the San Rafael Municipal Code.
7. Demolition of structures in accordance with Section 4409 of the Unif6rm Building Coder.
8. Construction of individual single family residences and duplex residences which com-
ply with -Ordinance requirements.
9. Accessory Structures on sinqle family or duplex lots wherein such accessory struc-
tures comply with ordinance requirements.
10. Grading Permits - Ordinance #1062 (over 50 C.Y.) up to 250 cubic yards.
11. Encroachment Permits:
a. Council approval - on City's rights-of-way.
b. Public Works Office approval - frontage improvements - curb, gutter and sider,Ialk.
e. Public Warks approval - utility encroachment permits.
12. Structural encroachment permits - waterways - Ordinance #993 - 15 feet from bank of
stream.
13. Sanitary e� wer permits.
14. Lot line relocations which comply with ordinance requirements.
15. Conversion of existing apar•twerrts to conduminiurns with no external change of -;tructur
16. GPC (General Plan Conflict) applications.
17. Zoning Ordinance Text amendments not involving proposed development plans.
18. General area rezorrings (not involvin�,_�eveL_I entplans).
19. Si;Inpermlts and all conditions imposed thereunder issued in accordance with Chapter
14.12 of the San Rafael Municipn) Code.
