Boro, Chairman Paul M. Cohen, Member Barbara Heller, Member Joan Thayer, Member David J. Zappetini, Member Also Present: Pamela J. Nicolai, Executive Director Gary T. Ragghianti, Agency Attorney Jeanne M. Leoncini, Agency Secretary ORAL COMMUNICATIONS OF AN URGENCY NATURE RE: RAFAEL THEATER - File R-324 Irving Litchfield, San Rafael resident, stated that he believes the sale of the Rafael Theater must go before the voters. He said that if the Redevelopment Agency proceeds with the project, an injunction will be put against it to stop it. RE: $390,000 AUTHORIZATION FOR SEISMIC REPAIR OF THE LIBRARY - File Irving Litchfield also commented that the Library only has three parking spaces, it is in a dangerous location for children at night, and he feels the library at the Civic Center is adequate. He questioned where the funds came from for the repair and said there is $50,000 missing. He also stated the following: that the bus shelter contract was not awarded to lowest bidder, that too many San Rafael businesses are closing and that the Council Chambers needs seismic repairs. CONSENT CALENDAR Member Thayer moved and Member Cohen seconded, to approve the recommended action on the following Consent Calendar items: ITEM RECOMMENDED ACTION 1. Approval of Minutes of Regular Meeting of Approved as submitted. December 20, 1993 (AS) 2. Authorization of Relocation Expenses for Rafael Resolution No. 94-1 - Book and News 1993 (RA) - File R-338 AUTHORIZING RELOCATION EXPENSES FOR RAFAEL BOOK AND NEWS IN AN AMOUNT NOT TO EXCEED $138,985 AYES: MEMBERS:Cohen, Heller, Thayer, Zappetini & Chairman Boro NOES: MEMBERS:None ABSENT: MEMBERS: None The following item was removed from the Consent Calendar for discussion: 3. AUTHORIZATION OF $390,000 IN AGENCY FUNDS FOR SEISMIC REPAIR OF THE SAN RAFAEL PUBLIC LIBRARY (RA) - File R-103 x (SRCC) 13-11 x 13-1 x 9-3-61 x 1-6-1 Redevelopment Director Jake Ours explained that the $390,000 was originally alloca- ted for construction of Beach Park Road which was to be built in conjunction with the Honda dealership, which has not happened to this point, nor will it in the foreseeable future. The Agency recommended that in order to finance the library SRRA MINUTES (Regular) 1/3/94 Page 1 SRRA MINUTES (Regular) 1/3/94 Page 2 construction, which was a high priority, that this money be reallocated from the Beach Park Road project. Mr. Ours stated if the Honda dealership does come back in, we will look for other resources at that time. Irving Litchfield, San Rafael resident, asked where the $50,000 went. Chairman Boro answered that $55,000 was placed in reserve for future projects. Member Cohen moved and Member Heller seconded, to adopt the Resolution. RESOLUTION NO. 94-2 - RESOLUTION AUTHORIZING THE APPROPRIATION OF $390,000 IN AGENCY FUNDS FOR SEISMIC REPAIR OF THE SAN RAFAEL PUBLIC LIBRARY AYES: MEMBERS:Cohen, Heller, Thayer, Zappetini & Chairman Boro NOES: MEMBERS:None ABSENT: MEMBERS: None There being no further business, the meeting was adjourned at 8:15.
