AGENCY CONSIDERATION
6. UPDATE ON STREET TREE COMMITTEE ACTIVITIES AND INSTALLATION OF TREES ON 'B' STREET

Assistant Executive Director Jake Ours reported that, as a result of Our Vision of
Downtown San Rafael, the Downtown Tree Group is looking for places to plant new
trees. He introduced Cyr Miller, member of the Downtown Tree Group.
Cyr Miller thanked the Agency for its support to the downtown tree project. He
referred to a posted map and reported that presently in the project area there are
570 trees. The project calls for filling in a canopy with 250 trees, although it
will probably actually be closer to 200, because each of the sites has not yet been
fully examined as far as underground utilities and placement in terms of shops and
overhead hangings. Mr. Miller stated Fourth Street has not been included in this
project because they are asking the Agency to support, encourage and activate
Redevelopment III because they feel there is a potential for funding available for
the streetscaping there.
Mr. Miller reported that presently, a grant from California Releaf has been reques-
ted for $3,500 to be used for a 60 -member volunteer core to raise $50,000 through a
public awareness fundraising campaign. The campaign will have a 3 -pronged approach:
corporate giving, business ambassadors and a community event. The timeline for the
campaign is January -October, 1995.
Mr. Miller distributed to the Agency an information sheet describing how the tree
planting will be accomplished. The Mission Rotary Club, the Downtown Tree Group,
the Federation of San Rafael Neighborhoods and the San Rafael Redevelopment Agency
are jointly proposing to install 5 new street trees on the west side of 'B' Street,
between Fourth and Third Streets. In recognition of National Community Service Day
on October 22nd, the Mission Rotary Club is donating funds to purchase the trees and
will dig the holes and plant the trees. The Federation is donating a tree, and the
Downtown Tree Group is coordinating the effort. The Redevelopment Agency is
providing technical advice and specifications.
Chairman Boro, on behalf of the Agency, commended Mr. Miller for his involvement in
this project and for encouraging other organizations to participate.
Member Zappetini asked how many trees are being planted and the anticipated mainten-
ance costs. Mr. Miller answered that 5 trees are being planted, and the only cost
will be watering, which Mr. Miller will do. He explained that $250 will be allocated
later for each tree, and whatever is left over will go into a fund for tree mainten-
ance. Mr. Zappetini then asked if the City has an insurance liability for the trees.
Executive Director Nicolai answered that we do; once planted, they become City
trees.
Member Thayer pointed out that during the downtown planning process, it was recom-
mended that we plant trees in the downtown area, and she commended Mr. Miller for
his efforts.
Member Heller asked what time the tree planting will take place. Mr. Miller stated
it will begin at 9:00 AM, October 22nd on 'B' Street, between Third and Fourth
Streets.
Member Cohen thanked Mr. Miller for his advocacy on behalf of Redevelopment III, and

stated he is having an impact.
Member Heller moved and Member Cohen seconded, to accept the report on the tree
planting project.

7. UPDATE ON RAFAEL THEATER (RA) - File R-324
Assistant Executive Director Ours reported that October 7th was a kick-off press
conference for the public fundraising event for the Rafael Theater. Forty percent
of the funds are in -hand, 20 percent is very close to being in place; the NEA
(National Endowment for the Arts) grant is looking very good, the public fundraising
campaign is already generating money, and New Horizons Bank and Bank of Marin are
both matching funds up to $100. Mr. Ours stated that the target operation date is
May, 1996.
Chairman Boro stated this is the most exciting project not only for San Rafael, but
also for the County. He commended the Film Institute of Northern California, Mr.
Ours and his staff.
Member Thayer moved and Member Cohen seconded, to accept the report on the Rafael
Theater.
