CITY OF SAN RAFAEL GENERAL PLAN SHALL BE GUIDELINE
WITHIN ITS DEFINED SPHERE OF INFLUENCE
FOR ALL PLANNING PURPOSES
WHEREAS, the Government Code of the State of California in Section 65300 specifies
that in each city the'Planning Agency shall prepare and the Legislative Body shall
adopt a comprehensive, long term general plan for the physical development of the
City and of any land outside of its boundaries which in the Planning Agency's judg-
ment bears relation to its planning; and,
WHEREAS, Section 65301 specifies that it may be adopted by the Legislative Body of
the City for that part of the territory of the county outside of the City boundaries
which in the judgment of the City Legislative Body bears relation to its planning;
and,
WHEREAS, Section 65302 specifies "the general plan shall consist of a statement of
development policies and shall include a diagram or diagrams and text setting forth
objectives, principles, standards and plan proposals. The plan shall include" nine
differenct elements mandatorily and may include a numberof other things optionally;
and,
WHEREAS, the City of San Rafael did on the 18th day of September, 1972, for the sum
of $79,100 hire a professionally qualified planning firm and through them a profes-
sionally qualified engineering firm that could do geological, seismological and other
physical analyses relevant to the soils and area in our vicinity; and,
WHEREAS, the contract with said firm calls for a precise and tight time schedule
which calls for the completion and presentation to the public of the initial draft
of said plan during 1973; and,
WHEREAS, the City Council of the City of San Rafael in an effort to make the produc-
tion of this general plan truly representative of the desires and wishes of the
citizenry of the entire community of the City of San Rafael, did in January of this
year, after soliciting applications, select and appoint from among 90 applicants a
Citizens' Advisory Committee of 60 people to work with the City staff and the pro-
fessional consultants in the evolution of this plan; and,
WHEREAS, within the Sphere of Influence of the City of San Rafael, the San Rafael
General Plan will be more thoroughly worked out and more detailed than the county-
wide plan; and,
WHEREAS, the City of San Rafael, in 1967, filed with the County of Marin, and with
the Local Agency Formation Commission, a map defining the Sphere of Influence of the
City of San Rafael, which maps have been accepted and used to date and which bound-
aries are not being changed by the general plan now in preparation; and,
WHEREAS, the City Planning Commission has heard a presentation of the Countywide Plan
by the County Planning Staff and has diligently examined same through several differ-
ent drafts over a period of many months and through its representative on the City -
County Planning Council;
NOW, THEREFORE, BE IT RESOLVED, that the San Rafael City Council, on the basis of a
unanimous recommendation from the City Planning Commission, does hereby recommend
to the City -County Planning Council, to the Marin County Planning Commission, to the
Marin County Board of Supervisors, and to the citizenry at large that within the
adopted and approved Sphere of Influence of the City of San Rafael, the San Rafael
General Plan now in preparation should be the standard and guideline for all planning
purposes and that the Countywide General Plan now in preparation should pertain only
to areas outside of the City of San Rafael's Sphere of Influence.
I, MARION A. GRADY, Clerk of the City of San Rafael, hereby certify
that the foregoing resolution was duly and regularly introduced and adopted
at a regular meeting of the Council of said City held on Monday, the 5th day
of March, 1973, by the following vote, towit:
