HomeMy WebLinkAboutCC Resolution 4467RESOLUTION NO. 4467 A RESOLUTION OF THE COUNCIL OF THE CITY OF SAN RAFAEL FIXING THE COMPENSATION AND WORKING CONDITIONS FOR MISCELLANEOUS, MANAGEMENT, CONFIDENTIAL AND UNCLASSIFIED EMPLOYEES BE IT RESOLVED by the Council of the City of San Rafael as follows: Section 1. Classes and Salaries. The following classes of positions and salary ranges are hereby created. Section 1.1. Administrative - Professional - Technical classification title. Salary Designations. The salaries herein established are monthly compensation unless otherwise specified. Section 4. The Administration of the Pay Plan. Salary advancements shall be made on the basis of the salary rates, salary ranges and salary steps set forth opposite each classification in this resolution. Before any person is advanced to the next step, a written statement must be filed by the Department Head with the City Manager recommending such increase. The steps of each salary range shall be applied as follows: The first step is the minimum rate and shall normally be the hiring rate for the class. In cases where it is difficult to secure qualified personnel, or if a person of unusual qualifi- cations is engaged, the City Manager may hire at a higher step. The remaining steps represent the ordinary next salary steps for each year of service, providing the employee is qualified in his work to receive the next step. Anniversary date shall be inter- preted as the 1st day of the month for those employees entering the service between the 1st and 15th of the month, and on the 1st day of the next month for those entering the service after the 15th of a month. Effective December 1973, the semi-monthly pay periods shall be adjusted to the 1st and 15th day of each month. Section 5. Appointments and Salaries. The City Manager, upon the request of the Department Head, may recommend to the City Council the appointment in accordance with the Personnel Rules and Regulations, of prospective employees to a position in a class for which the salary is herein provided, to designate the definite salary rate or salary step at which such person is appointed, and the salary so designated is hereby fixed as the salary of such employee for such position; provided, further, that the City Manager may from time to time increase or decrease the salaries of persons so appointed in accordance with provisions of Section 1, provided that the salary so fixed is within the ranges established for that class. The City Manager is empowered to place unclassified personnel at any point within the minimum and maximum salary range established by the City Council. -3- Section 6. Part -Time and Temporary Employment. Employees appointed to any of the positions referred to herein and employed or working on a part-time basis shall be paid in proportion to the time worked and described in their appointment. Temporary employees may be appointed by the City Manager when authorized budget funds are available. Section 7. Additional Pay for Street Department. As authorized by the Super- visor of Public Works, one employee of the Street Maintenance Department shall be as- signed standby duty on Saturdays, Sundays and holidays. Said employee shall receive four (4) hours pay at straight time and, in addition, will be paid at the rate of time and one-half for any work required over and above the four-hour standby duty. Section 8. Holidays. All employees who are required to work on a day desig- nated as an authorized holiday other than a day which an election is held throughout the State, shall be paid in addition to their regular salary for the number of hours worked during such a day at the rate of straight time, or shall be given compensa- tory time off at a straight time rate at the discretion of the City Manager. Section 9. Automobile Allowances. (a) Monthly automobile allowances may be granted to city employees for the use of their private cars while on official city business to reimburse them for expenses thus necessarily incurred in the performance of their official duties, as follows: Recreation Supervisor $50.00 Assistant Recreation Supervisor 50.00 Recreation Center Director 10.00 (b) All other employees and city officials shall be reimbursed at the rate of twelve cents (12�) per mile for use of their private cars when traveling on authorized city business. Section 10. Insurance Program. As an added fringe benefit, a maximum amount of $42.50 per month will be contributed towards the cost of each eligible employee's Health, Accident, Life and Disability Insurance Package. Selection of coverage must include the employee's basic health plan and $5,000.00 life insurance policy offered by the city. Section 11. Title of Resolution. This resolution shall be known as the Position and Salary Resolution and shall be referred to as such. Section 12. This resolution shall take effect forthwith upon its adoption and the several compensations and allowances herein provided shall be in full force and effect as of and from July 1, 1973• -4- I, MARION A.
