Classes and Salaries. Salary Designations. The salaries herein established are monthly compensation unless otherwise specified. Section 4. The Administration of the Pay Plan. Salary advancements shall be made on the basis of the salary rates, salary ranges and salary steps set forth opposite each classification in this resolution. Before any person is advanced to the next step, a written statement must be filed by the department head with the City Manager recommending such increase. The steps of each salary range shall be applied as follows: The first step is the minimum rate and shall normally be the hiring rate for the class. In cases where it is difficult to secure quali- fied personnel, or if a person of unusual qualifications is engaged, the City Manager may hire at a higher step. The remaining steps represent the ordinary next salary steps for each year of service, providing the employee is qualified in his work to receive the next step. Anniversary date shall be interpreted as the 1st day of the month for those employees entering the service between the 1st and Section 4. Effective December 1973, the semi-monthly pay periods shall be adjusted to the 1st and 15th day of each month. Section 5. Appointments and Salaries. The City Manager, upon the request of the Department Head, may recommend to the City Council the appoint- ment in accordance with the Personnel Rules and Regulations, of prospective employees to a position in a class for which the salary is herein provided, to designate the definite salary rate or salary step at which such person is appointed, and the salary so designated is hereby fixed as the salary of such employee for such position; provided, further, that the City Manager may from time to time increase or decrease the salaries of persons so appointed in accordance with provisions of Section 1, provided that the salary so fixed is within the ranges established for that class. Section 6. Part -Time and Temporary Employment. Employees appointed to any of the positions referred to herein and employed or working on a part-time basis shall be paid in proportion to the time worked and described in their appointment. Temporary employees may be appointed by the City Manager when authorized budget funds are available. Section 7. Additional Pay for Police Department. Police Department personnel assigned to the following duties shall receive additional compensa- tion amounting to five per cent (5%) of their basic monthly salary: (a) Police Sergeant serving as Investigative Supervisor. (b) Police Sergeant serving as Juvenile Officer. (c) Patrolman serving in Investigative Division. (d) Patrolman serving in Juvenile Division. (e) Operation of a solo -motorcycle for more than 50% of his work month. Female employees who are requested to perform the duties of Police Matron shall receive $2.50 per hour in addition to their regular hourly rate of pay for only actual time served in this capacity. Section 8. Holidays. The shift personnel in the Police Department; namely, the Police Captain, Police Lieutenant, Police Sergeant, Inspector, Patrolman, Radio Telephone Operator and Police Cadet, are entitled to straight time compensation for every holiday in each given year which all other city employees receive as time off. 2. ",. Section 8. Holidays. (Continued) Said compensation shall be paid twice each year on the first pay period of December and the first pay period of June. Section 9. Automobile Allowance. Any employee or city official shall be reimbursed at the rate of twelve cents (12�) per mile for use of his private car when traveling on authorized city business. Section 10. Uniform Allowance. Uniform members of the Police Department shall receive a uniform allowance in the amount of $100.00 at the completion of each six months of service ending June 30 and December 31; a proration at the rate of $16.67 may be given for a portion of the first and last six months of service upon recommendation of the Department Head and approval of the City Manager. Administrative and investigative personnel who occasionally wear a uniform shall receive $150.00 annually as a uniform allowance. Section 11. Insurance Program. As an added fringe benefit, a maximum amount of $40.00 per month will be contributed towards the cost of each eligible employee's Health, Accident, Life and Disability Insurance Package. Selection of coverage must include the employee's basic health plan and $5,000.00 life insurance policy offered by the city. Section 12. Title of Resolution. This resolution shall be known as the Position and Salary Resolution and shall be referred to as such. Section 13. This resolution shall take effect forthwith upon its adoption and the several compensations and allowances herein provided shall be in full force and effect as of and from July i , 1973. I, MARION A.
