RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
SAN RAFAEL PROVIDING FOR A CONSENT CALENDAR
AND PROVIDING THAT THE STAFF HANDLE OTHER MATTERS
WHEREAS, in the interest of speeding up the agenda of the City
Council of the City of San Rafael and providing for a more orderly manner
of handling certain matters, the City Council of the City of San Rafael
hereby adopts as policy the following:
NOW, THEREFORE, IT IS RESOLVED AS FOLLOWS:
There is hereby created what shall be termed a consent
calendar. Those agenda items which are normally put on the agenda
for perfunctory handling shall now be placed on the consent calendar.
However, if any Councilman so requests, said item or items shall be
removed from the consent calendar and heard as a regular agenda item.
Those items on the consent calendar shall require the unanimous
concurrence of those Councilmen present at the meeting.
IT IS FURTHER RESOLVED AS FOLLOWS:
That routine personnel appointments which are authorized and
budgeted below the department head level shall be made by the appointing
authority, who is hereby designated to be the City Manager.
IT IS FURTHER RESOLVED:
That encroachment permits for the placing of private structures
on public property, which have heretofore been issued by the City Council,
shall hereafter be handled and issued by the Department of Public Works.
IT IS FURTHER RESOLVED:
That the head of each department, with approval of the City
Manager, is hereby authorized to call for bids on all budgeted items.
However, the awarding of the contracts as a result of said bids shall
be handled by the City Council of the City of San Rafael.
IT IS FURTHER RESOLVED:
That the City Manager is hereby authorized to review the routine
communications addressed to the Council and to determine those matters
that can and should be handled at a staff level.
IT IS FURTHER RESOLVED:
That pursuant to Section 935.4 of the Government Code, the City
Manager is hereby authorized to accept, approve, deny, reject, and
compromise claims filed against the City of San Rafael, up to and
including the sum of $500.00. He shall do so with the advice and
consent of the City Treasurer and the City Attorney. Further authority
is hereby conferred upon the City Manager to authorize in writing the
City Treasurer to pay any claim that has been accepted or compromised
in an amount not to exceed the sum of $500.00.
I, MARION A. GRADY, Clerk of the City of San Rafael, do hereby certify
that the foregoing resolution was duly and regularly introduced and adopted at
a regular meeting of the City Council of said City held on the 4th day of June,
1973, by the following vote:
AYES: Councilmen: Jensen, Miskimen, Mulryan, Nixon and Mayor Bettini
NOES: Councilmen: None
ABSENT: Councilmen: None
