Leoncini, Agency Secretary OPEN SESSION - COUNCIL CHAMBERS Chairman Boro announced in Open Session that the Agency would be going into Closed Session to discuss the following Closed Session item: 1. CLOSED SESSION - 7:00 PM - CONFERENCE ROOM 201 Conference with Legal Counsel - Existing Litigation Government Code Section 54956.9(a) Case name: County of Marin and Golden Gate Bridge, Highway and Transportation District v. City Council of the City of San Rafael; City of San Rafael; and Does 1 through 25 Marin County Superior Court Case No. 159486 IN THE COUNCIL CHAMBERS OF THE CITY OF SAN RAFAEL, MONDAY, JUNE 6, 1994, AT 7:30 PM - OPEN SESSION RE: CLOSED SESSION ITEM Agency Attorney Ragghianti announced that no reportable action was taken. ORAL COMMUNICATIONS OF AN URGENCY NATURE None. CONSENT CALENDAR Member Zappetini moved and Member Heller seconded, to approve the recommended action on the following Consent Calendar items: 2 ITEM Approval of Minutes of Regular Meeting of May 16, 1994 (AS) 3. Resolutions of Appreciation for Classic Car Parade Event to: (RA)- File R-181 x R-140 #8 x (SRCC) 102 a. Marin Coupe and Roadster Club RECOMMENDED ACTION Approved as submitted. RESOLUTION 94-17 - RESOLUTION OF APPRECIATION TO MARIN COUPE AND ROADSTER CLUB, for its generous volunteer efforts in support of SRRA MINUTES (Regular) 6/6/94 Page 1 b. Downtown Merchants Association SRRA MINUTES (Regular) 6/6/94 Page 2 the Seventh Annual Classic Car Parade, held May 21, 1994. RESOLUTION 94-18 - RESOLUTION OF APPRECIATION TO DOWNTOWN MERCHANTS ASSOCIATION, for its generous volunteer efforts in support of the Seventh Annual Classic Car Parade, held May 21, 1994. 4. Resolution Accepting Proposal from TJKM for RESOLUTION 94-19 - AUTHORIZING Modification of Traffic Signal Model - Downtown/ THE SIGNING OF AN AGREEMENT WITH East San Rafael Traffic Model (PW) - File R-345 TJKM TRANSPORTATION CONSULTANTS x (SRCC) 11-10 FOR UPDATING TRAFFIC SIGNAL TIMING IN EAST SAN RAFAEL AND DOWNTOWN INTERSECTIONS. AYES: MEMBERS: Heller, NOES: MEMBERS: None ABSENT: MEMBERS: Cohen AGENCY CONSIDERATION Thayer, Zappetini & Chairman Boro 5. RESOLUTION AUTHORIZING REQUEST FOR $48,000 GRANT TO MARIN HOUSING FOR 190 MILL STREET (RA) - File R- 337 x R-173 x (SRCC) 187 x 13-16 Assistant Executive Director Jake Ours reported this is the second and final grant pertaining to the construction of a full-time facility at 190 Mill Street (formerly 56 Harbor Street). The grant will be in addition to monies provided by the Community Development Block Grant, Marin Association of Realtors and Marin Housing Center. Mr. Ours noted this is the only operating service center in Marin County. Member Zappetini asked if the work on this project was being done at the prevailing wage. John Wilson-Bugbee, Executive Director, Marin Housing Center, stated since Community Development Block Grant Funding was used, they were required to use prevailing wage. Member Thayer asked what was the probability of the other funding actually occur- ring. Mr. Wilson-Bugbee stated all other funding has already been approved. Member Zappetini moved and Member Thayer seconded, to adopt Resolution authorizing the request for $48,000 grant to Marin Housing Authority. RESOLUTION 94-20 - APPROVING AND AUTHORIZING THE EXECUTION OF A GRANT AGREEMENT PROVIDING FOR AN AGENCY GRANT OF $48,000 TO MARIN HOUSING CENTER AT 190 MILL STREET (formerly 56 Harbor Street Center). PRESENTATION OF RESOLUTIONS OF APPRECIATION FOR CLASSIC CAR PARADE EVENT TO: (RA) File R-181 x R-140 #8 x (SRCC) 102 a. MARIN COUPE AND ROADSTER CLUB B. BUSINESS IMPROVEMENT DISTRICT Chairman Boro suggested concluding this meeting, conducting the Special Joint Meeting of the Redevelopment Agency and City Council, then return for the Special Presentation. The meeting reconvened, and Chairman Boro presented Resolutions of Appreciation to Greg Borelli of the Business Improvement District and Glen Ghilotti and Al Von der werth, representatives of Marin Coupe and Roadster Club. Chairman Boro explained that the Seventh Annual Classic Car Parade was held May 21, 1994, and was a tremendous success. He thanked the two organizations for all their hard work. Greg Borelli presented a picture to the City of San Rafael, donated my Gary Mora, former KTIM Marin radio station disc jockey. There being no further business, the meeting was adjourned at 8:05 PM to enjoy cake and coffee in appreciation of the classic car parade event. JEANNE M.
