RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
SAN RAFAEL ESTABLISHING WHEN CONSTRUCTION
STARTS ON APARTMENTS.
WHEREAS, the City Council of the City of San Rafael has
heretofore adopted an Urgency Ordinance prohibiting the con-
version of apartments to condominiums; and
WHEREAS, it is necessary to establish when construction
has started on apartments so as to determine when a conversion
would not be approved; and
WHEREAS, it would appear that construction has commenced
on any apartment at the time of the commencement of the pouring
of the foundation, and this time would appear to be a rational
point to determine whether this would be a conversion.
NOW, THEREFORE, BE IT RESOLVED:
That the time of the commencement of con-
struction on apartments is determined to be the
time when the pouring of the foundation has commenced.
I, MARION A. GRADY, Clerlc of the City of San Rafael, hereby
certify that the foregoing Resolution was duly and regularly intro-
duced and adopted at a regular meeting of the Council of said City
on the 17th day of September, 1973, by the following vote,to-wit:
AYES: Councilmen: Mulryan, Jensen, Miskimen,
Nixon and Mayor Bettini
NOES: None.
ABSENT: None.

WHEREAS, the City Council of the City of ran Rafael has

of the .foundation, and this tire woula anoear to be a rational
point to determine whether this woulra be a conversion.

That the tine of the ccrmencement of con-
struction on apartments is determined to be the
time when the pouring of the founr'ation has cormnenced.
