The following items were removed from the Consent Calendar for discussion:
4. APPROVAL OF SETTLEMENT AGREEMENT WITH COUNTY OF MARIN, MARIN COUNTY TRANSIT DISTRICT
AND GOLDEN GATE BRIDGE DISTRICT (RA) - File R-357 x (SRCC) 4-13-94 x 143 x 112-2
Assistant Executive Director Ours reported that the City has reached an agreement with
the County of Marin, Golden Gate Bridge District and the Marin County Transit District
and negotiated the City's right to cross Andersen Drive, and returns the franchise
rights allowing the Golden Gate Bridge District and/or the Transit District to operate
on Mission Avenue and Fourth Street. This agreement also pledges all the parties to
the settlement to work toward a grade separation, and to find funding for that outside
of our General Fund, should that become a requirement in the future. Mr. Ours noted
that this agreement addresses the City's concerns of the past three years that we
needed to get Andersen Drive resolved, and also how transportation, if it comes, will
affect the downtown area. Member Heller asked if the City is the last to sign -off
on this agreement, and Mr. Ours reported that he had been told that both the County
and the Golden Gate Bridge District have signed the agreement, but that he has not
seen the papers. Member Cohen noted that the Grant Easement does not specifically
include Second Street. Mr. Ours stated that the easement for Second Street has already
been granted.
Member Phillips moved and Member Heller seconded, to adopt a Resolution approving a
settlement agreement for litigation between the San Rafael Redevelopment Agency, the
City of San Rafael, the County of Marin, the Marin County Transit District, and the
Golden Gate Bridge District.
RESOLUTION NO. 95-20 - RESOLUTION APPROVING AGREEMENT SETTLING LITIGATION BETWEEN
THE SAN RAFAEL REDEVELOPMENT AGENCY, THE CITY OF SAN RAFAEL, AND THE COUNTY OF MARIN,
MARIN COUNTY TRANSIT DISTRICT AND GOLDEN GATE BRIDGE DISTRICT, AND PROVIDING FOR
EASEMENTS RELATED TO THE FORMER NORTHWESTERN PACIFIC RAILROAD MAINLINE RIGHT-OF-WAY
IN CENTRAL SAN RAFAEL.

5. AUTHORIZATION TO MANUFACTURE AND INSTALL PROTOTYPE STREET LIGHT FOR DOWNTOWN/FOURTH
STREET (PW) - File R-140 XIII x R-140 #8
Assistant Executive Director Ours presented a recommendation based on the Downtown Vision
Committee's report requesting authorization for the manufacturing and installation
of a prototype street light for downtown Fourth Street. Mr. Ours also presented
drawings and specifications of the original street lights installed in the 1940's,
on which the current street light design has been based. Mr. Ours reported that the
cost for creating the prototype, casting and installation will be
$20,000. Member Cohen asked what the cost would be for each street light after the the
initial casting cost, and Mr. Ours reported that the cost per street light would be
$4,500, and noted that this amount was a competitive price. Member Heller asked where
the prototype would be installed on Fourth Street, and Mr. Ours responded that the
precise location has not yet been defined.
Member Cohen moved and Member Phillips seconded, to adopt a Resolution authorizing the
manufacturing and installation of a prototype street light for Fourth Street in downtown
San Rafael.
