Member Zappetini moved and Member Heller seconded, to approve the recommended action on
the following Consent Calendar items:

AGENCY CONSIDERATION
3. PROPOSED 1995 MORTGAGE CREDIT CERTIFICATE PROGRAM (RA) - File R-173 x (SRCC) 13-16
Assistant Executive Director Jake Ours explained that San Rafael has again been asked to
participate in a very successful program to help the affordability for first time
homebuyers. The Mortgage Credit Certificate Program was originally started by the
Federal Government, but now is carried out by the State Bond Financing Agency and
gives qualified homebuyers a bottom line credit on their income tax. Mr. Ours stated
participation costs by the City will be only $750.00, and noted this has been a very
popular program in the past.
Member Heller asked if they give us a block grant. Mr. Ours stated this is County -wide
and San Rafael will receive a portion, not a percentage.
Member Phillips moved and Member Zappetini seconded, to adopt a Resolution authoriz-ing
execution of the Cooperative Agreement with the Housing Authority of the County of
Marin for a Mortgage Credit Certificate program, and payment of $750.00 from the Agency
Housing Fund for program fees.
