Boro, Mayor San Rafael City Council Paul M. Cohen, Councilmember Barbara Heller, Councilmember David J. Zappetini, Councilmember Absent: None Also Present: Jeanne M. Leoncini, City Clerk I.INTERVIEW OF APPLICANTS AND SELECTION OF CITY COUNCILMEMBER TO FILL UNEXPIRED TERM TO NOVEMBER, 1995 (CC) - File 9-1 x 9-4.1 Mayor Boro introduced the Councilmembers and welcomed the applicants. He explained that there were originally eighteen applicants, however, Gary Cohen, Dominic Gallello and Lawrence Manning had since withdrawn. Mayor Boro stated the League of Women Voters would conduct the session and introduced Anne Layzer, who explained the process for the interviews. Ms. Layzer introduced Roberta Keiler, also from the League of Women Voters who would be timing the responses. Ms. Layzer stated the candidates have previously submitted written answers to questions, and tonight will be the public process for them to answer further questions, noting three questions have been submitted to the candidates in advance. They will be given a total of six minutes to answer the three questions. She stated the candidates drew numbers prior to the meeting, as to the order in which they will be speaking. Ms. Layzer stated slot numbers five and eight were not drawn, and when Robert Doherty arrives, if he has not missed his sequence, he will speak in the spot he draws. Otherwise, he will speak last. Ms. Layzer explained that at the end of the speakers, each Councilmember will submit the names of three finalists. She will read the names aloud, noting the appointment will be made from those finalists on Monday, February 6, 1995, at 5:30 PM. The applicants spoke for six minutes each, answering the following questions: 1. How would the Council be a better Council with you on it? 2. What have you done to prepare yourself for taking over this role? 3. Please give us more detail on what your "Vision" is for the City of San Rafael. The order in which the applicants responded was as follows: Judy Tipple Luther C. Wallace Sandra Lollini Helen Gregory John G. (Jack) MacPhee, Jr. Gary O. Phillips William (Bill) H. Weeks Richard Lynch Bonnie Rose Hough Sidney G. Johnson Wilma Gibbons W. Gayden White, Jr. Dora Knell Rick Oltman Robert Doherty The Councilmembers then voted by submitting three names to Ms. Layzer, who read them aloud. Following was the vote: Councilmember Zappetini: William Weeks, Sandra Lollini, Rick Oltman Councilmember Heller: Bonnie Hough, Judy Tipple, Gayden White Councilmember Cohen: Gary Phillips, Judy Tipple, Bonnie Hough Mayor Boro: Bonnie Hough, Gary Phillips, Judy Tipple Mayor Boro thanked all the applicants and audience for their attendance. He explained the next meeting will be held on February 6, 1995 at 5:30 PM when the Council will ask further questions of the applicants. The exact procedure will be decided this week. Mayor Boro also thanked the League of Women Voters for their assistance. There being no further business, the meeting was adjourned at 8:40 PM. JEANNE M.
