Boro, Mayor Paul M. Cohen, Councilmember Barbara Heller, Councilmember Gary O. Phillips, Councilmember Dick Wolfe, Commissioner Absent: Cyr Miller, Councilmember Present: PARKS & RECREATION COMMISSION Fred Warneke, Chairman Ralph Mihan, Vice Chair Carlene McCart, Commissioner Patrick Webb, Commissioner Others Present: Sharon McNamee, Recreation Director Bernadette Payne, Secretary Tom Rothenberger, Public Works Department Carol Courtz Bob Hess David Donery Bill Scharf Rochelle Dibley Don Streeper Gary Burns JOINT CITY COUNCIL/PARK & RECREATION COMMISSION MEETING - File 9-3-65 X 9-3-66 Commissioner Warnecke outlined the agenda as follows: 1. Park & Recreation Commission Recap of Accomplishments 2. Overview of Priority Issues 3. Recap tonight's discussion Commissioner Warnecke started out by acknowledging Recreation Director Ms. McNamee's leadership and the Recreation Staff for their excellent work. Specific accomplishments/challenges the Commissioners have been involved with: a. Bellam Site/Pickleweed Park Planning - Community meetings are continuing to determine a final plan for Pickleweed and conceptual Master Plan for the Bellam site. b. Boyd Park - A new project with Marin Historical Society as a full partner will develop a Master Plan for the Park/Museum development. c. Park Partner Projects - Good relationships with volunteer groups at Sun Valley Park project, Gerstle, Albert, Bret Harte and Victor Jones Parks, resulted in renovated parks. We would like to stimulate the same type of a relationship with Freitas Park. d. We are hearing requests from special interest groups, i.e., roller blading. dog owners, soccer players. The Commissioners are challenged to find space and prioritize these needs. e. Pickleweed Park Playground was one of our biggest successes, a true community development project. The Kids Club program is a successful collaboration of 15 agencies. Mayor Boro commended the Commissioners on their collaboration and getting the community involved. A. Deferred Maintenance Projects • Recreation Centers • Open Space fire prevention • Shoreline Park • Traffic Islands - The Parks Division has heard from several neighborhoods with an interest to help maintain the islands. B. Long Range Projects • North San Rafael Park needs • Freitas Park Project • Bernard Hoffman - retain use as an athletic facility • Beach Park - renovate with adjacent new restaurant development • Albert & Freitas Park Tennis Courts • Boyd Park Master Plan SRCC/Park & Rec. School District Relationships • Commissioners emphasized the need to have City Councilmembers' influence to preserve joint collaboration of facility use. D. Child Care Services - Short School • Once the value of the property is determined, should the City consider purchasing the site to keep child care at Short School? • What would it cost to maintain it? Would this be the best value for our investment? E. Concerns the Commissioners have dealt with lately: • Gazebos at Portsmouth Cove, Spinnaker Point - negotiating to move gazebo. • Dogs at Sun Valley Park - considering signage, fencing and trash receptacles. • Changing the use patterns at Gerstle Park - implemented temporary "no alcohol allowed" Announcements: *San Rafael Recreation Department is receiving a Marin County Golden Bell Award on May 29th at a dinner banquet. •In 1982 San Rafael was designated Tree City USA, and every year since then. Next year it will be 15 years, and the City should plan to do something special in North San Rafael. At the close of the meeting Mayor Boro, on behalf of the Councilmembers, thanked the Commissioners for their service, noting it has been very much appreciated, and the staff have been outstanding.
