Leoncini, City Clerk/Agency Secretary PUBLIC HEARING - SPECIAL JOINT PUBLIC HEARING TO CONSIDER THE OWNER PARTICIPATION, DISPOSITION AND DEVELOPMENT AGREEMENT (OPDDA) FOR SALE OF AGENCY PROPERTY (APN 013-021-22) TO LA TERRA TRIFOGLIO L.L.C. (RE: SHAMROCK CENTER) (RA) - File R-398 x R-368 x 140 Mayor/Chairman Boro declared the Public Hearing opened, and asked for a staff report. Senior Redevelopment Specialist Nancy Mackle reported that at the last Agency meeting the Agency Members authorized the purchase of the "Wye Track" property from the Railroad, and now staff was presenting the sale of a portion of that property for the development of the Shamrock Shopping Center. Ms. Mackle reported we had not yet closed escrow on the Railroad property, noting staff is hoping to do an almost simultaneous escrow, buy the Railroad property, and then sell off a piece quickly thereafter to Shamrock. Ms. Mackle stated the Site Plan, shown as Attachment B of the Disposition and Development Agreement, was the only detail of the project that would be presented at this time, noting the Agency would see the project in full detail after it has been shown to the Planning Commission. She reported this would be a 60,000 square foot center which will include Comp USA, Staples, and Land Rover, and noted it would provide significant sales tax income to the City. Ms. Mackle reported staff was proposing the Agency sell the property for the same price we purchased it, which is $13.50 per square foot. She noted they were awaiting survey results of the exact square footage, but were estimating $548,000 of income. She stated staff would like to see action taken at this time, noting they are under time constraints, as the Developer would like to begin construction as soon as he obtains all of his approvals next month. There being no public comment, Mayor Boro closed the Public Hearing.
