Boro, Mayor Paul M. Cohen, Councilmember Barbara Heller, Councilmember Cyr N. Miller, Councilmember Gary O. Phillips, Councilmember Absent: None Also Present: Rod Gould, City Manager Gary T. Ragghianti, City Attorney Jeanne M. Leoncini, City Clerk CLOSED SESSION - 7:00 PM None OPEN SESSION - 7:00 PM City Attorney Ragghianti announced no reportable action was taken at the Special Closed Session Meeting held earlier this evening. ORAL COMMUNICATIONS OF AN URGENCY NATURE: 8:55 PM MILL STREET SHELTER - File 100 x 9-3-16 x 233 Melany Kramer, resident of San Rafael, reported she has encountered instances of sexual harassment and drinking at the Mill Street Shelter, and asked the City to investigate, noting she had already written to Kenneth Jones, Director of the shelter. Ms. Kramer stated she, along with several other residents of the shelter, have been harassed by shelter staff members and fellow residents over an extended period of time. In addition, Ms. Kramer stated there are several residents who drink heavily, and are drunk in the shelter. She stated the residents need immediate action, and requested help from the Police Department and the City. Mayor Boro stated he would refer this matter to the City Manager and the City Attorney; however, he pointed out the shelter was a private non- profit, which operated out of the City's jurisdiction via a Use Permit, explaining if Ms. Kramer had any claims against the shelter, she should deal with them as an agency. Mayor Boro asked the City Manager and City Attorney to research this matter and report back to Council. SPECIAL PRESENTATION: 12. PRESENTATION OF RESOLUTION OF APPRECIATION TO STEPHEN DOBBS, RETIRING PRESIDENT AND CEO OF MARIN COMMUNITY FOUNDATION (CM) - File 102 x 226 Mayor Boro introduced Stephen Dobbs, who is retiring after seven years as President and CEO of the Marin Community Foundation. Mayor Boro noted Mr. Dobbs' interest, not only in the City and with the people of San Rafael, but with the people of Marin County, has been outstanding. Mayor Boro stated Mr. Dobbs had led the Foundation to new heights, pointing out it is the third largest foundation of its type in the Country, and noting many great things have happened under Mr. Dobbs' tenure. Mayor Boro stated the City was proud to have Mr. Dobbs as a resident of San Rafael, and on behalf of the Council, presented Mr. Dobbs with a Resolution of Appreciation, thanking him for the wonderful job he has done. Stephen Dobbs stated his training was as a historian, and pointed out the reason this Resolution of Appreciation means so much to him is because it has to do with the history of two unrelated events which occurred 150 years ago, in 1874. He reported that on February 18th of that year, San Rafael was incorporated, and that was the beginning of San Rafael as a government entity. Mr. Dobbs noted his grandfather was born that same year in Poland, and after coming to America in 1897, the family settled in California. Mr. Dobbs stated that while he grew up in San Francisco, his history with San Rafael began very early on, noting in the 1950's, when he was fourteen years old, he gave puppet shows at Dominican College's annual carnival, and his father built Country Club Bowl in San Rafael, where Mr. Dobbs did his first work as a teenager. He reported he returned to Dominican College to do summer workshops in the 19701s, but the real crossing of paths began in the 1990's with the Marin Community Foundation. He stated since that time he has enjoyed so much, not just working at the Foundation, but being a part of San Rafael. He noted he and his wife were taxpayers and voters in San Rafael, and his children attend public schools in San Rafael. Mr. Dobbs reported the Foundation has been involved with the City in a number of projects and programs, some of which have been wonderfully successful, such as the Street Art Festival. Mr. Dobbs stated the City of San Rafael is very important to him and his wife, and they intend to remain citizens of the community for a very long time. He noted participating in local government was very important, and he appreciated the colleague -ship and the friendship. Mr. Dobbs stated that as he finished his job at the Foundation after seven years, he was very proud of the fact that the Foundation is working closely with the City of San Rafael in making the City its future home, noting there will be a Foundation headquarters and a community building next to Falkirk Cultural Center. OLD BUSINESS: 13. APPROVAL OF SIGN PROGRAM FOR THE SHAMROCK CENTER, A 48,000 SQUARE FOOT RETAIL BUILDING AND AN 11,600 SQUARE FOOT AUTOMOBILE DEALERSHIP, 665 IRWIN STREET; APN 13-032-01, 02, 04, 05, 06 AND A PORTION OF 13-021-38; EUGENE B. CECCOTTI, LA TERRA TRIFOGLIO, LLC, OWNER; MATTHEW R. CAPPIELLO, DEVELOPER REPRESENTATIVE (CD) - File 10-11 x 125 x (SRRA) R-398 Mayor Boro announced this item was being carried over to the meeting of 2/2/98, at the request of the applicant. MONTHLY REPORT: 14. DEPARTMENT REPORT - FIRE DEPARTMENT - File 9-3-31 Fire Chief Robert Marcucci presented a five minute video on the Fire Department, which the Department shows to homeowner groups. Fire Prevention Officer Forrest Craig assisted in presenting the video, which gave a history of the Fire Department from its inception in 1874, and showed the various Fire Stations within the City, describing the areas they serve. The video recalled major fires in the County, including a fire in 1957 in which all the structures on Fourth Street between "D" and "E" Streets were destroyed by fire. SRCC MINUTES (Regular) 1/5/98 Page 3 SRCC MINUTES (Regular) 1/5/98 Page 4 Highlighting an array of services provided to the community, the video reported the Fire Department staffs two Paramedic ambulances, with a third ambulance cross -staffed with an engine company. It was noted that advances in technology have caused an increase in hazardous materials, which requires the Department to staff a Hazardous Materials Unit. The low number of fires in commercial facilities can be directly attributed to the Commercial Inspection Program, and the checking of plans for compliance with the Fire Code ensures the safety of San Rafael residents and visitors. Training is an ongoing process, to ensure operational effectiveness and to keep pace with the increased service demands placed on the Fire Department. Collaboration of programs in partnership with individual communities and shared goals creates a fire safe environment in which to raise families and conduct business, and meeting with local organizations is the basis for developing partnerships and sharing ideas to promote community fire safety, such as teaching young children the tenants of fire safety and how to react during a fire. Neighborhood organizations and the Fire Department cooperate to remove undesirable vegetation, creating safer communities. The video pointed out that earthquakes, fires and floods are ever present, and Fire Department personnel provide instruction to the community on disaster preparedness for neighborhoods and businesses. The Fire Department and its Firefighters are more than simply a fire prevention agency; the Fire Department is a community based organization which shares the community's values to create healthy, safe neighborhoods, and an active business community, through long-lasting partnerships. Councilmember Miller stated Fire Chief Marcucci has taken the concept of community service to a level that is truly superior, noting our Fire Department, and Chief Marcucci's leadership, mean a great deal to our community. NEW BUSINESS: 15. ELECTION OF NEW VICE -MAYOR FOR 1998 - File 9-1 Councilmember Cohen moved and Councilmember seconded, to elect Councilmember Gary Phillips as Vice -Mayor for 1998. Mayor Boro declared Councilmember Phillips Vice -Mayor, by acclamation. 16. COUNCILMEMBER REPORTS: a. RE: RELOCATION OF ST. VINCENT de PAUL DINING ROOM - File 9-2-49 Mayor Boro noted Council has been pursuing the issue of the St. Vincent de Paul dining room for many months, and proposed a Special Public Hearing be held on this matter on February 23, 1998, from 7:00 PM until 10:00 PM. He requested adequate notice be given in the newspaper and throughout the community. b. RE: THEFT OF EQUIPMENT FROM THE CARPENTERS' UNION LOCAL 35 OFFICE ON LINDARO STREET - File 9-3-30 Councilmember Cohen, who serves as President of Carpenters' Union Local 35, reported he received a call early this morning informing him the Local Union office on Lindaro Street had been broken into, and several pieces of equipment had been stolen, including their dues computer. Mr. Cohen returned to the Local's office to try to assist them in restoring their dues records so they could continue to collect dues and track membership information. He stated that while he was at their office, he was impressed with the rapid response and professionalism of the San Rafael Police Department. Councilmember Cohen reported that during the investigation, San Rafael Police Officer Costello discovered a wallet left at the scene. Tracking the owner of the wallet, Officer Costello was able to locate the suspect, and found all of the stolen items, which he returned to the Carpenters' Union Local 35 office.
