Boro, Mayor Paul M. Cohen, Councilmember Barbara Heller, Councilmember Cyr N. Miller, Councilmember Gary O. Smith, Superintendent Jarold Warren, Deputy Superintendent Mary Alice Walter, Assistant Superintendent Tom Solis, Director of Business Services Also Present: Rod Gould, City Manager Betty Lessley, Executive Assistant, San Rafael City Schools SPECIAL JOINT ANNUAL MEETING - File 9-2-1 X 9-1 CALL TO ORDER Dixie Board President Melanie Limacher called the meeting to order at 7:00 PM. PUBLIC COMMENTS None. DISCUSSION AGENDA SESSION: 1. School Bond Issues: President Limacher gave an update on the school measure progress. 2. Joint Use of Facilities: City Manager Rod Gould presented the following items for discussion: a. Combined Corporation Yard - City of San Rafael and San Rafael School District; b. College giving instruction at Pickleweed; C. Changes regarding Child Care/notification. We need to reassess our relationship regarding field usage. 1) What is the joint level of maintenance? 2) We would like to take a fresh look at joint facility use at the staff level soon. Dixie School District: Dixie has a committee that will be working on facilities reassessment. The first meeting is scheduled for February 19th. The objective will be to evaluate and begin a report on the facilities: partnerships, overuse and outside ways to improve facilities. City of San Rafael 1) Must purchase a building for Child Care to meet current needs. Over the next twelve months there will probably be additional funding for Child Care which will go toward facility purchase. Mayor boro suggested a Task Force of City and School District personnel. Superintendent Smith stated that it is clear we need pre- schools linked with schools that have high non-English speaking populations. 3. TRAFFIC PROBLEMS AND CHALLENGES: City personnel and San Rafael School District Trustee Ferguson met regarding long-term traffic issues. As a result of that meeting, the City Council will be asked to fund an additional 1-3 motorcycle officers assigned specifically to schools. Both Trustee Ferguson and Deputy Superintendent Warren expressed appreciation for the City's cooperation in solving traffic problems. Dixie School District: There have been major traffic problems at Vallecito. The Dixie Board is trying to resolve the problems through alternate scheduling. Ms. Limacher also thanked the City for cleaning up the gas station site. 4. SCHOOL CALENDAR (ADDITIONAL SIP DAYS): Superintendent Smith stated that a Countywide calendar is very desirable. Ms. Smith also discussed: a. The Governor's proposal for Staff Development Days buy-out; b. Earlier starting date because of Labor Day being early; C. Middle school and semester breaks same as high schools; d. San Rafael City Schools structuring their calendar to enable Staff Development Days to be scheduled for intercession beginning this year; e. Child Care providers would like to be notified as quickly as possible once the calendar has been established. 5. FAIR, ISAAC CONSTRUCTION: a. San Rafael City Schools has had discussions with Fair, Isaac regarding the construction and closure of Lindaro on June 1st; also, discussion needs to take place with the City regarding alternate routes. b. If Lindaro is not open by the end of August, we could have a problem for the beginning of school. C. We are working on moving summer school out of Davidson Middle School. 6. ANDERSEN DRIVE: Construction of Andersen Drive is 85% complete.
