CONSENT CALENDAR: 8:00 Member Phillips moved and Member Miller seconded, to approve the following Consent Calendar items: ITEM RECOMMENDED ACTION 1. Approval of Minutes of Regular Meeting of Monday, Minutes approved as November 1, 1999 (AS) submitted. 2. Unapproved Minutes of Citizens Advisory Committee Accepted report. RESOLUTION AUTHORIZING THE ECONOMIC DEVELOPMENT DIRECTOR TO SIGN A PROFESSIONAL SERVICES AGREEMENT WITH CUB MANAGEMENT GROUP TO PROVIDE CONSULTING SERVICES FOR THE PARKING MANAGEMENT PROJECT (RA) - File R-425 x R-140 XIV x R-140 #8 x (SRCC) 11-8 Senior Planner Katie Korzun recalled staff had presented a parking report to the Agency in May which reported the Downtown Parking District was full, and that more parking was needed. As part of that analysis, the Agency Members directed staff to do an overall management review of the parking system, with the idea that it could be streamlined and improved, and could then be used to finance new parking. Ms. Korzun explained staff had solicited proposals for a management study, and received an excellent proposal from CUB Management, noting they have extensive experience in overall management, as well as municipal management of parking, and large parking situations, such as those associated with colleges. After an inter -departmental review of the proposals, staff believed CUB Management Group had the best proposal, and recommended they be retained to perform the study. Ms. Korzun reported staff had not conducted interviews, noting only two proposals had been received. She explained most parking consultants conduct parking counts, demand studies, or design parking lots; management is something they generally do not do, as they assume that is something that has already been incorporated into a city. Ms. Korzun pointed out the Agency has never before taken the step of pulling it all together under one umbrella. Member Heller asked for what other entities CUB Management Group has provided these services? Ms. Korzun reported they were currently finishing a major contract with Cal State -Long Beach and Cal State -San Luis Obispo; in addition, two of their members actually ran the Parking Bureau for the City of Los Angeles and the City of Memphis, Tennessee. She noted one of the principals has his expertise primarily in management; therefore, he will focus on a management system, while the others will address how the parking works. Mayor Boro invited public comment, and there was none. Member Phillips moved and Member Heller seconded, to adopt the Resolution authorizing a Professional Services Agreement with CUB Management Group. RESOLUTION NO. 99-36 - RESOLUTION AUTHORIZING THE ECONOMIC DEVELOPMENT DIRECTOR TO SIGN A PROFESSIONAL SERVICES AGREEMENT WITH CUB MANAGEMENT GROUP TO PROVIDE CONSULTING SERVICES FOR THE PARKING MANAGEMENT PROJECT (for an amount not to exceed $33,125).
