RESOLUTION APPROVING AN EXTENSION OF THE EXCLUSIVE RIGHT TO NEGOTIATE AGREEMENT WITH CENTURY THEATRES FOR THE DEVELOPMENT OF A CINEPLEX ON THE THIRD AND LOOTENS STREETS PARKING STRUCTURE (RA) - File R-407 Senior Planner Katie Korzun reported the Agency entered into an Exclusive Right to Negotiate with Century Theatres a year ago, and they have been working diligently to define the project. She stated this has not yet been completed, as it has been a very complicated project, noting they have been looking at different size theaters, different theater mixes, and different properties and parking solutions. She stated that while they were close, they did not yet have a firm project description. Therefore, staff proposed extending the Exclusive Right to Negotiate for an additional sixty days, using that time to develop a workable project. Ms. Korzun explained a workable project submittal would include all the traffic and parking reports reviewed and accepted by the City; a description of the theater itself, including its size, number of seats, and hours of operation; and preliminary site plans and floor plans of the theater itself. Staff would then bring the plan back to the Agency for review, and if the Agency Members agreed that it was a workable plan, staff would extend the Exclusive Right to Negotiate again, and go into development of the DDA (Disposition and Development Agreement).
