SPECIAL JOINT PUBLIC HEARING - TO CONSIDER COMMITTING FUNDS TO THE COLLEGE OF
MARIN FOR THE IMPROVEMENT OF SCHOOL FACILITIES AND TAKING RELATED ACTIONS

Chairman/Mayor Boro declared the public hearing opened, and asked for the staff
report.
Senior Redevelopment Planner Nancy Mackle reported that when the Agency issued
bonds in 1995, the Agency had a Fiscal Agreement with the other taxing agencies,
which included $250,000 that was to go to the College of Marin. Since that
time, most recently during the past year, staff has worked with the College of
Marin to determine how to develop the Distance Learning Center, which was the
identified project. She explained this basically incorporated computer assisted
interactive learning, such as tele -conferencing, video, and the World Wide Web.
Ms. Mackle stated several components of the Distant Learning project were now
before Council, and by far, the largest piece of the project would be $238,000
for the Pickleweed Center, which will consist, essentially, of a video network
system for the tele -conferencing. She reported this would include classes such
as "Welfare to Work", "English as a Second Language", "Computer Literacy", and
"Business Basics". Ms. Mackle noted there were two other locations where
improvements are to be made, in order to fit into this network of learning; one
at San Rafael High School, and the other at The Learning Lab, 2955 Kerner
Boulevard, and explained these facilities would improve educational
opportunities for residents in the project area. She stated staff believed the
project was fitting, and noted the Findings were included in the proposed
Resolutions. Ms. Mackle pointed out the amount was now $270,000, due to
interest earned over the past four years.
Member/Councilmember Heller asked when the Learning Center was expected to open?
Ms. Mackle stated they were waiting for this funding, and then the contractor
would go out and do the installations.
Chairman/Mayor Boro invited public comment, and there was none.
There being no public comment, Chairman/Mayor Boro closed the public hearing.

THE SCHOOL FACILITIES WITHIN, OR SERVING RESIDENTS OF, THE CENTRAL SAN
RAFAEL REDEVELOPMENT AGENCY PROJECT AREA AND TAKING RELATED ACTIONS (Marin
Community College District) (RA)
Member Miller moved and Member Cohen seconded, to adopt the Resolution making
Findings required by Health and Safety Code 33445, committing funds for
improvements to certain school facilities, and taking related actions.

Councilmember Heller moved and Councilmember Cohen seconded, to adopt the
Resolution making Findings required by Health and Safety Code 33445,
committing funds for improvements to certain school facilities, and taking
related actions.

PRESENTATION OF RESOLUTION OF APPRECIATION TO JAKE OURS, RETIRING ECONOMIC
DEVELOPMENT DIRECTOR - File 102 X R-140 #8
At the conclusion of this meeting, Chairman/Mayor Boro invited those present to
join the Agency/Council in the lobby, where a reception was held in honor of
retiring Economic Development Director Jake Ours.
Chairman/Mayor Boro highlighted many of Mr. Ours achievements during his past
sixteen years as Economic Development Director, including millions of dollars in
Redevelopment Bond financing, the Rafael Film Center, the Farmers Market
Festival, Greg Borrelli's Classic Car Parade, Lone Palm Court Apartments,
Centertown Apartments, One "H" Street Apartments, Boyd Court Condominiums,
Rotary Manor, a battered women's shelter, transitional housing, the Andersen
Drive extension, the Tamalpais Street extension, the Palm Promenade in Albert
Park, Fourth Street Sidewalks, outdoor seating areas for restaurants, twinkle
lights, decorative street lights, hundreds of street trees, removal of overhead
power lines, the Downtown entry monuments, miles of storm drains, the Downtown
Vision, Fair Isaac Office complex, Macy's site project, Shamrock Center, Toys 'R
Us Center, and the P.G.& E. Service Center.
Chairman /Mayor Boro stated Mr. Ours' accomplishments were appreciated, not only
by the Agency and Council, but by the entire community of San Rafael, and on
behalf of the City, he thanked Mr. Ours for his wonderful work and years of
service to the City of San Rafael.
