SPECIAL JOINT PUBLIC HEARING OF THE SAN RAFAEL REDEVELOPMENT AGENCY AND THE CITY
COUNCIL TO CONSIDER COMMITTING FUNDS TO THE SAN RAFAEL SCHOOL DISTRICT FOR THE
IMPROVEMENTS OF SCHOOL FACILITIES AND TAKING RELATED ACTIONS

Chairman/Mayor Boro declared the public hearing opened, and asked for the staff
report.
Economic Development Director Nancy Mackle reported the Redevelopment Agency had
recently issued the 1999 Redevelopment bonds, which included entering into a
Public Services Agreement with the College of Marin and the San Rafael School
District. She explained part of the bond proceeds would go to the College of
Marin and the School District to help them make improvements to the school
facilities. She noted there was a total of
$4,200,000, with $2.2 million for the Elementary School District, and $2 million
for the High School District.
Ms. Mackle pointed out Exhibit "A" of the staff report detailed the improvements
to the schools and their facilities, noting they were projects which would serve
the project area residents, improving their educational capacity. Ms. Mackle
noted it was extremely hard for schools to find funding such as this, and she
believed this would work for the betterment of the project area, and its
residents.
Mayor Boro invited public comment.
There being no public comment, Chairman/Mayor Boro closed the public hearing.
Member/Councilmember Cohen asked if this was from the most recent bond issue?
Ms. Mackle stated it was. Mr. Cohen noted it had been his understanding these
funds were to be used by the schools as a local match for State funds. He asked
if they would apply the money to specific projects, and then show the State what
they had spent in local funds? Ms. Mackle stated it was her understanding that
was what they were attempting to do.
Member/Councilmember Heller asked when the schools would begin the projects, and
whether they had to wait for the matching funds? Ms. Mackle stated they would
be able to begin right away.

REDEVELOPMENT PROJECT AREA AND TAKING RELATED ACTIONS (SAN RAFAEL SCHOOL
DISTRICT) (RA)
Member Phillips moved and Member Cohen seconded, to adopt the Resolution.

Councilmember Cohen moved and Councilmember Miller seconded, to adopt the
Resolution.
RESOLUTION NO. 10463 - RESOLUTION OF THE SAN RAFAEL CITY COUNCIL MAKING FINDINGS
REQUIRED BY HEALTH AND SAFETY CODE SECTION 33445,
COMMITTING FUNDS FOR CONSTRUCTION OF CERTAIN
SCHOOL FACILITIES AND TAKING RELATED ACTIONS (San
Rafael School District).
