Approval of Minutes of Regular Meeting of Monday, Approved as submitted. September 18, 2000 (AS) 2. Unapproved Minutes of Citizens Advisory Committee Accepted Report. RESOLUTION AUTHORIZING THE ECONOMIC DEVELOPMENT DIRECTOR TO EXECUTE A $750,000 LOAN AGREEMENT WITH CANAL HOUSING ASSOCIATES (BRIDGE HOUSING) FOR THE ACQUISITION AND REHABILITATION OF 162-172 BELVEDERE STREET ("CAHIP") AND APPROVAL OF RELATED DOCUMENTS (RA) — File R-434 Stephanie Lovette, Senior Specialist, reported they are continuing along the path of acquiring 162-172 Belvedere and are on schedule for the end of October. She presented one set of documents which needed to be brought to the Agency, i.e. the $750,000 Loan Agreement with BRIDGE Housing Corporation. This represents $250,000 annual appropriation that was made for the last three years. The Loan Agreement is set up to work with all of the other financing; it is basically a grant but because the Tax Credit Allocation Committee required it to be a loan it is called a Loan and has an interest rate of 1 %. It is a 55 year loan; the Loan Agreement also requires that the contractor BRIDGE uses on the project be paid prevailing wage. Chairman Boro stated he was pleased to announce to the Agency that a Press Conference was held in the Council Chambers this afternoon. Representatives from BRIDGE, the Marin Community Foundation and Westamerica Bank, along with the City were present to talk about this project and it was truly a great meeting of the four interest groups to make this particular project work in the Canal. He thanked Stephanie, stating she had done a great job for the City. Vice -Chair Heller stated it looked as if it was going to be a long involved process and asked if Stephanie had any idea about when it would be completed and everyone will have been moved back in. Ms. Lovette reported it is a long involved process, noting that construction will commence probably in late Winter or early Spring, and go through the Fall of next year. She estimated they are aiming for the end of 2001. Member Cohen brought up a wage issue, stating when there is an arrangement like this the question can arise of who is responsible to answer questions about certified payroll, which goes along with the California Labor Code on prevailing wage. There have been experiences in the past where people made requests for this information, which under that provision should be public record, but could not get this because it had not been worked out. He suggested that maybe before this, and some other projects are undertaken, there should be a policy outlining where people can go to get information about the proper payment of prevailing wage, up to and including certified payrolls. Member Cohen noted he did not know if this issue needed to be resolved this evening. Nancy Mackie, Economic Development Director, commented that the Redevelopment Agency would work out a system whereby the payroll records would be available in her office for anyone who wished to see them. Member Miller moved and Vice -Chair Heller seconded, to adopt the Resolution.
