All members of the City Council were present. Mayor Kate provided opening remarks, which included the one-year anniversary of the California Shelter in Place Order, the City’s new Police Chief and a land acknowledgement. City Clerk Lindsay Lara informed the community that the meeting would be streamed live to 2 YouTube and members of the public would provide public comment either on the telephone or through Zoom or YouTube live chat. She explained the process for community participation on the telephone, Zoom and YouTube. OPEN SESSION 1. None. CLOSED SESSION 2. Closed Session: - None. OPEN TIME FOR PUBLIC EXPRESSION Mayor Kate invited public comment; however, there was none. CITY MANAGER’S REPORT: 3. City Manager’s Report: City Manager Jim Schutz announced: • COVID-19 and the City’s response update • Third Street Corridor Project meeting on March 24 • Recent Federal Stimulus Package update COUNCILMEMBER REPORTS: (including AB 1234 Reports on Meetings and Conferences Attended at City Expense) 4. Councilmember Reports: • Councilmember Bushey reported on San Rafael Sanitation District Board and Central Marin Sanitation Agency meetings; a site visit at B Street Community Center regarding a conceptual proposal for a combined library/community center. • Councilmember Kertz reported on Las Gallinas Valley Sanitary District, Business District representatives, and the County Homeless Committee meetings. • Councilmember Llorens Gulati reported on meetings regarding the Canal and COVID- 19. • Mayor Kate reported on SMART, Transportation Authority of Marin and Marin Transit meetings. Special Presentation: a. Administer Oath of Office to Police Chief David Spiller Mayor Kate presented a Proclamation to Interim Chief David Starnes upon his retirement. He expressed his gratitude for the kind words and his time working for the City. City Manager Jim Schutz thanked Interim Chief David Starnes and introduced new Police Chief David Spiller. City Clerk Lindsay Lara administered the Oath of Office to Police Chief 4 David Spiller. He expressed his excitement to formally accept this role and undertake this leadership position. b. Presentation by Marin Municipal Water District on Drought and Water Conservation Monty Schmitt and Carrie Pollard, Marin Municipal Water District gave a presentation. Staff responded to questions from the Councilmembers. c. Informational Update by Caltrans on the 101 NB Central San Rafael Off-Ramp Bridge Replacement Project and Traffic Impacts to San Rafael Bill Guerin, Public Works Director introduced Wajahat Nyaz, Caltrans who gave a presentation. Staff responded to questions from the Councilmembers. Mayor Kate invited public comment on the presentations. Speakers: Diana Bishop, Lori Frugoli, name withheld Staff responded to public comment. Community Development Block Grant (CDBG) Resolution Recommending Community Development Block Grant (CDBG) Project Funding for Fiscal Year 2021-22 to the Marin County Board of Supervisors (ED) Danielle O’Leary, Director of Economic Development and Innovation presented the staff report. Staff, including Molly Kron, Marin County Planner, responded to questions from Councilmembers. Mayor Kate invited public comment. Speakers: Caroline Peattie, Fair Housing Advocates of Northern California Staff responded to comments and questions from Councilmembers.
