AGENCY CONSIDERATION:
3. REPORT AND RECOMMENDATION REGARDING PROFESSIONAL SERVICES CONTRACT WITH
CHEZ BRIGITTE, LLC, FOR 2002 DOWNTOWN FARMERS MARKET FESTIVAL (RA) —

Economic Development Director Nancy Mackle reported that this is a contract to continue the very
successful Downtown Farmers' Market, which was initiated on contract; however, for the last four years
has been carried out by in-house staff. She stated that when a change in personnel occurred, this
project was evaluated to ascertain whether to keep it in-house or contract out. Ms. Mackle indicated
that very specialized and technical skills are necessary; therefore, staff recommends contracting out for
these services.
Ms. Mackle reported that the contract itself would total $111,400 and explained that the revenue from
the event covers the expenses, with the exception of Police and Public Works, and is fundamentally, the
way it has operated over the years.
Ms. Mackle recommended approval of the contract with Chez Brigitte, LLC, formerly Celebrations, or
the City's own Brigitte Moran, for the Farmers' Market, from May through September, 2002, with the
exception of July 4, 2002. She indicated that this is already part of the administrative budget for the
Redevelopment Agency; therefore, there is no fiscal impact, as it is merely rearranging the way in which
the funds are utilized.
Ms. Mackle indicated she was available to answer questions, as was Brigitte Moran.
Member Heller inquired whether the accounting and all of the technical details would remain in-house.
Responding, Ms. Mackle explained that as had been done previously, the contractor would have a
Quicken Spreadsheet detailing all of the expenses, submitting a final report on the expenditures at the
end of the year. She indicated that the City would collect the revenues.
Member Miller moved and Member Phillips seconded, to adopt the Resolution.

DIRECTOR TO EXECUTE A PROFESSIONAL SERVICES
