ORAL COMMUNICATIONS OF AN URGENCY NATURE: House Joint Resolution #20: - File 9-1 8:24 PM Kris Recend, 480 South Cloverdale Blvd., Cloverdale, California 95425 addressed the issue of amending House Joint Resolution #20. She indicated that current municipality deficits could be attributed to the conflict in Iraq and consequent decrease in federal grants. She sought Council's support for this effort. John Jenkel, Greighton, California, distributed copies of a petition and urged the City Council to support efforts to end the strike first policy. Councilmember Phillips moved and Councilmember Miller seconded, to approve the Consent Calendar as follows: ITEM 2. Approval of Minutes of Regular Meeting of Monday, October 6, 2003 (CC) 3. PRESENTATION OF RESOLUTION OF APPRECIATION TO JIM FORSYTHE, PUBLIC WORKS SUPERVISOR, STREET MAINTENANCE, IN RECOGNITION OF HIS RECENT LIFESAVING EFFORTS (PW) — FILE 102 x 9-3-40 Mayor Boro thanked Jim Forsythe for being present and for bringing his wife and one-month old baby. He indicated the Resolution of Appreciation was in recognition of Mr. Forsythe's recent lifesaving efforts. Quoting from the Resolution, Mayor Boro stated that on August 24, 2003, Mr. Forsythe initiated cardiopulmonary resuscitation, which later proved to be responsible for saving the life of another human being. Explaining, he stated that while attending church services, Mr. Forsythe was informed of a medical emergency in the back of the church. A Mr. Gordon Ashdown had collapsed with no detectable pulse, and utilizing his skills from training with the City as a member of Urban Search and Rescue, Mr. Forsythe was responsible for saving this individual's life. Mayor Boro stated that Mr. Ashdown was very grateful, as was the City Council, and on behalf of all, he congratulated and thanked Mr. Forsythe. Expressing thanks, Mr. Forsythe stated he was assisted by the Pastor's Wife, Martha, and subsequently the San Rafael Fire Department who kept Mr. Ashdown alive while transporting him to the hospital. 13. PRESENTATION OF HELEN PUTNAM AWARD TO SAN RAFAEL POLICE DEPARTMENT AND POLICE OFFICER JOEL FAY (CM) — FILE 9-3-30 Chris McKenzie, Executive Director, League of California Cities, joined by Amy O'Gorman, Regional Representative, stated he was present to recognize a program in the City of San Rafael. He explained that the Helen Putman Award for Excellence recognizes innovation in outstanding city programs that enhance the quality of life in cities in California. He reported that Helen Putman (deceased) was a former Mayor of the City of Petaluma. She left her mark on the State of California and this is the reason the award is so named. Mr. McKenzie stated that the City of San Rafael's Mental Health Liaison Program is exemplary; it deserves much recognition and he was very impressed by it. Under the leadership of Police Officer Joel Fay, Mr. McKenzie stated that the Mental Health Liaison Program had resulted in a partnership among Law Enforcement, Social Services and the Justice system, that shifts the focus from arrest to treatment. Geared towards helping the homeless mentally ill reintegrate into the community, Mr. McKenzie indicated the Mental Health Liaison Program had lowered the number of repeated arrests for nuisance crimes and panhandling. This had allowed police to focus on more serious crimes and had significantly reduced crime and the cost associated with incarceration. Indicating that the program currently serves as a model, Mr. McKenzie stated it had been replicated in Stanislaus, Shasta and Contra Costa counties, and as a resident of Sacramento, he indicated he would talk to the Mayor and City Manager of that city about this great program. Mr. McKenzie stated that many cities face the same challenges that San Rafael had dealt with very successfully. On behalf of the League of California Cities, Mr. McKenzie stated it was his great pleasure to present the 2003 Helen Putnam Award for Excellence in the category of Public Safety to the City of San Rafael for their Mental Health Liaison Program, thanking the City for all the excellent work in this area. He presented the plaque to Police Officer Joel Fay, congratulating and thanking him for his leadership. Mr. McKenzie also acknowledged the presence of Police Chief Michael Cronin. Mayor Boro reported having been present on several occasions when Police Officer Joel Fay received awards, noting he had been recognized locally, statewide and nationally for his wonderful work. He also noted that Police Chief Michael Cronin in his prior capacity and in his role as Police Chief had supported Joel tremendously. Mayor Boro stated that Joel had made a real difference in the City of San Rafael, helping individuals get their lives together, and for this everyone was very thankful. Police Officer Joel Fay expressed thanks, stating that he had been given the opportunity to do the work he loves, and as he had indicated previously, there were not many cities that would have allowed this program to begin. He believed the list of those replicating the program was outdated as there were a number of others included now. Joel stated it was a pleasure to work for the City of San Rafael and to be able to do this type of innovative work. He reported having received a telephone call tonight from the Attorney General's Office in connection with an all zones meeting of Police Chiefs and Sheriffs from all over the State to seek innovative programs in dealing with the mentally ill. The caller indicated that San Rafael's name kept coming up. Police Chief Cronin stated this really was an indication of how far Joel's influence had reached and he hoped that many more agencies would adopt this type of program. He also hoped they would be fortunate enough to work for a Council, City Manager and City that supported these types of programs. COUNCILMEMBER REPORTS: 14 None. There being no further business, the City Council meeting was adjourned at 8:35 p.m. Mayor Boro invited everyone to join him and the City Council for refreshments in the lobby in honor of Jim Forsythe, Police Officer Joel Fay and the San Rafael Police Department.
