Approval of Minutes of Regular Meeting of Monday, Minutes approved as submitted. March 17, 2003 (AS) 2. Monthly Investment Report for Month Ending February, Accepted Monthly Investment Report 2003 (MS) —File R-123 for month ending February, 2003, as presented. REPORT ON BID OPENING AND RESOLUTION AWARDING CONTRACT TO DJA CONSTRUCTION CO., INC. IN THE AMOUNT OF $6,098,000.00 RE THIRD & "C" STREET PARKING STRUCTURE, PROJECT NO. 10707 (BID OPENING HELD ON FRIDAY, MARCH 21, 2003) (PW) — FILE (SRCC) 4-1-557 x R-140#8 x R-430 Interim Assistant Executive Director (Public Works) Andrew Preston reported that the bid opening for this project took place on March 21, 2003. From six bidders, the low bid was received from Dennis J. Amoroso Construction Co., Inc., in the amount of $6,098,000, with the Engineer's Estimate at $6,620,541. Mr. Preston explained that Dennis J. Amoroso is a local San Rafael contractor, having offices on Fifth Avenue. Having requested references and experience from the contractor, staff found these satisfactory. Mr. Preston stated that the total fiscal impact of this project, including the soft costs, design, property acquisition, construction costs, construction management, etc., is $9.3 million. The funding comprises SRRA MINUTES (Regular) 04/07/2003 Page 1 SRRA MINUTES (Regular) 04/07/2003 Page 2 $2.6 million from Redevelopment Agency funds and the remainder, $6.7 million, from the recently sold parking bonds. Mr. Preston stated it was staff's recommendation that the project be awarded to Dennis J. Amoroso Construction Company, Inc. With regard to the Engineer's Estimate of $6.6 million and the low bid of $6.1 million, Member Phillips requested confirmation that the contractor had not omitted anything. Mr. Preston reported that staff checked and everything was included in the bid. He explained that the bidding environment at the moment is very competitive and Dennis J. Amoroso was extremely diligent and keen to obtain a job on his own doorstep. As most of his projects are either in Southern California or the East Bay, he pursued this local job with vigor. Should everything proceed as planned, Member Heller inquired as to when this project would begin. Mr. Preston stated that if the contract were awarded this evening, within three days, staff would write to the contractor requesting his bonds , insurance and three signed agreements, and the contractor would have seven days to return this material. Subsequent to a pre -construction meeting and time to obtain materials, etc., Mr. Preston predicted the work would commence within four to six weeks from this evening. Member Phillips moved and Member Heller seconded, to adopt the resolution. RESOLUTION NO. 2003-10 — RESOLUTION AWARDING THE CONTRACT FOR "THIRD AND C STREET PARKING STRUCTURE" PROJECT NO. 10707, TO DENNIS J. AMOROSO CONSTRUCTION COMPANY, INC., IN THE AMOUNT OF $6,098,000.00 (Lowest responsible bidder) AYES: MEMBERS: Heller, Miller, Phillips and Chairman Boro NOES: MEMBERS: None ABSENT: MEMBERS: Cohen AGENCY MEMBER REPORTS: 4. Farmers' Market: - File R-181 x R-447 (Verbal) Economic Development Director Nancy Mackle issued a reminder that the Farmers' Market season commences on Thursday, April 10, 2003. Chairman Boro thanked Ms. Mackle and her staff for their work in getting the Parking Garage to the point where construction could commence.
