Miller, Member Absent: None ORAL COMMUNICATIONS OF AN URGENCY NATURE: 8:20 PM None CONSENT CALENDAR: Member Miller moved and Member Cohen seconded, to approve the following Consent Calendar items: ITEM Approval of Minutes of Regular Meeting of Monday, October 6, 2003 (AS) 2. Unapproved Minutes of Citizens Advisory Committee Meeting of Thursday, October 2, 2003 (RA) — File R-140 IVB RECOMMENDED ACTION Minutes approved as submitted. Accepted report. CONSIDERATION OF RESOLUTION APPROVING A THREE HUNDRED AND SIXTY THOUSAND DOLLAR GRANT AGREEMENT TO BUCKELEW COMMUNITY HOUSING DEVELOPMENT ORGANIZATION, INC. (1103 LINCOLN AVENUE) (RA) — FILE R-455 x R-173 Economic Development Coordinator Stephanie Lovette stated the Redevelopment Agency was being requested to provide a grant to Buckelew Community Housing Corporation to acquire a property at 1103 Lincoln Avenue. She explained this property is eighty years old, is not in very good condition presently and Buckelew would be spending a substantial amount of money to renovate it and move their clients in. It is not a group home, rather inexpensive, supportive housing for people with mental illness who live independently in the community and are presently paying a tremendous amount of their Social Security income for rent. Ms. Lovette stated the Redevelopment Agency would be required to contribute $30,000 per unit - $5,000 more than usual; however, due to the size of the units and the fact that the property is SRRA MINUTES (Regular) 10/20/2003 Page 1 SRRA MINUTES (Regular) 10/20/2003 Page 2 downtown, she believed it to be a great project for Buckelew and the extra $5,000 per unit is very worthwhile. Ms. Lovette indicated that Jay Zlotnick from Buckelew was present should there be questions. Jay Zlotnick, Buckelew Community Housing Development Organization, explained this would be housing for twelve Marin County adults who now live independently; however, are paying more than necessary for rent. He indicated it was not a treatment program as they would be receiving any necessary treatment offsite, and the property was ideally located downtown near transportation and shopping. Mr. Zlotnick stated they were looking forward to occupancy as soon as possible. Councilmember Cohen moved and Councilmember Phillips seconded, to adopt the Resolution. RESOLUTION NO. 2003-22 — RESOLUTION APPROVING A THREE HUNDRED AND SIXTY THOUSAND DOLLAR GRANT AGREEMENT TO BUCKELEW COMMUNITY HOUSING DEVELOPMENT ORGANIZATION, INC. (1103 LINCOLN AVENUE) AYES: MEMBERS: Cohen, Heller, Miller, Phillips and Chairman Boro NOES: MEMBERS: None ABSENT: MEMBERS: None Reporting on a discussion he and Stephanie Lovette had this afternoon regarding the property's ability to count towards the City's contribution to affordable housing, Chairman Boro stated that apparently, since this is not new construction, it does not count. He indicated that through Executive Director Gould, the City was working on a committee with the League of California Cities in an effort to secure some changes to the ground rules because in a sense, this is new housing as it is not available to low income people at this point. Chairman Boro indicated staff would pursue this, together with the dorms at Dominican University. AGENCY MEMBER REPORTS: 4.
