Miller, Councilmember Absent: None 1. a) RESOLUTION DECLARING CANVASS OF RETURNS AND RESULTS OF CONSOLIDATED GENERAL MUNICIPAL ELECTION HELD ON NOVEMBER 4, 2003 (CC) — FILE 9-4 x 9-4.1 x 9-3-14 x 9-3-16 x 9-2-1 x 9-1 The following were re-elected: Albert J. Boro re-elected as Mayor for a full term of 4 years. Paul M. Cohen and Gary O. Phillips re-elected as members of the City Council for a full term of 4 years each. Gary T. Ragghianti re-elected as City Attorney (part-time) for a full term of 4 years. Jeanne M. Leoncini re-elected as City Clerk/Assessor for a full term of 4 years. The following assumed office by Operation of Law for full term of four years each on the San Rafael Board of Education: Jenny Callaway, Board of Education Trustee, for a full term of 4 years. Norman C. Hering, Board of Education Trustee, for a full term of 4 years. Greg Knell, Board of Education Trustee, for a full term of 4 years. Councilmember Cohen moved and Councilmember Phillips seconded, to adopt the Resolution. Leoncini. City Clerk Jeanne Leoncini then administered the Oath of Office to re-elected Mayor Albert J. Boro, re-elected Councilmembers Paul M. Cohen and Gary O. SAN RAFAEL FIRE DEPARTMENT RESOLUTIONS OF APPRECIATION (FD) — FILE 9-3-31 x 102 Councilmember Miller moved and Councilmember Heller seconded, to adopt the following Resolutions: RESOLUTION NO. 11447 — RESOLUTION OF APPRECIATION TO BRAIN WATERBURY, DIVISION CHIEF, SAN RAFAEL FIRE DEPARTMENT RESOLUTION NO. 11448 — RESOLUTION OF APPRECIATION TO JEFFREY ROWAN, CAPTAIN/PARAMEDIC, SAN RAFAEL FIRE DEPARTMENT RESOLUTION NO. 11449 — RESOLUTION OF APPRECIATION TO GREGORY GEIDE, ENGINEER, SAN RAFAEL FIRE DEPARTMENT RESOLUTION NO. 11450 — RESOLUTION OF APPRECIATION TO WILLIAM CAIN, FIREFIGHTER/PARAMEDIC, SAN RAFAEL FIRE DEPARTMENT RESOLUTION NO. 11451 — RESOLUTION OF APPRECIATION TO ERIC MACAUSLAND, FIREFIGHTER/PARAMADIC, SAN RAFAEL FIRE DEPARTMENT RESOLUTION NO. 11452 — RESOLUTION OF APPRECIATION TO STEVEN DAVIS, CAPTAIN, SAN RAFAEL FIRE DEPARTMENT RESOLUTION NO. 11453 — RESOLUTION OF APPRECIATION TO JEFFREY BUSCHER, CAPTAIN, SAN RAFAEL FIRE DEPARTMENT RESOLUTION NO. 11454 — RESOLUTION OF APPRECIATION TO MICHAEL ANGELI, DIVISION CHIEF, SAN RAFAEL FIRE DEPARTMENT RESOLUTION NO. 11455 — RESOLUTION OF APPRECIATION TO MERRITT HEWITT, DIVISION CHIEF, SAN RAFAEL FIRE DEPARTMENT RESOLUTION NO. 11456 — RESOLUTION OF APPRECIATION TO SAN RAFAEL FIREFIGHTERS ASSOCIATION AYES: COUNCILMEMBERS: Cohen, Heller, Miller, Phillips and Mayor Boro NOES: COUNCILMEMBERS: None ABSENT: COUNCILMEMBERS: None Prior to making a PowerPoint presentation on the San Rafael Fire Department's participation in fighting the recent fires in Southern California, Division Chief Brian Waterbury stated it had been his great honor to lead five fire engines from Marin County to Southern California on October 25, 2003. He reported that in his thirty years of experience, these were the worse fire conditions he had ever encountered, and indicated that the personnel from all the Marin County Fire Departments did an excellent job. 3. PRESENTATION OF RESOLUTIONS OF APPRECIATION TO SAN RAFAEL FIRE PERSONNEL (FD) — FILE 9-3-31 x 102 Before presenting the Resolutions of Appreciation to the Fire Department personnel, Mayor Boro congratulated Councilmembers Cohen and Phillips, City Attorney Gary Ragghianti and City Clerk Jeanne Leoncini for their great efforts, indicating he looked forward to another four years. Mayor Boro welcomed Councilmember Pat Eklund, Novato City Council, Councilmember-elect Judy Arnold and Dr. Laura Alvarenga, Superintendent, San Rafael City Schools. He also congratulated the three Board of Education Trustees and looked forward to continuing to work very closely with both School Districts. SRCC MINUTES (Special) 12/01/2003 Page 2 SRCC MINUTES (Special) 12/01/2003 Page 3 Mayor Boro stated he spoke with Fire Chief Marcucci concerning recognizing the personnel who went to Southern California, on the basis that this probably was the worst fire in the history of the State of California. He reported that he and Councilmember Phillips represented the City, together with Division Chief, Brian Waterbury, at the memorial service for Firefighter Steven Rucker, and noted how it highlighted the work the men and women in the Department do and the jeopardy they are in. Mayor Boro stated that Fire Chief Marcucci pointed out this was not the first time San Rafael Firefighters had gone on a Strike Team, nor would it be the last. Mayor Boro presented Resolutions of Appreciation to the following Fire Department personnel who participated in the efforts in Southern California, thanking and congratulating them. Brian Waterbury, Division Chief Jeffrey Rowan, Captain/Paramedic Gregory Geide, Engineer William Cain, Firefighter/Paramedic Eric MacAusland, Firefighter/Paramedic Steven Davis, Captain Jeffrey Buscher, Captain Mayor Boro acknowledged and thanked all firefighters who had been involved in similar efforts in the past, together with symbolic thanks to all the men and women in the Fire Department. On behalf of the San Rafael Firefighters Association, he presented a Resolution to Appreciation to Ken Martin, President. Mayor Boro also presented Resolutions of Appreciation to Division Chiefs, Merritt Hewitt and Michael Angeli for their past efforts in similar situations. On behalf of the San Rafael Fire Department, Division Chief Brian Waterbury presented Mayor Boro with a framed picture of Engine 52 fighting the fire on Devore Heights. There being no further business, the meeting was adjourned at 7:25 PM to a reception in the lobby at City Hall. JEANNE M.
