Resolution Authorizing the Filing of an Application for Federal Surface Transportation Program Funding for "Fourth Street Rehabilitation," Committing the Necessary Non - Federal Match for the Project, Stating the Assurance of the City of San Rafael to Complete the Project and Authorizing the Director of Public Works to Execute all Applications and Agreements (PW) — File 11-15 x 11-1 x 9-3-40 SRCC Minutes (Regular) 08/02/2004 Page 3 RESOLUTION NO. 11615 — RESOLUTION AUTHORIZING THE MAYOR TO EXECUTE AN AGREEMENT BETWEEN THE CITY AND STAN URBAN REGARDING FUTURE PROCEEDINGS FOR ANNEXATION OF REAL PROPERTY AT 178 MAIN DRIVE, APN 186-042-02, TO THE CITY OF SAN RAFAEL RESOLUTION NO. 11616 — RESOLUTION AUTHORIZING THE FILING OF AN APPLICATION FOR FEDERAL SURFACE TRANSPORTATION PROGRAM FUNDING FOR "FOURTH STREET REHABILITATION" AND COMMITTING THE NECESSARY NON-FEDERAL MATCH FOR THE PROJECT AND STATING THE ASSURANCE OF THE CITY OF SAN RAFAEL TO COMPLETE THE PROJECT AND AUTHORIZING THE DIRECTOR OF PUBLIC WORKS TO EXECUTE ALL APPLICATIONS AND AGREEMENTS AYES: COUNCILMEMBERS: Heller, Miller, Phillips and Mayor Boro NOES: COUNCILMEMBERS: None ABSENT: COUNCILMEMBERS: Cohen SPECIAL PRESENTATION: PRESENTATION OF RESOLUTION OF APPRECIATION TO VAUGHN STRATFORD, RETIRING LIBRARY DIRECTOR (CM) — FILE 102 x 9-3-61 Mayor Boro stated the Resolution of Appreciation discussed Vaughn Stratford's many great years of service to the City of San Rafael as Library Director, including founding and working on MARINet, the first department head to introduce computers in the City of San Rafael, video, movie, CD collection, etc. While the space was very small, Mayor Boro stated the library was very active, with the community utilizing the resources "to the max", a lot of which was due to Vaughn and his leadership. He noted a reception would be held to honor Vaughn on Thursday evening, August 5, 2004, at the library. On behalf of the City Council, Mayor Boro presented the Resolution of Appreciation to Mr. Stratford, thanking him and wishing him great luck and success in his retirement. Expressing thanks, Library Director Vaughn Stratford complimented the library staff on making the library what it is today. Recognizing Mr. Stratford's typical graciousness and acknowledging he was not alone in his efforts, Mayor Boro stated tonight and Thursday night were to thank him specifically for his great contribution. CITY MANAGER'S REPORT: 13. None. COUNCILMEMBER REPORTS: 14. League of California Cities: 9-11-1 x 9-1 x 8-5 Councilmember Heller stated she attended the League of California Cities meeting in Monterey last week and reported that Governor Schwarzenegger was in attendance to celebrate the signing of the budget. She believed language was being written to protect Redevelopment Agency money, and noted Proposition 1A (Local Government Revenue Protection Package) would be on the November ballot, requiring a simple majority.
