PRESENTATION OF RESOLUTION OF APPRECIATION TO WILLIAM (BRIAN) SHERIDAN, BUILDING INSPECTOR II, EMPLOYEE OF THE QUARTER ENDING SEPTEMBER, 2004 (CD) — FILE 102 x 9-3-85 For the benefit of the audience, Mayor Boro explained that each quarter City of San Rafael employees select an Employee of the Quarter, and Brian Sheridan, Building and Safety Inspector, who had worked for the City since 1999, was chosen for the quarter ending September, 2004. He reported that Brian was recognized by his fellow employees at Noon today in the lobby at City Hall. Mayor Boro stated the many things Brian had done for the City were noted at the earlier presentation and were also addressed in the Resolution of Appreciation. From the reception he received from his fellow employees, Mayor Boro stated it was obvious Brian was extremely well liked and is a very productive member of the community. He noted Brian was very gracious in thanking those with whom he works for his success, pointing out that he could not do it all alone. Mayor Boro confirmed that Brian received a $100 bill earlier and he would be a candidate for Employee of the Year when the chosen employee would receive 5 x $100 bills. Noting the Resolution of Appreciation addressed a lot of what Brian had done, Mayor Boro specifically referred to the paragraph which stated "Brian provided the `Extra Measure' by saving the City several thousands of dollars in the recent remodel of the Third Floor of City Hall. Knowing of the City's budget shortfall, Brain called forth his experience as a painting contractor by volunteering to lead staff in painting the new construction during evenings, weekends and holidays, providing exceptional leadership and painstaking quality control, resulting in an upgrade to public meeting facilities and staff workspace of which we are very proud." Mayor Boro stated the City Council congratulated and thanked Brian on behalf of his fellow employees and the citizens of the City of San Rafael for the great work he had done. Expressing gratitude, Brian Sheridan stated it was extremely satisfying to receive this from fellow employees; however, as he mentioned earlier, it was a team effort. He stated the award represented the Third Floor employees and it was great to have such great people to work with. PRESENTATION OF RESOLUTION OF APPRECIATION TO JESUS ANGUTANO FOR ACTS OF HEROISM IN PULLING A PERSON FROM A BURNING CAR AND ATTEMPTING THE RESCUE OF A SECOND PERSON (FD) — FILE 102 x 9-3-30 x 9-3-31 Introducing Jesus Anguiano to the City Council and members of the audience, Mayor Boro stated this was a very special Resolution of Appreciation because of the tremendous act of public service he provided as an individual citizen in the City of San Rafael. Mayor Boro stated the Resolution talked about the fact that San Rafael Police and Firefighters on a regular basis appear and serve in emergency situations and take risk; however, on a night in August, 2004, at approximately 11:30 p.m. Jesus observed something happening from Highway 101. He left the highway and drove to 55 Bellam Boulevard where he saw citizens endangered in a burning car and took immediate action. Mayor Boro reported the Resolution also stated that with no regard to his own personal safety he approached the car, assisted one victim from it and returned to attempt to assist the second victim. It noted that the heat was unbearable, yet Mr. Anguiano continued to try to rescue the second victim. Stating this was a great act of heroism, Mayor Boro stated the City could not thank him enough for doing this on behalf of the individual he saved. The City Council was very grateful and pleased to have him present this evening to offer him the Resolution of Appreciation and their congratulations. Expressing thanks Mr. Anguiano stated it was nothing out of the ordinary, he "just answered the call." He introduced his son, Etienne and daughter Arianna, who accompanied him this evening. Mayor Boro presented City pins to Mr. Anguiano and his children. Fire Chief Bruce Martin, accompanied by Police Chief John Rohrbacher and representatives of the Police and Fire Departments, stated they really did appreciate his act that night. While he realized Mr. Anguiano believed it to be something ordinary, he assured him it was a rare and special event and they also wished to pass on their sincere thanks. He presented Mr. Anguiano with a Citizen Valor Award medal in appreciation. CITY MANAGER'S REPORT: 12 None. COUNCILMEMBER REPORTS: 13.
