Member Miller moved and Member Phillips seconded, to approve the following Consent Calendar item:

2. RESOLUTION APPROVING EXECUTION OF A $130,000 GRANT AGREEMENT WITH CANAL
COMMUNITY ALLIANCE FOR THE PURCHASE OF 153 NOVATO STREET (RA) —

Economic Development Coordinator Stephanie Lovette stated staff was pleased to present this
additional investment to be made by Canal Community Alliance (CCA) to assist with affordable housing.
She reported that this was the third fourplex purchased by them and when acquired, they would
maintain the rents at affordable levels for forty years, based on the grant agreement with the
Redevelopment Agency. With very few large units in the Canal (three bedrooms or over), Ms. Lovette
noted that all of these fourplexes had at least one three-bedroom unit. She reported that CCA does
most of the management, working with the tenants, etc. They are also part of the homeowners
association, which takes care of the exterior repairs, etc. on the complex.
Tom Wilson, CCA, expressed thanks and indicated he was available to answer questions.

Member Heller inquired as to the status of the funding.
Mr. Wilson reported that they had a loan commitment for the funding from the County.
Member Miller moved and Member Cohen seconded, to adopt the resolution.
RESOLUTION NO. 2004-02 - RESOLUTION APPROVING EXECUTION OF A ONE HUNDRED
AND THIRTY THOUSAND DOLLAR ($130,000) GRANT
AGREEMENT WITH CANAL COMMUNITY ALLIANCE FOR THE
