November 15, 2004 (AS) 2. Monthly Investment Reports for Months Ending September Accepted Monthly Investment Reports and October, 2004 (MS) —File R-123 for months ending September and October, 2004, as presented. 3. Mid -Year Budget Report for Fiscal Year 2004-2005 (MS) — RESOLUTION NO. 2004-20 — File R-103 x (SRCC) 8-5 RESOLUTION ADOPTING AMENDMENTS TO THE 2004-2005 BUDGET 4. Approve the Annual Report, including a Blight Progress and Approved Reports and forwarded to Agency Owned Property Reports, for the San Rafael City Council for Review and Approval. Public Hearinq — REVIEW THE CENTRAL SAN RAFAEL REDEVELOPMENT PLAN AND EVALUATE THE AGENCY'S PROGRESS ON IMPLEMENTATION ACTIVITIES PURSUANT TO THE AGENCY'S FIVE YEAR IMPLEMENTATION PLAN 2000/01 — 2004/05 (RA) — FILE R-140 XIX x (SRCC) 140 Chairman Boro declared the public hearing opened. Economic Development Director Nancy Mackle explained that the Redevelopment Agency is required to have a Five -Year Implementation Plan and during that five years, provide a status report. Indicating that the Eighteen -month review of Goals and Objectives approved earlier on the Consent Calendar was probably more meaningful, she stated this was an update on the two-year budget cycle and where the Agency was on those projects. There being no comment from the audience, Chairman Boro closed the public hearing. Member Heller moved and Member Phillips seconded, to accept the report. RESOLUTION AUTHORIZING A GRANT TO MARIN COMMUNITY CLINIC FOR CLINIC RELOCATION IN AN AMOUNT NOT TO EXCEED $100,000 (RA) — FILE R-461 Economic Development Coordinator Stephanie Lovette stated staff was pleased to be in a position to present this item. She explained that the Marin Community Clinic had been serving many of the residents in the Canal from their Greenbrae location and was now looking to open a facility in the Canal neighborhood. The $100,000 grant the Redevelopment Agency was giving to the Clinic would get them started on their fundraising. Ms. Lovette noted that at the commencement of fundraising everyone was waiting for the first person to write the check; therefore, staff decided it would be a good idea to have the Agency step up and demonstrate its commitment to this neighborhood and the Community Clinic. Ms. Lovette stated that Carol Patterson, Executive Director, Marin Community Clinic, was present and would like to address the Agency members. Carol Patterson, Executive Director, Marin Community Clinic, stated she was delighted to be present to hear of the "first shoe to drop" in the efforts of the clinic to establish a presence in the Canal neighborhood. In looking at their data, she stated they were aware that 4,300 patients out of 11,000 served last year lived in the Canal neighborhood and accounted for over 18,000 visits out of 45,000; therefore, there clearly was a need in the neighborhood and they were delighted to accept the grant and move forward with establishing a location. Chairman Boro thanked Ms. Patterson for presenting the Agency Board with a fact sheet. In their search for a facility, Member Heller inquired whether they were finding any possible locations. Chairman Boro stated the understanding was that this money would be used expressly for a clinic in the Canal and Ms. Patterson confirmed this. Member Miller moved and Member Cohen seconded, to adopt the Resolution. RESOLUTION NO. 2004-21 — RESOLUTION AUTHORIZING A GRANT TO MARIN COMMUNITY CLINIC FOR ACQUISITION AND/OR REHABILITATION OF A SITE IN THE CANAL NEIGHBORHOOD IN AN AMOUNT NOT TO EXCEED $100,000 AYES: MEMBERS: Cohen, Heller, Miller, Phillips and Chairman Boro NOES: MEMBERS: None ABSENT: MEMBERS: None AGENCY MEMBER REPORTS: 8. Downtown Events: - File R-181 x R-140#8 (verbal) Chairman Boro reported that approximately 5,000 people attended the Parade of Lights and Tree Lighting Ceremony on November 26, 2004, which was one of the highest turnouts.
