1. a) SAN RAFAEL REDEVELOPMENT AGENCY:
RESOLUTION APPROVING A LEASE BETWEEN THE SAN RAFAEL REDEVELOPMENT
AGENCY AND R.A.B. MOTORS, INC. FOR THE PROPERTY LOCATED AT RICE DRIVE AND
FRANCISCO BOULEVARD WEST (APN 013-041-44) PURSUANT TO HEALTH AND SAFETY
CODE SECTION 33433 (RA) — FILE R-460 x (SRCC) 2-10
Chairman Boro declared the public hearing opened.
Economic Development Director Nancy Mackle reported this had been presented previously to the
Redevelopment Agency Board and tonight's was a formal hearing before the City and Agency.
California Redevelopment Law requires that both the City and Agency approve the lease of the
property. She explained the property is located on Rice Drive, is currently part of the "adventure
track" area, and staff wished to formalize a lease to provide parking for a local auto dealership (R.A.B
Motors, highest bidder). Ms. Mackle indicated that the rent is $2,770 monthly and the Agency legal
counsel was assisting with finalizing the lease.
There being no comment from the audience, Chairman Boro closed the public hearing.
Member Miller moved and Member Heller seconded, to adopt the Resolution.
RESOLUTION NO. 2004-12 — RESOLUTION OF THE SAN RAFAEL
REDEVELOPMENT AGENCY APPROVING A LEASE
BETWEEN THE SAN RAFAEL REDEVELOPMENT
AGENCY AND R.A.B. MOTORS, INC. FOR THE

three one-year extensions)

2. a) SAN RAFAEL REDEVELOPMENT AGENCY:
RESOLUTION OF THE SAN RAFAEL REDEVELOPMENT AGENCY MAKING FINDINGS
REQUIRED BY HEALTH AND SAFETY CODE SECTION 33445 COMMITTING FUNDS FOR
CONSTRUCTION OF CERTAIN SCHOOL FACILITIES AT COLLEGE OF MARIN AND
AUTHORIZING THE ECONOMIC DEVELOPMENT DIRECTOR TO TRANSFER FUNDS TO THE
COLLEGE OF MARIN (RA) — FILE R-7 x R-140XV x (SRCC) 4-16-7

Economic Development Director Nancy Mackle reported that the College of Marin had been working
for many years to determine the best way to spend the 1999 Redevelopment Bond funds. She
indicated they held a lot of meetings on their campus among their faculty, together with several
meetings with outreach to the community, including members of the Canal community. Ms. Mackle
stated they had generated a list of projects staff believes fit very well, as they meet the needs and
provide services to Canal area residents and project area residents. This includes the ESL (English
as a Second Language) laboratory at the Marin Conservation Corps, a high-tech language laboratory
on their campus, Information Literacy Center on their campus, Library and ADA improvements to the
science building. Ms. Mackle stated this totaled $368,988 and indicating that the Redevelopment
Agency was required to hold this hearing, she reported the school had already held their hearing at
the College of Marin.
Member Miller requested confirmation that the classrooms at the Marin Conservation Corps were not
just for the Corps, rather for the entire neighborhood, noting it was placed out there for the sake of
the neighborhood. Ms. Mackle confirmed this to be correct.
Bonnie Borenstein, Ph.D, Dean of Humanities in Instructional Technology, College of Marin, stated
that with this money they proposed to help renovate some space at Marin Conservation Corps to
create extra classrooms. As indicated by Member Miller, she reported they had previously been
holding some classes at County offices in the Canal; however, the County moved to Smith Ranch
Road, leaving them without a place. She stated they had been offering some classes at Marin
Conservation Corps; however, were limited because of space, and they hoped to use these funds to
renovate space there to build an extra classroom and another computer laboratory.
Dr. Borenstein indicated they also expected to build two high-tech laboratories on the campus at
Kentfield:
1) For the ESL programs and modern languages programs, both of which would use the
laboratory collaboratively. They have had native speakers of various languages meet
students learning to speak those languages, and this would now be done in the laboratory;
2) A Resource Laboratory and Library to help all students with information literacy skills.
Dr. Borenstein stated the remaining funds would be used to offset some of their costs of capital
improvements to the Science Center, which needs to be brought up to ADA requirements.

Mayor Boro declared the public hearing opened.
Economic Development Director Nancy Mackle reported that Bonnie Borenstein and her College of
Marin staff had been an absolute pleasure to work with, being communicative with Agency staff and
conducting outreach in the community more than once to ensure they were meeting the needs.
There being no comment from the audience, Mayor Boro closed the public hearing.
Councilmember Cohen moved and Councilmember Miller seconded, to adopt the Resolution.
