HomeMy WebLinkAboutPW Master Services Agreement; Task Order No. 81 OBAG PDA Grant PreparationCity of San Rafael MASTER CONSULTANT SERVICES AGREEMENT DATED FEBRUARY 13, 2020 WITH PARISI TRANSPORTATION CONSULTING TASK ORDER NO. 81 Transportation Discipline Project title: OBAG PDA Grant Preparation Contract Amount: $14,410 THIS TASK ORDER is entered into on (/ 2021:gbetween the City of San Rafael, a municipal corporation ("City"), and Parisi T nsportation Consulting, a corporation authorized to do business in California, ("Consultant"). RECITALS A. The City and Consultant have entered into a Master Consultant Services Agreement ("Agreement") dated February 13, 2020 under which Consultant has agreed to perform certain professional consulting services for the City; and B. Pursuant to the terms of the Agreement, the City wishes Consultant to perform certain tasks as set forth in this Task Order, which constitute the Project; NOW, THEREFORE, City and Consultant agree as follows: AGREEMENT 1. Scope_ of services. Consultant shall provide any and all of the services set forth in Exhibit A of this Task Order, dated July 6, 2022, as directed by the City. David Parisi shall be the Project Manager for Consultant for this Task Order. Additional professional services may be performed by other Consultant staff with prior notice and approval by City. a. City's duties. The City will: (1) Detennine the scope of services, as set forth in Exhibit A. (2) Make available the project plans and specifications and other City data related to the project, including full information as to the City's requirements. (3) Designate Lauren Davini as the person at the City responsible for monitoring perfonnance under this Task Order. b. Consultant duties. The Consultant will: (1) Provide and perform tasks identified in Exhibit A, Scope of Services. (2) Provide miscellaneous consulting and other services related to the Project and not stipulated elsewhere in this Task Order, when requested by the City in writing. A Task Order Amendment is required if these additional services cannot be perfonned within the Rev. May 2021 City of San Rafael Master Consultant Services Agreement Task Order Task Order budget. 2. Date of completion: Work hours estimate, Cost estimate and budget; Fee schedule. With regard to each project given to Consultant that is subject to this Task Order, the time of completion, work hours estimate, cost estimate and budget and fee schedule are set forth in Exhibit A to this Task Order. Autliorization to proceed. The City will give Consultant authorization to proceed with the work specified in this Task Order only after Consultant submits updated insurance certificates and endorsements, in accordance with Section 10 of the Agreement. 4. Master Agreement terms: Conflicts. Except as expressly otherwise provided herein, all ten -ns of the Agreement shall apply to Consultant in the performance of work pursuant to this Task Order. If there is a conflict between this Task Order and the Agreement, this Task Order shall control. 4. Amendment of Task Order: Conflicts. Except as provided in Section 1(b)(2) above, this Task Order may not be modified except by an Amended Task Order executed and approved in the same manner as the Task Order. 5. Signatures. May 2021 7/6/2022 Attachment A Scope of Services Preparation of OBAG3 Program Grant Applications Parisi Transportation Consulting (Parisi) will prepare and submit two OBAG3 (One Bay Area Grant Cycle 3) grant applications to the Transportation Authority of Marin (TAM). The work will include coordination with the City of San Rafael to ensure that all grant elements are addressed and included in the applications (Project or Projects). The scope of work is as follows: Parisi's work in the preparation of the grant application will include the following tasks: • Develop understanding of OBAG3 guidelines and requirements • Project scope development o Work with City of San Rafael to define and refine the scope of work the Projects, which are understood to be applications to prepare Specific/Precise Plans for the SE San Rafael/Canal PDA and for the North San Rafael/Northgate PDA. o Identification and development of project geographic definition, phases, schedules, budgets • Collate documentation of all previous existing plan work that supports the Project ■ If required as part of PDA Planning Grant applications, assist in scheduling and attend local BPAC meeting prior to July 27th grant application deadline to ensure that MTC Complete Streets Checklist requirement is met as part of grant submission. BPAC meeting minutes may need to be attached as part of grant application and should include discussion of OBAG3 Project application and BPAC's review and comments on Project. • As part of the Project application, Parisi will: o Ensure the Project meets federal performance measures o Describes how Project support Plan Bay Area 2050 strategies and/or implementation plan o Ensures that Project application aligns with regional plans and policies o Meets "Regional Growth Geographies" strategy(ies) o Review and indicate if Project is located within an "Equity Priority Community" o Review and indicate if Project is within a "Local Housing Policies" area that supports affordable housing o Review and include all relevant community support for the Project and indicate if it is located within an historically underserved community per MTC definitions o Describe Project readiness, including right-of-way and environmental status as well as any Caltrans approval and documentation if a portion of the Project is within Caltrans right -of way o Develop Project timeline and deliverability schedule with City of San Rafael to ensure 1/31/27 Project obligation deadline o Complete and include MTC's Complete Streets Checklist as part of the Project application requirements Attachment B Schedule and Estimate Preparation of OBAG3 Program Grant Applications Parisi Transportation Consulting (Parisi) will complete the tasks described in Attachment A in accordance with the following schedule: Y Parisi will provide a draft of the application to City of San Rafael no later than July 22, 2022 for review and input prior to submission to TAM • Parisi will submit the final application to TAM no later than July 27, 2022 Parisi's work hour and cost estimate is as follows: Staff Hourly Rate Hours Totals Principal Consultant $300.00 8 $2,400 Consultant $150.00 24 $3,600 Associate Consultant $120.00 68 $8,160 LaborTotal Expenses Totals $14,160 $250 $14,410 Attachment C Fee Schedule Preparation of OBAG3 Program Grant Applications TRRkSPORTATIOA [91r WING HOURLY SERVICE RATS FOR PROFESSIONAL SERVICES January 1, 2022 - December- 31, 2022 Principal Consultant $250.00 - $310.00 Managing Consultant $200.00 - $250.00 Senior Consultant $160.00 - $200.00 Consultant $125.00 - $160.00 Associate Consultant $100.00 - $130.00 Technician $95.00 - $110.00 Notes: Hourly service rates are effective through December 31, 2022.
