Leoncini, Agency Secretary CLOSED SESSION — CONFERENCE ROOM 201 None ORAL COMMUNICATIONS OF AN URGENCY NATURE: None CONSENT CALENDAR: 8:16 PM Member Miller moved and Member Phillips seconded, to approve the following Consent Calendar items: ITEM RECOMMENDED ACTION Approval of Minutes of Regular Meeting of Monday, Minutes approved as submitted. December 5, 2005 (AS) 2. Monthly Investment Report For Month Ending November, Accepted Monthly Investment Report 2005 (MS) —File R-123 for month ending November 2005, as presented. 3. Unapproved Minutes of Citizens Advisory Committee Accepted report. APPROVAL OF ANNUAL REPORT, INCLUDING A BLIGHT PROGRESS, AND AGENCY OWNED PROPERTY REPORTS FOR THE SAN RAFAEL REDEVELOPMENT AGENCY AND FORWARD TO CITY COUNCIL FOR REVIEW AND APPROVAL (RA) — FILE R-62 x (SRCC) 8-18 x 8-9 Economic Development Coordinator Stephanie Lovette stated that the Redevelopment Agency is required annually to report to the legislative body, the City Council of the City of San Rafael, on Agency activities and finances. Indicating that the report included the Agency audit (unqualified audit), she explained that this was a preliminary audit, the final audit would be presented to the City Council on its completion. Noting a Blight Progress report, listing all of the activities the Agency had spent money on and how blight was being taken care of in the City, was included, Ms. Lovette stated that these were mostly Public Works and housing projects. Regarding the inclusion of a housing report, although not required, since the Agency was spending a lot of time on housing, she believed it would be interesting for Agency Members to see a lot of the work done this year. Ms. Lovette explained this had mostly been implementing the General Plan housing activities and the BMR (Below Market Rate) housing program, which had been very active this year with the 26 units at Redwood Village, and the 11 units at Capri Condos, currently for sale. Member Phillips moved and Member Heller seconded, to approve the reports and forward to the City Council for review and approval. ANNUAL MEETING: ELECTION OF VICE -CHAIR FOR THE REDEVELOPMENT AGENCY FOR YEAR 2006 (AS) — FILE R-58 X R-140 #8 x (SRCC) 9-1 Agency Member Cohen placed in nomination the name of Member Gary Phillips to serve as Vice -Chair of the San Rafael Redevelopment Agency for year 2006. Member Miller seconded the motion, and Member Phillips was elected Vice -Chair by acclamation for the year 2006. AGENCY MEMBER REPORTS: 6. None.
