12. PRESENTATION OF RESOLUTION OF APPRECIATION TO BOOK FUND COMMITTEE,
SAN RAFAEL PUBLIC LIBRARY (LIB) — FILE 102 x 9-3-61
Mayor Boro noted the City had gone through some strenuous financial times over the past year,
including cutting the library budget, amongst others, to the point where the library was unable to
acquire new books. The Book Fund Committee had stepped up to bat and raised a
considerable amount of money through private donations, fundraisers, book sales, and at the
Smith Rafael Theatre, through all types of events — nine over the past year. He stated this
support demonstrated how the community cared about the library. Mayor Boro thanked the
Book Fund Committee for reaching out to the community and in turn, having them give back.
On behalf of the City Council and all present he presented the Resolution of Appreciation to
representatives Ursula Davidson and Lionel Ashcroft.
Ursula Davidson stated it was a pleasure to step up to the plate and they had enjoyed working
with the Book Fund Committee. She indicated that it was a very grassroots organization that
helped them out and was quite an experience. She invited the members of the committee
present to stand in recognition.
Noting everyone worked hard, Lionel Ashcroft stated two things were easy — San Rafael and
books — and they loved them both.

13. PRESENTATION OF RESOLUTION OF APPRECIATION TO THE RECIPIENT OF THE
RICHARD P. O'BRIEN AND MARY FERRARIO O'BRIEN CITIZEN OF THE YEAR AWARD
(CD) — FILE 262 x 9-3-85 x 102
Inviting Mary O'Brien and her son Rick to the podium, Mayor Boro stated that each year
someone is acknowledged as the Citizen of the Year in memory of Richard P. O'Brien and Mary
Ferrario O'Brien, and tonight, he was happy to announce that this year's recipient was Mr.
Lionel Ashcroft.
Mayor Boro stated that he had known Lionel for a long time and there were so many good
things he could say about him, including what he had done as an individual, the way he had
brought history to life in the community, and recreating the past for children and adults.
From the Resolution of Appreciation, Mayor Boro quoted:
"The Richard P. O'Brien and Mary Ferrario O'Brien Citizen of the Year Award is
intended to acknowledge residents of San Rafael who, through their dedicated
and selfless efforts, have had a significant effect on the quality of life in their
community;
Lionel Ashcroft has been selected as the recipient of the Richard P. O'Brien
and Mary Ferrario O'Brien Citizen of the Year award due to his community
involvement and Lionel and his family have been residents of San Rafael for
forty years.
Lionel has devoted much of his life to research, documentation and sharing of
San Rafael's history as an author, teacher and storyteller and Lionel has been
a true friend and benefactor of the San Rafael Library, helping the Book Fund
Committee to offset budget reductions and headlining fundraisers, including
amazing impersonations of Andrew Carnegie.
Lionel has served as an active member of the Critical Facilities Committee to
prioritize safety facility improvements, but then supporting revenue
enhancements that would become the Measure `S" campaign, and Lionel's
community involvement has been characterized by his passion, humor,
intellectual curiosity and dedication to the community."
On behalf of the City Council and the City of San Rafael, Mayor Boro congratulated and
thanked Mr. Ashcroft and invited him and his family to the State of the City Dinner to be held on
April 7, 2006.
Lionel Ashcroft thanked the San Rafael City Council and Mary O'Brien and her family for
making this possible, and having spent 40 years in San Rafael, he stated he had come to love
the City. He indicated he always had great curiosity about who was in San Rafael before and
was anxious to tell people who was here in the past, whether or not they wanted to know. Mr.
Ashcroft stated that in his opinion, a city like San Rafael, which to him was the essence of the
American city, had a long history and had gone through several cultures, and all of these
elements combined to make it a very unique and special place. Mr. Ashcroft stated he was
proud to have been chosen Citizen of the Year, for which he expressed thanks; he also thanked
all his friends and supporters.
Being a native of San Rafael, Mary O'Brien stated she thought she knew a lot about the City;
however, having spent 70 years in San Rafael, she commented that Lionel proved her wrong.
She reported that her late husband, Dick O'Brien, enjoyed Lionel so very much at the Breakfast
Club and would go home and tell her his stories. Indicating that it was a sheer pleasure, she
congratulated Lionel Ashcroft.
CITY MANAGER'S REPORT:
14. Measure `S' Oversiaht Advisory Committee: - File 9-2-58 x 8-5
Interim City Manager Ken Nordhoff announced that the deadline for receipt of applications for
the Measure `S' Oversight Advisory Committee was being extended to 12 Noon, Tuesday,
March 28, 2006, and noted that as of today (3/20/06), ten applications had been received. He
requested an early meeting with the City Council on April 3, 2006 to conduct interviews. Mayor
Boro noted all applicants would be interviewed.
COUNCILMEMBER REPORTS:
15. a) Comcast/MTA Agreement: -File 4-13-101
Councilmember Miller reported that the Comcast/MTA agreement, received on Thursday

last, March 16, 2006, accomplished a great deal for the City and was far superior than
anything negotiated previously. He distributed copies of the PowerPoint presentation
relating to the Agreement and expressed thanks to Councilmember Dan Hillmer, Larkspur,
for his work over the past 9'/2 years.
Explaining that this was a franchise agreement between all of the cities in Marin, excluding
Novato, Mayor Boro thanked Councilmember Miller for his dedication and hard work on this
issue.
b) Public Employees Retirement & Health Care Reform Forum: - File 7-1-26 x 7-4 x 13-1
Hosted by Marin County Supervisors Cynthia Murray and Susan Adams, Councilmember
Heller reported that this forum, held Friday, March 17, 2006 in the City's Council Chamber,
was an introduction to some of the ways municipalities could look at healthcare and some
good and not so good ideas coming forward.
c) Marin County Transit District: - File 143
Councilmember Heller reported that today the short-range transit plan was passed, which
effectively, prepares local busses for operation in the County. She indicated that this would
be a slow and perhaps final parting of the ways with the Golden Gate Bridge, Highway and
Transportation District which had been running all transit in Marin County. Councilmember
Heller explained that with this partnership, the Golden Gate Bridge, Highway and
Transportation District would run busses for the Marin County Transit District, and while not
perfect, she believed things would become better on the transit level.
d) Governor's Infrastructure Plan and Bond Proposals: - File 9-1
Noting there would not be an infrastructure bond on the June ballot, and perhaps not in
November either, Councilmember Cohen believed this further strengthened the need to fix
Proposition 42. He explained that a few years back voters decided to take the sales tax on
the sale of gasoline and earmark it for roads. An emergency exemption was used by every
administration since the law was passed and this was the first year it was actually funded —
six years after its passage. He indicated that signature gathering was underway to qualify a
proposition on the November ballot to ensure the money went where the voters intended,
i.e., to fund transportation and local roads, and he urged all to sign the petition.
There being no further business, Mayor Boro adjourned the City Council meeting at 8:40 p.m.
