Present: Councilmember Bushey Councilmember Hill Councilmember Kertz Vice Mayor Llorens Gulati Mayor Kate Absent: None Also Present: City Manager Jim Schutz City Attorney Rob Epstein City Clerk Lindsay Lara Mayor Kate called the meeting to order at 7:00 p.m. and invited City Clerk Lindsay Lara to call the roll. All members of the City Council were present. Mayor Kate provided opening remarks, which included providing information on the Brown Act and public comment during Open Time, as well as, a land acknowledgement. City Clerk Lindsay Lara announced the process for Spanish interpretation for the evening. She informed the community that the in-person meeting would also be recorded and streamed live to YouTube and through Zoom, and members of the public would provide public comment either on the telephone or through Zoom. She explained the process for community participation on the telephone, through Zoom and in-person. 2 OPEN SESSION 1. None. CLOSED SESSION 2. None. City Manager and Councilmember Reports: City Manager Jim Schutz reported on: • COVID-19 reflections Assistant City Cristine Alilovich announced: • Policing in our Community meeting to be held on Wednesday, March 8 at 6 p.m. at Al Boro Community Center (and via Zoom) City Councilmember Reports: • Vice Mayor Llorens Gulati reported on two Marin County Council of Mayors and Councilmembers (MCCMC) meetings and the Marin Sanitary Service 75th Anniversary event. • Councilmember Hill reported on the BioMarin Rare Disease Day 2023 and the ad hoc green, microgrid policy makers group. • Councilmember Kertz reported on MWPA and Marin Catholic Charities meetings, as well as, a police department ride-along. • Councilmember Bushey reported on a Marin Transit meeting and a Library Foundation Board interview. • Mayor Kate reported on Transportation Authority of Marin and Federation of Neighborhoods meetings, the Marin Sanitary Service 75th Anniversary event, and a ribbon-cutting for Silverworks. Vice Mayor Llorens Gulati moved and Councilmember Kertz seconded to approve the Consent 3 Calendar. 4. Consent Calendar Items: a. Informational Report on Wildfire Prevention Efforts in the MWPA San Rafael Zone Informational Report on the Marin Wildfire Prevention Authority Work Plan Projects for the Fiscal Years 2022-23 and 2023-24 (FD) Fire Chief Darin White introduced Deputy Director of Emergency Management Quinn Gardner, Hazard Mitigation Coordinator Kate Anderson, and Defensible Space Program Manager Manny Albano who presented the Staff Report. Mark Brown, Executive Director of Marin Wildfire Prevention Authority provide comments. Staff responded to questions from Councilmembers. Mayor Kate invited public comment. Speakers: Al Vetere, Belle Cole, Dominican Black Canyon Neighborhood Association Firewise Committee (DBCNA), Lori Schifrin Staff responded to public comment. 4 Councilmembers provided comments. Councilmember Kertz moved and Councilmember Bushey seconded to accept the report. Camping at Albert Park Resolution Prohibiting Camping on Certain Public Property: Albert Park (CD/CA) Assistant Community Development Director Chris Hess presented the Staff Report in collaboration with Assistant City Attorney Genevieve Coyle. Staff responded to questions from Councilmembers. Mayor Kate invited public comment. Councilmember Bushey moved and Councilmember Hill seconded to adopt the resolution as presented, with the omission of the last whereas paragraph and the paragraph numbered 2.
