3. PRESENTATION OF RESOLUTION OF APPRECIATION TO ROB SIMON FOR HIS YEARS OF
SERVICE ON THE CITIZENS ADVISORY COMMITTEE ON REDEVELOPMENT (RA) —

Chairman Boro introduced Rob Simon and stated the Resolution of Appreciation indicated that he had
faithfully served on the Citizens Advisory Committee on Redevelopment (CAC) for over 15 years,
providing invaluable perspectives on Downtown and Canal neighborhood issues. Over the years, Rob
had made time for his CAC meetings in between his commitments to Ritter House and Canal Alliance,
his wonderful trips to exotic places and his most important priority, enjoying time spent with his family.
Quoting from the Resolution, Chairman Boro stated: "Rob is appreciated for his commitment to San
Rafael, for his subtle sense of humor, and because he's simply a one -of -a -kind guy" and on behalf of

the Agency Board and citizens of San Rafael, he congratulated and thanked Rob Simon, presenting
him with flowers.
Walking in the West End neighborhood a lot, Rob Simon stated those currently working there with the
Marin Municipal Water District were great. Indicating it had been a pleasure working with Nancy
Mackle and those on the CAC, he indicated he would remain involved.
AGENCY CONSIDERATION:
4. a) RESOLUTION AMENDING REDEVELOPMENT AGENCY BUDGET FOR FY 2006-2007; AND
b) RESOLUTION ADOPTING REDEVELOPMENT AGENCY BUDGET FOR FISCAL YEARS 2007-
2009 (FIN) — FILE R-103 x (SRCC) 8-5
Finance Director Cindy Mosser stated she was presenting the Agency's budgets for Fiscal Years 2007-
2008 and 2008-2009 and amendments to Fiscal Year 2006-2007 for approval and adoption. The
Agency's budget was consistent in revenues and expenditures as in past years.
Ms. Mosser reported that on June 20, 2007, the Agency's estimated budgets were presented to the
Agency Board. Concerning the two New Service Requests, funds were included to increase the Events
Coordinator position by .25 FTE to become full-time. A project was also set up for the twinkle lights.
With the update to the capital projects listing (Exhibit IV to the staff report), Ms. Mosser stated staff
estimated that expenditures would be $6.43 million for Fiscal Year 2007-2008 and $5.58 million for
Fiscal year 2008-2009.
Indicating that a revised budget was being presented for Fiscal Year 2006-2007, Ms. Mosser stated
that a few minor changes were made since the last update in February, 2007, including a revenue
adjustment for a CDBG grant and a personnel distribution change. These changes would adjust
expenditures to $5.53 million and revenues to $4.99 million.
Ms. Mosser stated the report was generated with the help of the Redevelopment Agency staff and
especially, with the help of Van Bach, Accounting Supervisor, and Carl Tregner, Accountant.

RESOLUTION NO. 2007-18 — RESOLUTION ADOPTING THE BUDGET FOR THE FISCAL
YEARS JULY 1, 2007 — JUNE 30, 2008 AND JULY 1, 2008 —
JUNE 30, 2009 PROVIDING FOR THE APPROPRIATIONS
AND EXPENDITURE OF ALL SUMS SET FORTH IN SAID
BUDGET (IN THE AMOUNTS OF $6,427,560 AND $5,583,144,
RESPECTIVELY)

Economic Development Director Nancy Macke presented the staff report and indicated Dennis Fisco
was in attendance should there be questions.
Member Phillips moved and Member Heller seconded, to adopt the Resolution.

takes place on Saturday, July 7, 2007 in downtown San Rafael, from 3:00 p.m. — 9:30 p.m.
There being no further business, the San Rafael Redevelopment Agency meeting was adjourned at 8:21 PM.
