a) Public Fundina of Political Campaigns: - File 9-1
Linda Donoahue, representing Marin Clean Elections, requested that the City Council consider bringing Clean
Election Campaign Reform to San Rafael and plan to agendize an item on this topic as soon as possible. She urged
the City Council to form a committee or put staff together to study this reform with the goal of enacting an ordinance
that would implement a pilot program for the upcoming 2009 election cycle. Ms. Donoghue explained that Clean
Elections was basically publicly financed campaigns. Participating candidates voluntarily reject all private campaign
money and agree not to spend their own money. In return, they receive publicly financed money that could run
effective campaigns. She noted the reasons people liked this approach:
1) It was non-partisan; 2) Candidates were not bought; and 3) The election focused on the issues. She stated it
had been found that clean elections reduced the frequency and influence of Independent Expenditures.
b) Canal Pedestrian Bridge: - File 9-1
Theo Posthuma commended the City Council on the 1580/Highway 101 overpass and wished them good luck with
the appointment of the Canalfront Advisory Committee. He indicated he was building a prototype of the sliding
contractual bridge which he hoped to present to the City Council sometime in the future.

The following item was removed from the Consent Calendar for discussion, at the request of Councilmember Heller:
6. REPORT AND RECOMMENDATION REGARDING "SAN RAFAEL CONNECTS" (CM) — FILE 277
Councilmember Heller believed this to have been an excellent program and the neighborhoods involved were
delighted. She attended the Dominican Neighborhood Association session and noted it was well done and the
community was very happy to see police and City staff people answering their questions. She was pleased
that it would be returning and particularly liked the fact that new staff would be rotated in and out. Noting the
captains did a nice job with their groups, she pointed out that one Team Captain did not appear to have as
much activity as the others.
Councilmember Heller moved and Councilmember Connolly seconded, to accept the report.
Mayor Boro thanked Mr. Nordhoff and the Managers for putting this great program to work and continuing it.
Mr. Nordhoff stated that as feedback was gained and the program refined staff would try to make it as effective
as possible for as many groups as could be reached.

SPECIAL PRESENTATION:
18. PRESENTATION OF RESOLUTIONS OF APPRECIATION TO VOLUNTEERS (CM) — FILE 102
Mayor Boro stated that for approximately ten years Libbv McQuiston had waged a war against litter in the City
of San Rafael, starting in her Loch Lomond neighborhood where she instigated and organized a very
successful recycling program that is alive and well in the marina today. She had expanded her efforts across
the City, serving as an inspiration behind the San Rafael Clean Campaign and acting as its Chair of Activities
and Special Projects, as well as participating in or coordinating national and monthly cleanup days in San
Rafael.
Continuing, Mayor Boro stated that Libby had personally distributed over 2,000 pocket ashtrays to smokers
and set up BUTTs OUT display/distribution centers and ash receptacles at several business locations in San
Rafael and she had adopted the Caltrans Park and Ride lots under the freeway in San Rafael and engaged
volunteers from all walks of life in beautifying them under the auspices of San Rafael Clean.
Mayor Boro stated that the City Council wished to acknowledge her dedication, hard work, fundraising and
volunteer recruitment efforts and that she had served as a vital inspirational champion in San Rafael's fight
against litter.
On behalf of the City Council and the City of San Rafael, Mayor Boro thanked Libby for her selfless efforts on
behalf of the City of San Rafael and he presented the Resolution of Appreciation to her.
Ms. McQuiston thanked the neighborhood for supporting her in this effort. Also, Cory Bytof, the pilot of the San
Rafael Clean Program, who had provided lots of volunteers to assist her.
Presenting the Resolution of Appreciation to Jack Brandon, Mayor Boro explained that Jack had been involved
as an instructor with the CERT program for three years and had led the teaching of the Disaster Medical
Operations modules. He brought a wealth of experience and practical knowledge to the program and had
been instrumental in developing a safer, more resilient San Rafael. The Resolution indicated that Mr. Brandon
was self-reliant in developing curriculum, was proactive in working with the City of San Rafael and had been a
vital part of the program's success. Mayor Boro noted that Jack was extremely qualified, professional,
engaging, passionate about disaster medicine, and according to CERT students, a great instructor.

On behalf of the City Council and City of San Rafael, Mayor Boro thanked Mr. Brandon for participating in that
very important public safety effort and for the work he had done on behalf of the City.
Expressing appreciation for the recognition, Mr. Brandon stated that with regard to the Office of Emergency
Services which the City Council had the wisdom to create, the addition of Steve and Angela added a great deal
of experience, energy and passion, and would serve the City well should a disaster hit.
Mayor Boro reported that John Hansen also had been a great resource for the San Rafael CERT program and
had been a core instructor for the past three years, contributing extra time and thought to its curriculum and
exercises in order to create a more interesting and innovative plan for students. He had taken a special
interest in creating strong visual props and providing student materials at his own expense in order to present a
greater quality instruction, and he was taking the message of disaster preparedness beyond CERT. He was
involved with other key groups such as the Marin County Disaster Council, Marin Medical Reserve Corps, Get
Ready Marin and was currently becoming certified as a First Aid/CPR instructor in order to offer advanced
training to CERT members.
Noting John was dependable, knowledgeable and reliable in every aspect of his job, Mayor Boro thanked him
for all he had done for San Rafael and presented him with the Resolution of Appreciation.
Thanking the City Council, Mr. Hansen thanked the Office of Emergency Services, Steven and Angela, for their
acknowledgement, and he could not say enough about what the City Council had done as far as getting these
people on the City staff. San Rafael would be a far better and safer city for citizens because of their presence.
Mayor Boro invited the boys from the Canal Bov Scout Troop 2000, together with their Scout Masters and
leaders, to the podium.
For the benefit of the audience, Mayor Boro reported that back in 2000, Police Chief Kam Sanchez and he
worked together to form a scout troop in the Canal. They believed at that time that it was very important to
offer scouting to children living in the Canal because scouting opened one's eyes to what was happening
throughout the entire world. He recalled that the Troop began with ten boys, at least fifteen were present this
evening. He noted that a year ago an Eagle Scout was named from that Troop. Mayor Boro stated that this
Troop had done a great job; the parents, Scout Masters, the entire community and certainly the boys in the
Troop were to be congratulated for what they had done.
Quoting from the Resolution of Appreciation, Mayor Boro stated that "since its inception in 2000, Canal Boy
Scout Troop 2000, under the direction of Willy Coronado, has served the community by providing an
outstanding service learning environment for local youth; and
Troop 2000 has been involved in disaster preparation activities, assisted Santa Cop in the organization,
preparation and delivery of toys, joined in numerous cleanups, including planning and marketing for the 2008
Earth Day event at Pickleweed Park; and
The Troop has engaged in post replacement, weed removal, mulch installation, tree pruning along Shoreline
Path and at recreation centers in San Rafael and the renovation of Schoen Park; and
This remarkable Scout Troop has volunteered in many other activities throughout the year and with other
groups in the County in a variety of ways, including invasive plant removal and environmental stewardship of
Pickleweed Park."
Mayor Boro stated that he and the City Council were very proud of each and every member and on their behalf
and the City of San Rafael, he thanked all members of Troop 2000 for the wonderful job they had done.
Willy Coronado thanked Mayor Boro, the City Council, Chief of Police, President of the Police Association,
Cory Bytof, Dave Donery and the families of the boys for all their support. The program was doing very well,
they had new adventures, would attend summer camp and would continue to do the best they could to
maintain the program.
Mayor Boro invited the leaders and boys from Canal Cub Scout Pack 2000 to the podium.
Noting these boys were the future of scouting in San Rafael, Mayor Boro stated he was very pleased they were
in attendance. He recalled that when Troop 2000 was started they had a thought about forming a Cub Scout
Group and it was great to have so many boys present. He was aware the boys' families were behind them on
this and that scouting had been good for each of them and would be ever better as they went through the ranks
and became Boy Scouts.

Quoting from the Resolution of Appreciation, Mayor Boro stated: "Since its inception in 2000, the Cub Scout
Pack, under the direction of Ronald Berliner, had served the community by providing an outstanding service
learning environment for local youth;
They raised money to help with disaster relief for victims of Hurricanes Katrina, Wilma, Rita and the earthquake
in Peru, as well as working with the Marin Municipal Water District and Marin Conservation Corps with
cleanups, invasive weed removal and snail eradication efforts with Save the Bay;
The Pack had joined in numerous City and coastal cleanups and recently helped with the 2008 Earth Day
event at Pickleweed Park;
This remarkable Cub Scout Pack has volunteered in many other activities throughout the year and with other
groups in the County in a variety of ways, including hosting community events, environmental education and
stewardship of Pickleweed Park."
Mayor Boro thanked the boys for what they had done so far. They had a great future to look forward to and he
congratulated them for all they had learned, all they continued to do and all their hard work on behalf of their
community.
Ronald Berliner stated that many of the children and families present had never seen him without a uniform,
and there was a good reason for this. As architect Ronald Berliner today he wished to speak as a volunteer
and member of the community, without representing anyone. This was his own opinion and no one else's.
Mr. Berliner stated that the group being recognized had a secret in delivering such a wonderful program, which
was consistency. In the last several years the unit involving the families of the elementary school-age children,
for example, met every week at the same place and time without interrupting the program ever, except for a
couple of rare occasions. These instances were the days when the Immigration Enforcement Raids took place
in their community, in the buildings where they live and at the bus stops while waiting to send children to
school. Mr. Berliner stated that many of the children were deeply traumatized looking at classmates' parents
disappear - one of the members losing one of their parents and in another case, losing both. He stated these
were respectable people who helped their communities, had the highest work ethics and paid taxes, not
criminals.
Mr. Berliner stated that they do not ask for money to support the program since they knew how to run it, or
anything else. Simply, they requested awareness and to help facilitate a change to return to tranquility and
working with dignity in this City, County, State and Nation, so that these children would have the guarantee of
seeing their parents at the end of the day. He commented that this was a reality they were not allowed to
speak about because it was politically incorrect; however, it was a reality that prevented the program from
really flourishing to its full potential.
Mr. Berliner thanked the City Council for listening and for the recognition and they looked to keep working even
harder for the City.
OTHER AGENDA ITEMS:
19. CONSIDERATION OF RESOLUTION APPROVING AND AUTHORIZING THE MAYOR TO EXECUTE THE
CITY OF SAN RAFAEL'S RESPONSE TO MARIN COUNTY GRAND JURY REPORT ENTITLED "TAILS OF
MARIN: MARIN COUNTY ANIMAL CONTROL SERVICES AND THE MARIN HUMANE SOCIETY" (CM) -
FILE 9-3-11 x 269
Deputy City Manager Nancy Mackie reported that this was the Marin County Grand Jury Report on Animal
Control services. Moving forward to their recommendations, she indicated there were three needing a
response and only two with which they had some concerns.
With regard to recommending controlling and licensing cats as well as dogs, Ms. Mackie stated that staff
recommended not going in that direction. The City currently spends over $500,000 annually; therefore, it
would be adding further extensive cost to do this. Instead, she indicated staff recommended trying to increase
the number of dogs being licensed.
With regard to the recommendation to hold public workshops and intensive public education efforts, Ms.
Mackle stated staff's recommendation was to state "we can't quite go that intense" due to staffing; however,
more could be done in simple ways, such as the website, Snapshot and having their brochures available at
public counters.

Councilmember Heller inquired whether they agreed they would begin to try to do more public outreach. She
noted that she has never seen anything in their mailings or newsletter about ensuring friends, neighbors, etc.
got their animals licensed.
Ms. Mackle stated they did some; however, it was not their #1 priority; rather they were looking more after the
safety of animals; however, they were interested in doing it, but did not have a lot of staff either. She indicated
that all agreed to use the web, online registration, etc. to get the word out.
With regard to the contract, Councilmember Miller inquired whether there was some way they could do an
event in San Rafael in terms of inserting chips into the dogs, etc. If it could be made into an event downtown,
there would be publicity from the newspapers and in that way, publicity out to the public.
Ms. Mackle stated this could be investigated.

21. a) Marin Countv Transit District: - File 143
Having attended a Marin County Transit District meeting today, Councilmember Heller reported that David
Rzepinski, former Director of Transit Operations at the City of Los Angeles, Department of Transportation,
had been hired as the Transit District's first General Manager, She and Mr. Schutz, Assistant City
Manager, would be attending a reception for Mr. Rzepinski tomorrow, June 17, 2008 from 4:00 — 6:00
p.m. at the Marin County Civic Center cafeteria patio, to which everyone was invited. Councilmember
Heller noted that in April, 2008, Marin Transit carried 298,000 passengers, an increase of 34,000 over the
previous year. She indicated that a capital and operating budget for 2008-2009 was adopted at today's
meeting in the approximate amount of $32 million.

Mayor Boro reported that he had invited Councilmember Connolly to join him on a sub -committee to work
with City Manager Ken Nordhoff regarding Mr. Nordhoff's annual performance evaluation.
c) Golden Gate Bridae District: - File 112-2
Mayor Boro reported that the Golden Gate Bridge District had a hearing this past week at the Marin Civic
Center regarding an increase in the basic toll, as well as the potential implementation of Congestion
Management Pricing, and of the 25 people in attendance, 13 spoke. Action on the recommendations
would be before the Bridge Board in mid July.
d) Transportation Authoritv of Marin: - File 170
Having attended the Executive Committee Meeting today of the Transportation Authority of Marin (TAM),
Mayor Boro reported that with respect to the work being carried out on the freeway, stage III through
Central San Rafael, was in good shape and on schedule. However, the price of oil was increasing, and
as oil was needed for the asphalt, a considerable overrun in the budget was anticipated. The contingency
would very likely all be used up. Segment IV was behind schedule and should they run into problems, it
would probably go beyond year's end. Budget overruns were attributed to a lot of issues, including
design issues which were not properly addressed, together with issues uncovered in going through the
neighborhood to build the sound and retaining walls.

Reporting that the agreement signed off on by the City with Caltrans was still sitting there, Mayor Boro
stated they had agreed not to proceed with the opening of Segment IV as far as the bike and pedestrian
path was concerned, unless the agreement was in place, and he stated he believed it would not be
opened without having Stevens Place completed.
There being no further business, Mayor Boro adjourned the City
Council meeting at 8:45 p.m. and announced the Closed Session item,
and the City Council proceeded to Closed Session.
