Miller, Vice -Mayor Greg Brockbank, Councilmember Damon Connolly, Councilmember Barbara Heller, Councilmember Absent: None Conference with Leqal Counsel — Anticipated Litigation — G.C. Section 54956.9(c) Initiation of Litigation — one case City Attorney Robert Epstein announced that no reportable action was taken. ORAL COMMUNICATIONS OF AN URGENCY NATURE: 8:15 PM 2008 Election: - File 9-1 Mary Morrison, offered suggestions on candidates nationally, to either vote or not vote for in the upcoming election. War in Iraq: - File 9-1 John Jenkel, Graton, invited Council support in ending unconstitutional wars. CONSENT CALENDAR: Councilmember Miller moved and Councilmember Brockbank seconded, to approve the Consent Calendar as follows. PRESENTATION OF RESOLUTION OF APPRECIATION TO STEVE STAFFORD, ASSOCIATE PLANNER, EMPLOYEE OF THE QUARTER ENDING JUNE, 2008 (CM)- File 102 x 9-3-85 Mayor Boro explained that Mr. Stafford was being recognized tonight as Employee of the Second Quarter for 2008. Quoting from the Resolution of Appreciation, Mayor Boro stated: "Steve Stafford has been a valued member of the Community Development Department since 2002, advancing from Intern to Planning Technician to Assistant Planner and most recently being promoted to the position of Associate Planner" and had recently worked on the Peacock Gap Golf Course project, doing an excellent job. "Steve is known as Job for the patience he demonstrates in working with members of the public at the Planning counter, helping them to understand regulations and trying to find ways to achieve their objectives; and Steve is also known as Mr. Conscientious for his unparalleled work ethic, often found at his desk on Saturday mornings; and Steve's fellow employees appreciate his accessibility and responsiveness, and always having time to answer questions." On behalf of the City Council and community of San Rafael, Mayor Boro congratulated Mr. Stafford on being selected Employee of the Quarter ending June, 2008. 6. PRESENTATION OF RESOLUTION OF APPRECIATION TO LARRY SISSECK, FACILITY REPAIR WORKER II, EMPLOYEE OF THE QUARTER ENDING SEPTEMBER, 2008 (CM)- File 102 x 9-3-40 From the Resolution of Appreciation, Mayor Boro quoted: "Larry Sisseck began as a Parks Maintenance worker in April 2000; and Six months later, left the green fields of Parks Maintenance and began his current career in the Facilities Maintenance Division, on his new application listing the reason for leaving Parks as "new field of opportunity; and Even when Larry is very busy, he is always willing to find a way to fit another job into his schedule, delivering service to satisfy his customers and produce quality results; and More than once Larry has gone above and beyond the call of duty to provide emergency services to members of the public. One time, while performing routine work in a City park, Larry noticed a fire in a nearby residence and heroically assisted the homeowner to contain the kitchen blaze until the Fire Department arrived; and Larry always makes a special effort to address the needs of other City Departments, by holding up his end of a three-person facility maintenance crew charged with caring for the City's entire building inventory. Larry's calm and friendly demeanor, his deep technical knowledge regarding his chosen career, and his willingness to offer his services to anyone in need make him a cherished asset to the City." Mayor Boro thanked and congratulated Mr. Sisseck for being Employee of the Third Quarter of 2008. COUNCILMEMBER REPORTS: (includinq AB 1234 Reports on Meetinqs and Conferences Attended at Citv Expense) 7. ASSOCIATION OF BAY AREA GOVERNMENTS (ABAG): - File 111 Councilmember Brockbank reported having attended the Association of Bay Area Governments (ABAG) Conference in Oakland recently, which dealt with Water and Land Use. While very informative and containing lots of very interesting statistics, the conference neglected to mention Assemblymember Jared Huffman, Chair of the Water Committee in the California State Assembly, whom he considered would be the most powerful water person for the next four years. SRCC Minutes (Regular) 11/03/2008 Page 2 SRCC Minutes (Regular) 11/03/2008 Page 3 COUNCILMEMBER APPOINTMENTS TO AD-HOC COMMITTEES: - FILE 9-1 Mayor Boro reported that Councilmember Connolly had agreed to work with him and the Citizens Advisory Committee with respect to facilities. Mayor Boro invited Vice -Mayor Miller and Councilmember Heller to work with Planning staff with respect to the update to General Plan 2020. There being no further business, Mayor Boro adjourned the City Council meeting at 8:28 p.m. ESTHER C.
