Approval of Minutes of Regular Meeting of December 1, 2008 (AS) Minutes approved as submitted. 2. Monthly Investment Report for November, 2008 (Fin) — File R-123 3. Minutes of Citizens Advisory Committee Meeting of November 6, 2008 (RA) — File R-140 IVB 4. Resolution Authorizing the Economic Development Director to Execute a Professional Services Agreement with Chez Brigitte, LLC for the 2009 Downtown Farmers' Market Festival (from January 1, 2009 - December 31, 2009) (RA) - File R-447 x R-181 x R-140#8 Accepted Monthly Investment Report for November, 2008 as presented. Accepted report. RESOLUTION NO. 2008-19 RESOLUTION AUTHORIZING THE ECONOMIC DEVELOPMENT DIRECTOR TO EXECUTE A PROFESSIONAL SERVICES AGREEMENT WITH CHEZ BRIGITTE, LLC FOR THE 2009 DOWNTOWN FARMERS' MARKET FESTIVAL (FROM JANUARY 1, 2009 - DECEMBER 31, 2009) AYES: MEMBERS: Brockbank, Connolly, Heller, Miller and Chairman Boro NOES: MEMBERS: None ABSENT: MEMBERS: None OTHER AGENDA ITEMS: APPROVAL OF REDEVELOPMENT AGENCY ANNUAL REPORT, INCLUDING BLIGHT PROGRESS, AGENCY OWNED PROPERTY, LOAN COMPLIANCE, AB 987 AND AFFORDABLE HOUSING REPORTS, FOR THE SAN RAFAEL REDEVELOPMENT AGENCY, AND FORWARD TO THE CITY COUNCIL FOR REVIEW AND APPROVAL (RA) — File R-62 x (SRCC) 8-18 x 8-9 Economic Development Director Nancy Mackie reported that the Annual Report was on both the Redevelopment Agency and City Council agendas, as required. Indicating that Exhibit E discusses in narrative form the housing SRRA MINUTES (Regular) 12/15/2008 Page 1 SRRA MINUTES (Regular) 12/15/2008 Page 2 programs, she believed it important to note the wide variety of housing programs, both from the Redevelopment Agency's and City Council's policies, that provide affordable housing throughout the City, including: • Below Market Rate Program, where 10% of all new development had to be affordable; • Down payment assistance grants for first-time home buyers; • Grants for apartment remodels, working with non-profit agencies to create and/or preserve affordable housing; • CDBG (Community Development Block Grant) funds used to help some of the smaller social service agencies and their housing; • Support of Code Enforcement efforts and a percentage of staff time at the Redevelopment Agency. Noting the Final Audit Report was not included in the packet, Ms. Mackle stated that this would be made available to the Agency Members before the end of December, 2008. Member Brockbank moved and Member Connolly seconded, to approve the reports and forward to City Council for review and approval. AYES: MEMBERS: Brockbank, Connolly, Heller, Miller and Chairman Boro NOES: MEMBERS: None ABSENT: MEMBERS: None APPOINTMENT OF VICE -CHAIR FOR THE REDEVELOPMENT AGENCY FOR YEAR 2009 (AS) — File R-58 x R-140#8 x (SRCC) 9-1 Member Miller placed in nomination the name of Member Barbara Heller to serve as Vice -Chair of the San Rafael Redevelopment Agency for year 2009. Member Brockbank seconded the motion. Member Heller was appointed Vice -Chair of the San Rafael Redevelopment Agency by acclamation for the year 2009.
