Beirne, City Clerk CLOSED SESSION — CONFERENCE ROOM 201 — 7:00 PM Present: Albert J. Boro, Mayor Barbara Heller, Vice -Mayor Greg Brockbank, Councilmember Damon Connolly, Councilmember Cyr N. Miller, Councilmember Absent: None 1. Conference with Labor Negotiators — Government Code Section 54957.6(a) Negotiators: Jim Schutz, Leslie Loomis, Cindy Mosser, Rob Epstein, Ken Nordhoff Employee Organization: SEIU Child Care Unit City Attorney, Robert Epstein announced that no reportable action was taken. ORAL COMMUNICATIONS OF AN URGENCY NATURE: 8:10 PM Campaign Reform: - File 9-1 Referring to a "hit piece" directed towards City Council candidate, Gary Ford, by Mr. Frieman, David Maver noted that San Rafael still had not enacted campaign reform; however, when it did he wanted to be part of the discussion as he had called for some serious limits on contributions; basically no contributions, no PAC money, rather to use $2,000 of the candidate's own money to level the playing field as this was not a situation where $40,000 and $50,000 should be spent, as top candidates had done. He reported that as of yesterday he had spent $635 and indicated that he would obviously get a lot of votes at a much lower cost per vote, which would shock a lot of people, especially as he believed Measure G would fail. Mr. Mayer read a Marin Independent Journal editorial letter he recently wrote: "Your October 23 editorial on Jonathan Frieman's council campaign mailer basically states that as of Thursday afternoon there has been no public criticism by council or Ford's fellow candidates. Councilmember Barbara Heller and candidate Marc Levine must return all campaign contributions they have accepted from Mr. Frieman. Not doing so implies acceptance of his tactics as acceptable. I strongly condemn these two candidates for not taking the appropriate action if they truly believe in campaign reform. I have called for real campaign reform that limits expenditures for council races. The fact that upwards of $40,000 will be spent by some of my fellow candidates is absurd. These candidates will owe their allegiance to all the big donors, not the residents of San Rafael." Mr. Mayer urged moving on campaign reform as soon as possible subsequent to the election. CONSENT CALENDAR: Councilmember Miller moved and Councilmember Connolly seconded, to approve the Consent Calendar as follows: Any records relating to an agenda item, received by a majority or more of the Council less than 72 hours before the meeting, shall be available for inspection in the City Clerk's Office, Room 209, 1400 Fifth Avenue, and placed with other agenda -related materials on the table in front of the Council Chamber prior to the meeting. Copies of documents are available in accessible formats upon request. Public transportation is available through Golden Gate Transit, Line 22 or 23. To allow individuals with environmental illness or multiple chemical sensitivity to attend the meeting/hearing, individuals are requested to refrain from wearing scented products. Resolution Authorizing the City to Enter Into an Additional Three (3) Year Agreement with Human Affairs International of California for Employee Assistance Program (EAP) Services (MS) — File 4-3-504 RECOMMENDED ACTION: APPROVAL OF THE FOLLOWING ACTION: Approved as submitted. Approved Final Adoption of Ordinance No. 1878. Association of Bav Area Governments: - File 9-1 x 111 Councilmember Brockbank reported on his attendance at a recent meeting of the Fall General Assembly of ABAG (Association of Bay Area Governments) at which the topic was building new partnerships during economic downturns. He stated that the new Vice -Chair was Marin County Supervisor Susan Adams, who in two years would be Chair.
